INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS OR RESPONDENTS

GENERAL

This is a FAR Part 12, Acquisition of Commercial Items, procurement conducted using the procedures in FAR Part 15, Contracting by Negotiation. It will be competed on an Unrestricted basis.

All proposals in response to this solicitation shall conform to the following requirements:

Initial proposals and any modifications thereto are to be submitted to the Contracting Officer and Contract Specialist on or before the closing date and time cited in Block 8 of the Standard Form 1449. Late submissions will not be considered for evaluation unless the conditions of FAR 15.208(b) apply. All proposals in response to this solicitation shall be delivered in accordance with the guidance below:

Proposals shall be submitted electronically using Microsoft Word / Excel / Adobe format to F. Paul Lirio (francis.lirio@usmc.mil) and Brandon Payne (brandon.m.payne@usmc.mil). Offerors are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of eight (8) megabytes. Multiple emails should be numbered (e.g., Email 1 of 3) and attachments should be listed within the body of each email. It is the Offeror’s responsibility to ensure that Offers are received by the due date and time listed on the SF1449 cover page.

After receipt of proposals, the Government may, with or without notice, negotiate with and, if desired, seek proposal revisions from as many or as few Offerors as it, in its discretion, deems appropriate in the form of discussions. The Government will consider all proposals that are timely received and may consider late proposals. Failure of a proposal to address any items listed in the attached submission package may make it unacceptable.

Offerors shall submit their proposals in three (3) separate volumes as follows:

Volume
Description
I
Administrative Proposal
II
Non-Price Proposal*
III
Price/Cost Proposal

*Volume (2) shall not contain any pricing information

The completion and submission of the above items will constitute a proposal and will be considered the Offeror’s unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits hereto. Alternate proposals are not authorized. An objection to any of the terms and conditions of the solicitation will constitute a deficiency (see FAR 15.001), which will render the proposal ineligible for award.

QUESTIONS – Offeror’s may submit questions requesting clarification of solicitation requirements. All questions must be received by 10:00 AM EST no later than ten (10) business days after release of the solicitation. All questions shall be submitted electronically via email directly to F. Paul Lirio (francis.lirio@usmc.mil) and Brandon Payne (brandon.m.payne@usmc.mil).

REQUIREMENTS FOR PROPOSAL CONTENT

1. Introduction and Purpose – This section specifies the format that Offerors shall use in proposals submitted in response to this solicitation. The intent is not to restrict the Offerors in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the proposals for evaluation purposes.

1. The Government does not anticipate a need for Offerors to submit classified material in any proposal volume; therefore, Offerors shall not place any classified information in any portion of its proposal.

1. Each volume shall contain the following items in addition to the other information required by this solicitation:

1. Cover – The cover shall indicate the following:

1. Title of the Proposal

1. Volume Number

1. Solicitation Number

1. Name and Address of Offeror

1. Identification of Original Signature Copies

1. Table of Contents – The table of contents shall provide sufficient detail to allow the important elements to be easily located.

1. Style Requirements – The proposal must demonstrate an understanding of an ability to meet all of the requirements set forth in the SOLICITATION’s PWS. The Offeror shall provide sufficient detail to substantiate the validity of all statements. The Offeror shall demonstrate that the proposal is in compliance with the requirements, terms, and conditions of the SOLICITATION. Comprehensive responses to the requirements of the SOLICITATION are required to enable the Government to evaluate the Offeror’s understanding of and capability to accomplish the requirements of the PWS.

General statements that the Offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, and paraphrasing the solicitation’s requirements in whole or in part will NOT constitute compliance. Failure to conform to any of the requirements of the solicitation may form the basis for rejection of the proposal.

Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective proposal are NOT desired and may be construed as an indication of the Offeror’s lack of cost consciousness. Elaborate artwork and expensive visual or other presentation aids are neither necessary nor desired. Clarity, completeness, and conciseness are essential and the overall quality of the proposal will be evaluated in the context of being representative of the Offeror’s services.

An Offeror’s proposal is presumed to represent the best efforts to respond to the solicitation. Since only the proposal submitted in response to this solicitation will be evaluated, Offerors shall make certain that their proposal is complete with regard to the information provided. Offerors are responsible for ensuring that their proposal responds to the requirements of this solicitation, and are responsible for ensuring that a proposal contains sufficient detail for the Government to evaluate it. Data previously submitted, or presumed to be known, will not be considered in the evaluation unless that information is physically contained in the proposal.

