About this file
This document is a memo justifying a correction to an award notice issued for Request for Proposal S-DASOBO-00003117 - Statewide Disparity Study issued by the State of Oregon, Department of Administrative Services, Procurement Services. The Single Point of Contact (SPC) incorrectly checked the award box for the wrong proposer in the OregonBuys system, resulting in an incorrect award notification being sent. To correct this error, the SPC has created a new Notice of Award # S-DASOBO-00003832 that correctly awards the contract to BBC Research & Consulting. The SPC has extended the Award Protest Period to 5 pm on July 29, 2022 to allow time for this correction.
The contract is for a Statewide Disparity Study covering the jurisdictions of Marion County and the City of Salem. No additional details about the scope or terms of the contract are provided in this memo.

RE: Justification of System Correction – Statewide Disparity Study
On July 15, 2022 the Single Point of Contact (SPC) issued a Notice of Intent to Award. Unfortunately, when entering the award notice into the OregonBuys system, the SPC incorrectly check the award box to the wrong Proposer under Bid number S-DASOBO-00003117. The OregonBuys system incorrectly sent an email notification of award to the wrong Proposer. The email notification was the result of a simple error of the SPC checking the wrong box; the actual Notice of Intent to Award document set forth the correct awardee, BBC Research and Consulting.
The SCP emailed the correct Notice of Intent Award memo to all Proposers accurately listing the winning Proposer (BBC Research & Consulting).
Then, upon the realization that the system had generated an incorrect notice of award of the bid to the wrong Proposer, the SPC emailed all Proposers for a second time notifying them of the error and requesting that all system notifications of award be ignored.
The SPC was advised that it is not possible to withdraw the Award in the system. To correct the Award error, the SPC cloned the bid and cancel the Solicitation in the OregonBuys system. The SPC intended that the cancellation was a cancelation of the Award, not a cancellation of the Solicitation.
The SPC is working to withdraw the system cancelation, so the solicitation, S-DASOBO-00003117, does not show canceled in the OregonBuys system. To correct the errors that have occurred in the progressing of the Proposals, the SPC has created a Notice of Award # S-DASOBO-00003832 in the OregonBuys system, which correctly awards the contract to BBC Research & Consulting. The Notice of Intent to Award, dated July 15, 2022, can be found in the Attachments section of this Notice. The SPC has extended the Award Protest Period to 5 pm July 29, 2022, 7 calendar days of this Notice.
