1 Introduction 5

The Supporting Arms Virtual Trainer (SAVT) is an immersive training environment that provides a full 6 color, real image, and wide-angle Primary Display system. The Primary Display supports both direct 7 viewing and viewing via stimulation of night vision devices. The SAVT device provides simulated 8 equipment to support combined arms training. The SAVT device provides an operators console 9 consisting of an Instructor Operator Station (IOS), a Computer Generated Forces (CGF) Subsystem, and a 10 Man-In-The-Loop Flight Simulation Subsystem. The SAVT After Action Review (AAR) room provides a 11 seating area for approximately 20-30 students suitable for briefing and debriefing the students, each site 12 defined by Government provided facility layout drawing. The SAVT AAR device provides two large 13 screen projection systems viewable from the briefing room seating area. The SAVT device provides the 14 following secondary components in the briefing room; an IOS, and a CGF Subsystem. The SAVT device 15 provides a Video Combiner Subsystem to control routing of computer displays from the secondary 16 components to the large screen projection systems. The SAVT secondary components provide the 17 capability to monitor an active mission-based training event and/or perform AAR of performance data 18 captured during a mission-based training event. The device provides a sound system in the AAR room 19 for monitoring voice communications and battlefield sounds. This PWS defines the requirements for 20 Contractor Logistical Support (CLS), Post Deployment Software Support (PDSS) and Non-PDSS efforts, 21 to include general and special requirements and deliverables, in order to maintain and expand the 22 capabilities of the SAVT's at the SAVT locations and the SAVT test berth system. As a result of PDSS 23 and Non-PDSS efforts, an annual SAVT version release is anticipated that incorporates changes made to 24 the SAVT baseline. Follow on PDSS shall maintain the deployed version(s). The Government maintains 25 the source code for all SAVT products. PDSS includes all SAVT elements, including Joint Semi-26 Automated Forces (JSAF) and any external device that extends SAVT capabilities (i.e., Command, 27 Control, Communications, Computers & Intelligence (C4I) gear). PDSS provides Live, Virtual, 28 Constructive, (LVC) interoperability and deployment support for those systems. 29

1.1 Mission 30

The SAVT system is a simulator with sufficient sophistication and fidelity to train personnel to control 31 supporting fire, both air and ground delivered, for simulation qualification and currency certification. 32

1.2 Background 33

The SAVT system provides training for Joint Tactical Air Controller (JTACs), Forward Air Controllers 34 (FACs), and Forward Observers (FOs) in the employment of Supporting Arms (SAs) and Close Air 35 Support (CAS). The SAVT system provides a standardized method for training Tactics, Techniques, and 36 Procedures (TTPs) for: Naval Surface Fire (NSF), Tactical Air (TA), Artillery, and Mortar support in 37 joint expeditionary operations. The SAVT training device provides two (2) training environments; an 38 immersive training environment and an AAR. The SAVT system provides a mission-based training 39 environment for two (2) students training in the application of combined arms. The SAVT device 40 provides the following capabilities; a voice recognition student interface, intelligent agents for ground and 41 air assets, intelligent agent communications via synthetic speech, an event-based AAR, and an event-42

Attachment XXXX based grading system. The SAVT grading system is based on the identified Joint Mission Essential Task 43 Lists (JMETLs) and Training & Readiness (T&R) manuals. The SAVT device provides a High-Level 44 Architecture (HLA) network environment with the ability to operate standalone or future interoperability 45 with other HLA compliant training devices. 46

1.3 Scope 47

This PWS defines requirements for the CLS efforts in support of the SAVT. This PWS further identifies 48 the PDSS and Non-PDSS Task Orders (TOs) that may be performed upon the SAVT sites and the SAVT 49 test berth subject to the issuance of TOs. These PDSS and Non-PDSS TOs include post deployment 50 software support, new software integration, external system connectivity, concurrency upgrades, system 51 technical refreshes, delivery of new systems and trainer relocations. Additional scope of this effort is to 52 perform PDSS and Non-PDSS tasks (Section 3.0), address the general and special requirements (Sections 53

2.0 and 4.0), and provide deliverables (Section 5.0). These efforts directly support the maintenance and 54 expanded capabilities of the SAVT locations and test berth system. As a result of PDSS efforts, an 55 annual SAVT version release is anticipated that incorporates changes made to the SAVT baseline. 56 Follow-on PDSS shall maintain the deployed version(s). 57

Contractors are prohibited from "auto-forwarding” their .mil e-mail 425 account to their .com e-mail account. If the ctr.usmc.mil e-mail account is not kept active, the G-6 will 426 deactivate the account and CAC will lose its functionality. 427
