About this file
This is a project map document prepared by the Oregon Department of Forestry and Malheur National Forest for pre-commercial thinning (PCT) hand thinning and piling services under the Good Neighbor Authority program. The map identifies 17 treatment units across approximately 547 acres north of Mount Vernon, Oregon, including Units 293, 295, 297, 299, 301, 302, 303, 305, 307, 315, 401, 403, 794, 795, 797, 799, and 800. The project scope involves selective thinning of conifers between 1 foot and 8.9 inches in diameter with prioritization of Western Larch, Ponderosa Pine, and Douglas Fir to reduce forest fuel loading and restore forest density. Two bid options are available: Option 1 requires unit pricing for hand thinning and hand piling on all 547 acres, while Option 2 includes hand thinning on 547 acres, hand piling on 447 acres, and grapple piling on 100 acres. Questions and clarifications must be submitted by November 18, 2025, with answers provided by November 21, 2025, and sealed bids due November 25, 2025, at 2:00 PM Pacific Time. The contract will be awarded to the lowest responsible bidder, with work completion required by October 31, 2027.
Bidders must demonstrate a minimum of three years of experience performing similar services for at least three different firms, with at least one foreman possessing three years of relevant experience including one year in fuels reduction and forestry supervision. Pricing will be established through unit pricing per acre on a not-to-exceed basis, with payment contingent on work acceptance through periodic state inspections using a payment scale ranging from 100% for work at 90% accuracy or higher to potential non-payment for work under 75% accuracy. The procurement includes mandatory compliance with disadvantaged business enterprise requirements, requiring bidders to complete a Certified Disadvantaged Business Outreach Plan addressing five certification categories: Disadvantaged Business Enterprise (DBE), Minority-Owned Business (MBE), Woman-Owned Business (WBE), Service-Disabled Veteran-Owned (SDV), and Emerging Small Business (ESB). Contractors must also comply with pay equity requirements and provide a current Pay Equity Certificate from the Department of Administrative Services. Bidders must submit comprehensive documentation including references, proof of insurance, and responsibility inquiries, with the total contract value determined by unit pricing and actual acres treated.
