About this file

This is a memorandum regarding printing specifications for construction documents related to Washington County, Virginia's C. Wayne Stevens, Jr. Public Safety Facility project. The memo addresses the production of C101 and C201 sheets, which are architectural drawing sets required for the bidding process on this Emergency Medical Services (EMS) station construction project in Glade Spring, Virginia. The facility involves construction of approximately 8,602 square feet of mixed-use space incorporating load-bearing concrete masonry construction with two pre-engineered metal building apparatus bays. An optional pre-bid meeting is scheduled for Tuesday, May 19, 2026 at 10:00 am at the Board of Supervisors' Auditorium in Abingdon, Virginia, with written questions due by Tuesday, June 9, 2026 at 5:00 pm. Sealed bids must be submitted to Tammy Sturgill, Director of the Department of Budget and Finance at Washington County Government Center by Tuesday, June 16, 2026 at 2:00 pm Eastern Standard Time. The contract timeline requires 365 consecutive calendar days from Notice to Proceed for Substantial Completion.

Bidding documents are available for free download from the County website, eVA marketplace, and construction industry publications, or as printed copies for a non-refundable $400 fee from The Lane Group, Inc. Bidders must hold Class A Virginia contractor licensing, submit a 5% bid bond, and provide 100% performance and payment bonds. The project is funded through the USDA Rural Development Community Facilities Grant Program and is subject to Build America, Buy America Act (BABAA) requirements, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States unless an approved waiver is obtained. Liquidated damages are assessed at $200.00 per day for delays and $100.00 per day for failure to achieve Final Completion within 30 days of Substantial Completion. No specific set-asides for disadvantaged enterprises, small businesses, or minority-owned firms are identified. The base bid includes the core facility with a concrete apron, while Additive Bid Item #1 encompasses a roof structure, brick piers, screen walls, steel columns, roof panels, and trench drains for the apparatus bays.
