About this file

This is a pricing and cost proposal attachment (Attachment A) for MPA 118, Rhode Island's open enrollment contract for hazardous waste and petroleum-related emergency response and cleanup services. The document establishes a comprehensive cost structure for immediate response and cleanup services related to spilling, leaking, or discharge of hazardous wastes, petroleum products, or other materials threatening the environment or public health and safety. Initial responses were due by Wednesday, September 9, 2026, at 12:00 PM, with subsequent responses reviewed quarterly until September 30, 2028. The attachment requests detailed pricing across multiple service categories including labor rates (with straight time and overtime designations for 32 labor categories ranging from supervisors to professional engineers), equipment pricing for barges, vessels, skimmers, vehicles, trailers, and specialized equipment, materials and supplies, laboratory analysis services in accordance with Resource Conservation and Recovery Act (RCRA) standards, and treatment and disposal services for recovered oil and hazardous substances.

Contractors are required to provide hourly, daily, and weekly rate options for equipment, with standby and operating rates applied based on actual site utilization, with the lowest aggregate amount determining applicable charges. The document includes five detailed scenarios requiring cost estimates: a 200-gallon homeowner property oil spill, an oil spill from a vessel in port, a 150-gallon truck accident diesel fuel spill, a mercury cleanup incident, and a chemical spill at an industrial location involving multiple hazardous materials. Each scenario specifies required manpower, equipment, materials, disposal volumes, and investigation/sampling needs, with contractors able to opt out of specific scenario types. Contractors may offer fixed-price analysis or treatment/disposal pricing if available, and all proposals must indicate capability to provide final summary reports for compliance determination. Pricing analysis of authorized quotes across scenarios one through five will be considered for ranking purposes to estimate service demand statewide.