1. Format Requirements and Page Limitations – Proposals shall be submitted to the Government as follows:

Volume
Description
Page Limits*
Electronic Copies
I
Administrative Proposal
N/A
1
II
Non-Price Proposal
30
1
III
Price/Cost Proposal
N/A
1

*Pages submitted in excess of the page limitations described above will not be evaluated.

Offerors are required to submit all required copies of each part of their proposal. Each page of each copy shall include the following legend: “Source Selection Information - See FAR 2.101 and 3.104.” The contractor must apply the appropriate controlled unclassified information (CUI) markings to their proposals (see DFARS 252.204-7008 and National Institute of Standards and Technology (NIST) 800-171).

Page limitations are inclusive of any appendices, charts, diagrams, and/or other graphics. Each “page” is defined as one sheet, 8.5” x 11”, with at least one inch margins on all sides, using a font with a point size of 12 or greater (e.g., Times New Roman style with 12 point font). Lines shall, at a minimum, be single-spaced. Multiple pages, double pages, two-sided pages, or foldouts will count as an equivalent number of 8.5” x 11” pages. Individual resumes shall not exceed two (2) pages per resume. The cover sheet, table of contents (not to exceed one page per volume), and resumes will not count toward the page limit. The one exception to the font size requirement shown above is that the Past Performance Questionnaires may be completed with a point size of 10 or greater. If Volume II exceeds 30 pages, the Government will only evaluate the first 30 pages and will not evaluate any pages after the 30th page.

Pages shall be numbered consecutively within each volume showing volume and page. For example, page 9 of Volume I would be numbered I-9 and page 10 of Volume II would be numbered II-10. Offerors are advised that the Government may selectively verify any information provided in the proposal. Offerors are cautioned that they are responsible to ensure that material that they desire to have evaluated for a particular section is contained in that specific section.

Proposal Content

Volume I – Administrative Proposal

This volume shall address the following:

1. Cover Letter – The following information shall be provided in the cover letter:

1. The solicitation Number: M95494-20-R-0002

1. Company Information. The name, address, DUNS number, CAGE Code, telephone number and Tax Identification Number (TIN) for the Offeror.

1. Authorized Personnel – Provide the name, title, telephone number, and e-mail address of the company/division point of contact who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government and who can answer questions regarding your proposal.

1. Terms of any express warranty.

1. “Remit to” address, if different than the Offeror’s mailing address.

1. Acknowledgement of solicitation amendments pursuant to FAR 52.215-1 (if applicable or not previously acknowledged).

1. Agreement with Terms – A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offerors shall detail any exceptions taken and the rationale for the exceptions taken to the solicitation. Please note that exceptions taken to the solicitation will render the proposal deficient and unacceptable to the Government for award.

1. Proposal Expiration Date – The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

1. Representations and Certifications – Offeror shall complete representations and certifications in their System for Award Management (SAM).

1. Standard Form (SF) 1449 – Complete Blocks 17a and 30a-c of Page 1 of the Solicitation (signed and dated). Failure to do so may lead to rejection of the offer.

1. Organizational Conflicts of Interest (OCI) – The Offeror shall disclose any potential or actual organizational conflicts of interest (OCIs) that your firm (to include subcontractors) may have with the requirements of the PWS/solicitation. Include a description of the OCI(s) and the action(s) taken, if any, to avoid, mitigate, or neutralize the OCIs. A negative response is required.

1. CLINs – The Offeror shall fill in the firm-fixed-price for each of the CLINs in the solicitation, which should match pricing included on their price proposal. Offerors shall provide Unit Price; Unit of Issue; and Total Price for each CLIN. CLIN Unit Pricing needs to be rounded to two (2) decimals (i.e., $12.34).

1. Small Business Subcontracting Plan – Large Business Offerors shall submit a Small Business Subcontracting Plan as required under FAR 52.219-9, Small Business Subcontracting Plan. Large Businesses shall ensure the Small Business Subcontracting Plan adequately responds to each of the required elements of FAR 52.219-9(d). In accordance with FAR 19.704, Subcontracting Plan Requirements, Small Businesses are exempt from having to submit a Small Business Subcontracting Plan.

