The response must also include a description of how each task will be managed.

In its response, the Vendor must also provide:

1. Full product data submittal for the ductless, mini-split system (using A2L refrigerant) shall be provided with the cost proposal.

The Government will evaluate the technical submittal prior to contract award to ensure all the requirements presented in the SOW and drawings are accounted for in the proposal.

After the contract award, the factory order must be placed with the manufacturer no later than 10 business days of the award date.

FACTOR 2–Past Performance

The Government will evaluate the past performance record of the proposed vendor in accordance with FAR 15.305. Subcontractors will not be considered. The factors to be evaluated include the relevance and the quality of the Offeror’s overall past performance reflecting a trend of satisfactory performance. Evaluation of this factor will be an assessment of the overall past performance record using the Contractor Performance Assessment Reporting System (CPARS) as the official source for past performance information.

EVALUATION AND BASIS OF AWARD

This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2, as supplemented. This is a competitive LPTA best value source selection.

By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offerors, with satisfactory past performance, shall be evaluated equally with respect to technical capability and past performance. The best value determination and subsequent contract award will be made to that offeror who has met all solicitation requirements, has been determined to be technically acceptable, has no less than satisfactory past performance, and who has offered the lowest price.

The Government intends to select ONE contractor for this award. The contracting officer may determine that the number of proposals that might otherwise be included for evaluation of technical acceptability exceeds the number at which an efficient evaluation can be conducted. As such, the proposals will be evaluated by lowest price and if the lowest priced proposal submitted is found technically acceptable, no other proposals will be evaluated, and award will be made to the lowest priced, technically acceptable offeror. However, if the lowest priced proposal is not found technically acceptable, the next lowest priced proposal will be evaluated until the lowest priced, technically acceptable proposal is found.

FACTOR 1 – Technical Capability

The Vendor must provide all the necessary information to facilitate the Government’s consideration of Factor 1 – Technical Capability. The Vendor must be evaluated on its demonstration of technical understanding of the requirements of the SOW, based on the information provided in response to the requirements and using the criteria described in Section II, Factor 1 above.

FACTOR 2 – Past Performance

The Vendor must provide all the necessary information to facilitate the Government’s consideration of Factor 2 – Past Performance. The Vendor must be evaluated on its performance on past projects relevant to the tasks of this SOW. Past Performance will be evaluated based on the information provided in response to the requirements and using the criteria described in Section II, Factor 2 above.
