About this file

This document is the Attachment I: Available Data for the Statewide Disparity Study RFP S-DASOBO-00003117 issued by the State of Oregon. The study will examine the contracting practices and utilization of minority, women, and disadvantaged business enterprises (MWDBEs) across the state, including at the county and city level for jurisdictions such as Marion County and the City of Salem. The data provided covers various contract types including public improvements under and over $100k, architectural and engineering services, and goods and services contracts under and over $150k. The contract data available spans fiscal years 2017/2019 and 2019/2021. The document outlines the type of information that can be expected to be found in the Oregon Procurement Information System (ORPIN) and through other agency records, including unique contract numbers, industry categories, contract titles, business names, NAICS codes, contract dates, dollar amounts, MWDBE status, and limited subcontractor data.

The document indicates that the quality and completeness of the data will vary across agencies, with the Oregon Department of Transportation (ODOT) likely having the most comprehensive electronic records compared to other state agencies. The state's financial system does not easily cross-reference the contract data in ORPIN, so additional effort may be required to determine total amounts paid on contracts. The study will be used to assess potential disparities in the state's procurement practices and identify any barriers to MWDBE participation.

Public Improvements under $100k

Attachment I_Available Data_RFP S-DASOBO-00003117_Statewide Disparity Study
Assumptions:

Public Improvements under $100k are conducted at the agency level. The contracts should be in ORPIN, but there is history that demonstrates this doesn't always happen. Some work might need to be done to compare the payments out of the financial system to the contracts in ORPIN to determine if there are physical records to explore in each agency. ODOT does the largest amount of construction work, they will have better electronic records than other agencies and this may be included in their disparity study.