Large Business Offerors shall demonstrate the Offeror’s commitment to offer fair opportunities and subcontracting prospects to Small Business firms, as defined in FAR Part 19, in order to subcontract with those Small Businesses. The Offeror's proposed Small Business Subcontracting Plan must demonstrate their plan to reach out to Small, HUBZone, Small Disadvantaged Women-Owned, Veteran-Owned Small, and/or Service Disabled Veteran-Owned Small Businesses and to establish the maximum subcontracting opportunities practicable under this requirement. Large Businesses are required to ensure that the commitments in the Small Business Subcontracting Plan are comparative to the commitments established in the Small Business Participation Plan.

Volume II – Non-Price Proposal

This volume of the proposal shall exclude pricing/cost information and be limited to 30 pages, inclusive of all supplemental documentation to the technical proposal, such as foldouts, charts, figures, tables. The Coversheet and Table of Contents are not included in the page limitation. This volume shall contain all information required for proposal evaluation and include, in descending order of importance, the Offeror’s Technical Approach, Management & Staffing Approach, Past Performance, and Small Business Participation Plan as follows:

1. Technical Approach

The Offeror shall provide in detail a narrative describing their technical approach to performing the PWS task requirements, how their technical approach will support unaccompanied housing (UH) service members residing in Marine Corps Barracks, and clearly demonstrate their understanding of the PWS requirements and the overall scope of work.

1. Management & Staffing Approach

The Offeror shall provide in detail a narrative describing their management and staffing approach to successfully accomplish the requirements set forth in the PWS and demonstrate their ability to properly manage the contract while illustrating their capability to perform on or ahead of schedule and minimize technical/performance risk. The Offeror shall specifically define the tools, methods, and personnel/labor mix to be utilized to perform the requirements of the PWS and include resumes of all Key Personnel. The Offeror shall address any innovative methods they plan to execute during performance to accelerate timelines.

1. Past Performance

1. Offerors are requested to provide information on up to two (2) previous Government contracts whose effort was recent and relevant to the effort required by this solicitation. One (1) Reference must be for the Prime Contractor submitting a proposal for this solicitation. If the Offeror is submitting a past performance reference for its Subcontractor, the Offeror needs to explain how the reference is relevant to the work the subcontractor will be doing under this contract. For each of the Past Performance references identified, the Offeror shall:

1. Include the contract/task order number; type of contract; dollar value; period of performance; prime or subcontractor role; and, if applicable, identify problems encountered during contract performance and corrective actions taken.

1. Describe how the work was/is similar to the PWS requirements in terms of the scope, magnitude, and complexity.

1. Address compliance with FAR clauses 52.219-8, “Utilization of Small Business Concerns,” and 52.219-9, “Small Business Subcontracting Plan,” if applicable.

1. Identify a Point of Contact (POC) (e.g. Contracting Officer, Contracting Officer’s Representative, Contracting Officer’s Technical Representative, or Government Program Manager), Name of contracting agency, agency representative, telephone number, email address.

1. Provide the POC with a copy of the Past Performance Questionnaire (Attachment 2) and request that the POC submit the completed questionnaire to the Government in accordance with the instructions on the questionnaire (Attachment 2), if a CPARS evaluation for this reference is unavailable. The Offeror and any subcontractors should complete all applicable items of the Past Performance Questionnaire prior to providing it to each POC. It is requested that the reference POC, not the Offeror, email the completed Past Performance Questionnaire (Attachment 2) BEFORE THE DUE DATE FOR PROPOSALS directly to F. Paul Lirio (francis.lirio@usmc.mil) and Brandon Payne (brandon.m.payne@usmc.mil).

1. If the Offeror does not have recent and relevant past performance experience, then the Offeror must make an affirmative statement to this effect.

1. Small Business Participation Plan

The Small Business Participation Plan is distinct from the Small Business Subcontracting Plan and is required of all Offerors regardless of size status. Failure to submit a Small Business Participation Plan may form the basis for rejection of the proposal. All Offerors must provide a Small Business Participation Plan that addresses the Offeror’s approach to securing small business participation in support of this requirement. Offerors must:

1. Provide a percentage (%) of the total effort to be performed by large and small businesses and include a description of how those percentages were developed (e.g., market research, past experience with similar efforts, and common practices within the commercial marketplace for similar requirements).

