The solicitation requests 24-hour emergency response and cleanup services for spills, leaks, or discharges of hazardous wastes, petroleum products, asbestos, radiological materials, and biological/medical wastes. Vendors may bid on the entire scope or individual response categories and must deploy a representative with appropriate technical expertise within one hour of verbal notification, with cleanup operations commencing within two to three hours. Initial responses are due September 9, 2026 at 12:00 p.m., with subsequent quarterly reviews accepted through September 30, 2028. The initial contract period begins approximately October 1, 2026 for three years, with two optional 12-month renewal periods available.

Technical proposals are limited to six pages and evaluated on staff qualifications (25 points), vendor capability and capacity (30 points), work plan (25 points), and storage approach (20 points), with a minimum score of 70 points required to advance to the qualified vendor list. Pricing analysis encompasses 32 labor categories, equipment including barges, vessels, skimmers, and vehicles, materials and supplies, RCRA-compliant laboratory analysis, and treatment and disposal services for 45 distinct material types. Required insurance includes general liability ($1 million combined single limit), workers compensation ($100,000), automobile liability ($1 million), and environmental/pollution liability ($1 million per occurrence/$2 million aggregate). MBE/WBE participation requires appropriate certification and receives credit. The State withholds a 0.33% administrative fee on total annual contract spend. All proposals must be submitted electronically through Ocean State Procures, with late submissions not accepted.
