Required in the Draft Interim/Endline Data Collection Plan
1. Work Plan, including the following details:
a. Staffing requirements, including: the number and types of staff, roles and responsibilities, language abilities, and other qualifications
b. A timeline for developing data collection instruments, training, piloting, mobilization, data collection fieldwork, data entry and cleaning
2. Sampling Methodology, including the following details:
a. Description of the sampling frame(s)
b. How the samples will be drawn
c. Conditions under which sample units will be replaced and how the replacements will be handled
d. How non-response and attrition will be handled
3. Training Plan, which will include at the minimum:
a. Training materials
b. Field protocols
c. Total number of the days allocated for the training
d. Detailed description of the training activities to be conducted and time allocation1
e. Clear indication of the roles and responsibilities of the different team members in the training
f. Field manuals or other reference materials
g. Description of how preparation for fieldwork will be assessed
4. Reporting Plan, including the following reports at a minimum:
a. During the data collection period, brief bi-weekly update reports to MCC written in Word and sent by email covering work accomplished in previous two weeks and up until the current moment, including:
i. Response rates
ii. Average duration of the interviews
iii. Assessment of whether work is progressing on schedule
iv. Discussion of new or revised quality control efforts
v. Fieldwork oversight protocols
vi. Any challenges encountered and actions taken to address them (this should include the implications of challenges on data quality, completeness, security, and timeline).
b. Interim/Endline Data Collection Report, which will include at a minimum:
i. Start and end dates of data collection
ii. Summary of sampling methodology
iii. Description of any problems or issues that arose in the course of survey administration and actions taken to mitigate them
iv. Summary of any non-sampling errors and actions taken to address them
1 At minimum, data collection staff should be trained in: background of Liberia Energy Project; ethics in survey research; gender issues in conducting an interview; recruitment of respondents; how to handle uncooperative respondents; debriefing respondents; sources of interviewer bias and how to avoid it; how to ask questions without preempting responses; controlling an interview; how to identify targeted respondents;
data quality issues; and data security and management.
v. Summary of quality control procedures as implemented, including number/rate of back-checks conducted and key findings from back-checks
vi. Summary of data entry and cleaning procedures as implemented, including any issues that arose and how they were addressed
vii. Summary of data security procedures as implemented, including any issues that arose and how they were addressed
viii. Summary of any adjustments to the implementation plan made in the course of survey administration and the reasons for adjustments
ix. Summary of survey response rates, including by full response, partial response, refusals, not located, and other relevant disposition categories
x. Lessons learned that should be applied to similar surveys in the future
5. Field work oversight protocols
6. Recruitment Methodology, which should include:
a. Plan to obtain necessary approvals to collect data in targeted communities
b. How respondents will be identified and recruited
c. How informed consent will be obtained (the appropriate informed consent language will be based on MCC’s standard consent language and any changes must be approved by MCC)
7. Pilot Test Plan, including:
a. Detailed timeline for all pilot testing activities
b. Areas where the pilot(s) will be conducted
c. Number of times each instrument will be piloted (per enumerator)
d. Description of field protocols to be piloted
e. Supervision and data quality checks to be used during the pilot
8. Identification of the main threats to validity of the data and how these will be addressed
9. Plan for translating data collection instruments where necessary, e.g., double-translation and reconciliation or translation and back-translation
10. Data entry protocol, which should include the hardware and software that will be used to capture GIS location and survey response data and any instructions to be used for coding
11. Data cleaning rules
12. Data quality assurance protocol, including all measures taken to guarantee the quality and comprehensiveness of the data collected, including validation methods
13. How data will be moved (between survey team members, the Evaluator, and ultimately
MCC), stored, protected, and destroyed in accordance with ethical standards
At a minimum, the Revised Interim/Final Data Collection Plan will include all of the information outlined above, plus:
1. Written review of translation work, e.g., summary of back-translation or double translation with reconciliation results
2. Description of training activities
3. Findings from the pilots, including:
a. Any significant changes to the field protocols or methodology as a result
b. An assessment of the preparedness of surveyors for data collection
c. The usability of the survey instruments and/or proposed revisions
d. Average duration of the interviews from each survey
4. Make any other needed updates
