About this file
This is a map document supporting a pre-commercial thinning (PCT) and piling services procurement solicitation issued by the State of Oregon Department of Forestry (ODF) and Malheur National Forest under the Good Neighbor Authority program. The project encompasses 547 acres across 17 units located north of Mount Vernon, Oregon. Bidders may submit proposals under two options: Option 1 provides unit pricing for hand thinning and hand piling across all 547 acres, while Option 2 includes hand thinning on 547 acres, hand piling on 447 acres, and grapple piling on 100 acres. The work involves selectively thinning conifers between 1 foot and 8.9 inches in diameter, with priority given to Western Larch, Ponderosa Pine, and Douglas Fir species, to reduce fuel loading and restore forest density to historically resilient conditions. Questions and clarifications are due by November 18, 2025, with responses provided by November 21, 2025. Bid submissions are due November 25, 2025, at 2:00 PM Pacific Time. The contract will be awarded to the lowest responsible bidder, with work completion required by October 31, 2027.
Bidders must possess a minimum of three years of experience performing similar services for at least three different firms, with at least one foreman having three years of relevant experience including one year in fuels reduction and forestry supervision. Compensation is structured on a unit pricing basis per acre, with payment contingent upon work acceptance through periodic state inspections; payment scales range from 100% for work meeting 90% accuracy or higher to potential non-payment for work below 75% accuracy. The procurement requires compliance with pay equity requirements and submission of a current Pay Equity Certificate from the Department of Administrative Services. Bidders must complete a Certified Disadvantaged Business Outreach Plan addressing five certification categories: Disadvantaged Business Enterprise (DBE), Minority-Owned Business (MBE), Woman-Owned Business (WBE), Service-Disabled Veteran-Owned (SDV), and Emerging Small Business (ESB). The map document depicts the 17 project units with various terrain classifications, including all-weather dirt roads and Magone boundary demarcations, providing visual reference for the project area spanning approximately 0.26 miles.
