Attachment 1, Enclosure A - M870A2-S Medium Heavy Equipment Transporter (MHET) Over & Above Corrective Action Work Request Scope Background This instruction, along with Technical Manual (TM) 07862C- OI_, sets forth tasks and identifies the work efforts that shall be completed by the Contractor during the Over & Above (O&A) effort for the M870A2-S Medium Heavy Equipment Transport (MHET), hereinafter referred to as, “M870”. This document contains minimum requirements to restore the M870 to Condition Code A. Condition Code A is defined as, “Serviceable/issuable without qualification, new, used, repaired or reconditioned materiel which is serviceable and issuable to all customers without limitation or restriction, including materiel with more than six months shelf-life remaining”.

Applicable Documents The documents listed below are not necessarily all of the documents referenced herein, but are the ones that are needed in order to fully understand the information provided by this Statement of Work.

Requirements Exceptions The O&A shall not be conducted on any portion of the M870 suspension to include the axle assemblies, wheel assemblies, brake system, and suspension components. These items will be upgraded or entirely replaced as part of the M870 Suspension Upgrade Engineer Change Proposal (ECP) effort.

General In fulfilling the specified requirements called out in this instruction the Contractor shall do the following:

· Provide materials, labor, facilities, and missing parts necessary to inspect, diagnose, restore, and test the M870

· Provide all tools and test equipment required to test, inspect and calibrate the M870

· Restore structural, electrical and mechanical systems of the M870

· Replace items, parts, assemblies or subassemblies that do not fit, function or operate as it is designed or intended

· Inspect the M870 for corrosion and remove or treat corrosion found in accordance with (IAW) TM 4795-OR/1_

· Clean and lubricate all applicable components IAW TM 07862C-OI_Appendix C

· Check all operations of each M870 upon completion of the rebuild process IAW TM 07862C-OI_ or best commercial practices Limited Technical Inspection (LTI) The Contractor shall conduct an LTI utilizing NAVMC 10284 on each M870 received to determine the extent of work and parts required. The Contractor shall provide the Government with the NAVMC 10284 for each LTI conducted. The current version of the NAVMC 10284 is available at https://navalforms.documentservices.dla.mil/web/public/forms.

The Contractor shall prepare an O&A Corrective Action Work Request (Enclosure A) for each serialized asset which encompasses the work required to restore the M870 to Condition Code A. No O&A activity shall be conducted without the Government’s prior approval. The Government retains the right to perform its own LTI on assets identified by the Contractor as requiring O&A work.

beyond economical repair Cost for repair cannot exceed 65% of Standard Unit Price. If cost to repair exceeds 65%, the asset is considered beyond economical repair. If an asset is determined to be "beyond economical repair”, the Government will locate and provide a replacement asset.

Missing Parts, Non-reparable or Destroyed Items The Contractor shall report missing parts, non-reparable components, and destroyed items identified during the LTI. The cost to rebuild, repair, or replace missing parts, non-reparable or destroyed items shall be included in the Contractor’s O&A Corrective Action Work Request.

Corrosion and Rust Removal The Contractor shall inspect, remove and treat corrosion and rust found IAW TM 4795-OR/1_. The M870 must be rustproof IAW TM 4795-OR/1_ and current production standards.

Corrosion Prevention and Control The Contractor shall adhere to USMC-specific policy and procedures IAW TM 4795-OR/1_ for corrosion prevention and control for any items delivered to the Government.

Gooseneck Assembly The Contractor shall inspect, repair or replace (as required) the gooseneck lock pin valve, gooseneck lock pin air cylinder and landing legs with Condition Code A components IAW TM 07862C-OI_ or best commercial practices.

The Contractor shall replace (as required) the lock pins (PN 150060-16) with Condition Code A lock pins IAW TM 07862C-OI_ or best commercial practices.

The Contractor shall replace (as required) the following link pins with Condition Code A link pins IAW TM 07862C-OI_ or best commercial practices:

· Front Link Upper Pin (PN 150060-20)

· Front Link Lower Pin (PN 150060-08)

· Outer Link Pin (PN 150060-22)

· Rear Link Pin (PN 150060-21) Rear Ramps The Contractor shall inspect, repair or replace the rear ramps and hinge bracket with Condition Code A items IAW TM 07862C-OI_ or best commercial practices. The Contractor shall inspect and replace the stowage bar, retaining pins, and retaining lugs with Condition Code A items IAW TM 07862C-OI_ or best commercial practices.

Outriggers and Tie Downs The Contractor shall inspect and replace outriggers and tie downs that are damaged or missing with Condition Code A items IAW TM 07862C-OI_ or best commercial practices.

Lights The Contractor shall replace all bulbs and unserviceable Light Emitting Diodes (LEDs) with Condition Code A bulbs and LEDs IAW TM 07862C-OI_ or best commercial practices. The Contractor shall inspect and replace any wiring harnesses that are damaged or defective with Condition Code A items IAW TM 07862C-OI_ or best commercial practices. The Contractor shall inspect, repair or replace the junction boxes with Condition Code A item IAW TM 07862C-OI_ or best commercial practices.

Hardware The Contractor shall replace all broken, unserviceable, and missing hardware including nuts, bolts, screws, washers, turn lock fasteners IAW TM 07862C-OI_. The Contractor shall ensure proper hardware locking devices are present on all moving mechanical assemblies. The Contractor shall use hardware normally supplied with commercial parts unless specifically prohibited.

Mandatory Replacements The Contractor shall replace all of the following with Condition Code A parts, assemblies and associated components IAW TM 07862C-OI_ or best commercial practices:

· Air hoses, non-metallic

· Fasteners and fittings removed during tear down and refurbishment process Unauthorized Modification and Non-Standard Parts The Contractor shall remove all unauthorized modifications and non-standard parts that have been added to the M870. Unauthorized modifications and non-standard parts shall be declared as scrap and shall be disposed of IAW DoDM 4160.28_.

Components of End Item (COEI) The Contractor shall inspect, repair or replace COEI with Condition Code A items IAW TM 07862C-OI_ or best commercial practices. The Contractor shall note on the NAVMC 10284 any missing or installed COEI on the M870.

Basic Issue Items (BII), Additional Authorization List (AAL) and SL-3 The Contractor shall not repair, rebuild or replace BII, AAL or SL-3.

Surface Preparation The Contractor shall ensure all paint, corrosion and rust are removed allowing for proper inspection and painting IAW TM 07862C-OI_ and TM 4750-OD/1_. The Contractor shall leave well adherent Chemical Agent Resistant Coating (CARC) (epoxy primer and polyurethane topcoat) intact if free of SG-510A.

Final Paint and Stencils As required, the Contractor shall paint the M870 to current production standards with Chemical Agent Resistant Coating (CARC) 383 green. Painting procedures shall be IAW MIL-DTL-53072_ and TM 4750-OD/1_. The Contractor shall cover each grease cert fitting with a protective cover prior to painting the M870 to prevent painting of the inlet end of the grease cert. The Contractor shall ensure that exposed steel substrate or galvanized steel are coated with a zinc-rich primer meeting the salient characteristics of MIL-PRF-32550.

The Contractor shall re-stencil the Marine Corps M870 Serial Number IAW TM 4750-OD/1_.
