Questions and Answers
1. Could MCC provide guidance on the estimated start date for this contract?
MCC Response: MCC anticipates award of the contract in December 2016.
2. What is the estimated total budget for this evaluation
MCC Response: MCC expects the contractor to propose based upon the Statement of Work for the evaluation.
3. RFQ Section C.8.7 appears to reference a footnote (#3) which does not appear in the footer of page 13. Please clarify whether this is a typographical error and if so, provide the relevant text for the footnote.
MCC Response: The following language should have been included as footnote 3: The Evaluation Management Committee is chaired by the MCC M&E Managing Director and is comprised of each Compact’s M&E lead, Sector lead, Economist, Country Representative, and other staff (Social and Gender Inclusion, Environmental and Social Performance) as necessary.
4. Could MCC please provide information on all monitoring and secondary data that will be made available to the independent evaluation team? In particular, what data can be provided on NTB website analytics, international travel to Namibia and, specifically, to Etosha National Park, including information on date, origin, purpose, and duration of the visitors’ travel?
MCC Response: Monitoring data that were reported for the Tourism Project are included in the Indicator Tracking Table (ITT) that has been provided with these responses; the final version of the Monitoring and Evaluation Plan, which contains indicator definitions and other details related to the ITT, has also been provided.
The selected contractor will also be provided with the following data deliverables that were produced under the Namibia Compact:
2010 Statistical Report on Tourist Arrivals and data 2011 Statistical Report on Tourist Arrivals and data 2012-13 Statistical Report on Tourist Arrivals Survey Report – Namibia Tourist Exit Survey 2012-13 and data
In addition, the selected contractor will receive progress reports produced by the implementers of the various Tourism Activities, which will contain some data.
However, data produced after the Compact ended will have to be requested from NTB, ENP, and others, or collected as primary data under this evaluation contract.
5. Section M does not include information on how each Evaluation Factor (Evaluation Factor 1— Technical Capability, Evaluation Factor 2—Past Performance, and Evaluation Factor 3—Price) will be weighted.
Could MCC please provide guidance on this point?
MCC Response: Quotes will be evaluated based upon descending order of importance (i.e. Technical Capability is more important than Past Performance and both factors, when combined, are more important than Price.) Per Section M.5 of the solicitation -- while price will not be assigned a rating during the evaluation, it is a criterion in the overall evaluation of quotes. Price proposals will be analyzed for fairness, reasonableness and completeness.
6. Does MCC expect the Contractor to include field visits as part of the Evaluability Assessment?

MCC Response: It is expected that the first field visit would occur after the Evaluability Assessment has been completed but before the Evaluation Design Report has been developed.
7. Does MCC envision the key personnel are the only personnel that will be needed for this engagement, or can we propose additional non-key personnel?
MCC Response: Quoters may propose other members of the evaluation team. However, the role of each team member and how they will work together as a team should be very clear.
8. Does MCC envision three total international trips for this contract, or is it three trips per traveling team member?
MCC Response: MCC initially planned for three total trips to be taken, with an inception mission taking place between Tasks 1 and 2; another taking place for data collection; and a dissemination mission taking place toward the end of the contract. However, recent experience shows that it is advisable to also plan a mission during Task 2 in order to engage stakeholders around the design of the evaluation. As a result, quoters should budget for four trips if only one team member is traveling. Ultimately, however, bidders may propose additional trips if necessary based on their proposal and evaluation design.
9. Does MCC expect the contractor to use a data collection firm, as indicated by the $150,000 plug figure? Or, could data be collected by the contractor directly? If we opt to collect data ourselves, should that be covered by the $150,000, or should we budget for that separately?
MCC Response: MCC will respond to this question in a subsequent solicitation amendment.
10. Section F.1 states that the anticipated period of performance is September 2016 through March 2018. Given the proposal due date is now October 4, can MCC please provide a revised anticipated period of performance?
MCC Response: The Period of Performance is expected to run from December 2016 through June 2018.
11. Section B.6 states that labor rates offerors should provide fully-burdened hourly rates for each contract year.
Section L.9.3 requests offerors to provide labor rates for each contract period. Given that there is one contract period with a period of performance of 18 months and labor rates are fixed for the entire period (Section B.6), please clarify if the labor rates should be provided by contract year or contract period.
MCC Response: Quoters may disregard the reference to the contract year. The second paragraph of Section B.6 is revised to reflect the following: “…Using the template below, Offerors must include all proposed labor categories, fully-burdened hourly rates and Other Direct Costs (ODCs) for the full contract period as identified in B.1.” Further, Section. L.9.3 is revised to reflect the following: “Labor categories and rates shall be provided in spreadsheet format to show labor category, labor rate, number of hours (level of effort) and total cost. See price template at Section B.6.” To be clear, MCC expects one set of fully-burdened hourly rates for the full 18-month contract period.