1. Provide a description of additional efforts that will be undertaken to develop opportunities for small business concerns.

1. Describe the proposed range of services and supplies that will be provided by small business concerns under any resulting contract. Provide the names of specific small business firms that will be providing the proposed range of services and supplies under any resulting contract or specific small business firms that will be targeted in the future. Delineate the socio-economic status (e.g., SDVOSB) of each.

1. Use the following format (add rows as needed):

Company Name
Address
CAGE
Socio-Economic Status
Level of Participation (%)
Work to be Performed

Volume III – Price/Cost Proposal

All information relating to pricing data shall be included in Volume III. Volume III shall include a complete and detailed price/cost breakdown with all supporting documentation. The Price/Cost Proposal shall include all elements of cost and such other cost information as considered appropriate to support the Offeror’s Non-Price Proposal. The cost and pricing information shall be completed in accordance with the following:

1. Provide a firm-fixed-priced proposal for all of the work required in the PWS via an Excel pricing spreadsheet (Attachment 1). Provide a breakdown of the total pricing associated with completing this effort, separated out by CLIN at the ELIN level. This is a firm-fixed-price effort; therefore, all pricing totals must be inclusive of all overhead, G&A, profit, etc. If proposing escalation for the option years, provide a brief explanation on how the escalation rate was derived.

1. Travel – In accordance with PWS Section XII, travel will be funded by the Government on a reimbursable basis when required. The Government has estimated the travel during each period of performance as listed in Attachment 1. Offerors shall use the Government estimated travel amount in their price proposal.

1. Price proposal must be consistent with data contained in the Technical proposal and consistent with the filled out CLINs in the solicitation. The price proposal must support the level of resources required to complete the requirements of this effort. The Offeror shall provide sufficient price information to allow the Contracting Officer to determine the reasonableness of the proposed price.

PERFORMANCE WORK STATEMENT

HOUSING PROPERTY MANAGEMENT SUPPORT (HPMS)

1. BACKGROUND

The Marine Corps Installations Command (MCICOM), Facilities Directorate (GF), is responsible for the management of approximately 724 Unaccompanied Housing (UH) facilities at 26 installations. MCICOM is responsible for the management and oversight of these facilities and for housing services provided to our Marines. Currently, the primary tool used to manage the unaccompanied operations is uniformed Marines. These are uniformed managers that are temporarily detailed from their units for not less than 12 months. During this time, the day-to-day operations of the housing facility becomes their primary duty, vice a collateral duty. The intent of this contract is to augment the housing staff personnel with contractor support. MCICOM GF requires housing property management services across the regions and installations to support the Marine Corps’ UH Program.

1. SCOPE

The objective of this contract is to obtain housing property management support for United States Marine Corps (USMC) service members residing in UH. The Contractor will be responsible for: coordinating housing program activities; providing detailed responses to housing inquiries from internal and external sources; assisting in the development, analysis, and coordination of housing requirements for all personnel (e.g., permanent parties, students, and recruits); providing background information and advice on housing issues; entering housing data; tracking maintenance requests; following up on resident requests; and providing technical guidance on basic policies and procedures.

MCICOM requires experienced and trained housing property managers and staff to ensure its UH assets are managed and maintained in accordance with Marine Corps Order (MCO) 11000.22, Change 1 (see Attachment A) Marine Corps Bachelor and Family Housing Management Chapter 10, and Department of Defense (DoD) 4165.63M, Housing Management. These regulations may be revised due to legal or regulatory changes and it is the Government’s intention to incorporate regulatory changes under this contract, as required. The Contractor must provide timely, consistent, accurate, and verifiable information on the inventory, utilization, maintenance, and furnishings management with the use of the enterprise Military Housing (eMH) system.

1. TASKS

The following Task Areas are required under this contract. Reports and forms must be in a format compatible with Microsoft Office 2013 (or later) and/or Adobe (*.pdf). Forms from eMH may be in Adobe (*.pdf) format. All reports must be submitted to the designated Installation Housing Representative (IHR) at the local level (see Attachment B for a list of IHRs by installation).

1. Task Area 1 – Operations Management Support

Background – Operations Management Support (OMS) will enable the Marine Corps to provide quality housing services to our UH service members. OMS has historically been provided by active duty service members; however, it is now being transitioned to civilian and Contractor personnel. OMS duties include providing day-to-day operations, tracking maintenance requests, and addressing all resident concerns. Contractor personnel supporting this task area will need to be able to multi-task in order to meet changing day-to-day demands.

Objective – The Contractor shall provide day-to-day housing OMS through the following subtasks: Resident Service Operations; Maintenance Requests; and Resident Services. Contractor support shall consist of billeting, resident services, ordering of supplies and furnishings, planning, scheduling, report preparation, maintenance support, and eMH data entry to ensure UH operations for personnel and community support and property programs are managed and maintained at a high quality level.

1. Resident Service Operations

The Contractor shall provide front desk operations for customers ensuring accurate, prompt, courteous, and professional services. Front desk operations include check-in/check-out functions and maintaining records of room and assignments statuses. The Contractor shall develop a separate file for each resident containing an application for housing, a copy of the conditions of residency agreement, and all pertinent correspondence. The Contractor shall:

0. Complete the Unaccompanied Housing Module (UHM) Check-In Record in eMH. The Contractor shall submit this form to the Government for validation purposes. The Contractor shall coordinate with the Installation Housing Representative (IHR) to assign and terminate room assignments in eMH, or the current Government provided system for all UH rooms/bed spaces, in accordance with Attachment A. The Contractor shall develop a separate file for each resident containing an application for housing, a copy of the conditions of residency agreement, and all pertinent correspondence. The Contractor must ensure the name, DOD ID number, type of occupancy (e.g., permanent party, student, geobachelor, etc.) and room number of each service member is logged in and kept up to date in eMH.

0. Provide an Orientation Brief, review the check-in and housing procedures and policies with incoming residents, and ensure that each resident signs and returns the Check-In Checklist/Occupancy Condition Report.

0. Provide a Departure Brief, review the check-out procedures and policies with the resident, and ensure that each resident signs and returns the Check-Out Checklist/Occupancy Condition Report.

0. Provide key management services utilizing the local government provided system (e.g., SafeLock) to track inventory in UH areas and submit an inventory report. The Contractor shall issue, maintain, and track all keys and locking systems as follows:

· All master keys and master key cards must be logged in/out, stored in a secured area, and inventoried on a daily basis.

· Contractor shall issue keys to residents and authorized personnel only, while maintaining a record of the keys issued.

· Contractor shall address lost, stolen, misplaced, or inoperable keys in accordance with local guidelines and policies provided by the IHR.

· Contractor shall rekey all rooms if and when any master key is unaccounted for, for more than 4 hours. All re-keying shall be complete within 24 hours upon receipt of notice to proceed from the IHR.

· Contractor shall prohibit unauthorized access to all room and common area keys.

· Contractor shall perform the scheduled preventative maintenance for keyless locks to include battery replacement, card reader cleaning, etc. in accordance with manufacturer recommendations.

· Contractor shall date stamp the batteries so the IHR can track them in USMC Maximo.

0. Complete form DD362, Statement of Charges/Cash Collection Voucher, for all damages caused by residents where reimbursement is required. The Contractor shall submit the completed form to the IHR. Form DD362 is found in eMH under Reports and Forms.

0. Initiate a Financial Liability Investigation of Property Loss (FLIPL) process in cases where accountability of property, loss, damage or destruction cannot be determined. The Contractor shall itemize damages utilizing the DD Form 1131 and submit to the Government IHR for validation. Once validated, the Contractor shall coordinate with the unit for payment. Form DD Form 1131 is found in eMH under Reports and Forms.

0. Complete Occupancy and Utilization Reports to accurately reflect inventory and utilization. The Contractor shall utilize eMH to determine room availability for adequacy or inadequacy and block rooms that are down for renovation or maintenance or unavailable for assignments due to occupancy requirements.

0. Complete and submit documentation to authorize Basic Allowance for Housing (BAH) to the IHR for approval. Requests for entitlements to BAH “without dependents” may only be submitted for reasons of non-availability of UH when the occupancy rate across the installation is 95% or greater.

0. Submit Supply Requests/Invoices to the IHR for purchase by the Government. The Government will review, approve, and resupply the location, as needed, in order to maintain efficient quantities to execute daily duties and responsibilities.
