CLINS 1001 through 5010 reference providing pricing in accordance with specific PWS Sections contained in the IDIQ RFP. They do not reference the PWS Sections contained in Task Order 0001, Task Order 0002, and Task Order 0003.

Price each task order separately as set forth in Factor 4 Price, b. Pricing Workbook and Factor 4 Price, d. Model contract. See amendment for roll up instructions.
Section B - Supplies or Services and Prices
Pages 2-21

The CLIN UNIT description for these CLINs is 'LOT'.
Please provide clarification as to what Note B.4 is trying to specify.

CLINS 1008, 2008, 3008, 4008 and 5008 reference pricing for Warehouse Storage and Support as FFP. Since the Government has indicated that the Facility should be available in increments of 20,000 sqft up to 80,000 sqft. How does the Government
The pricing workbook has been updated to reflect pricing associated with the warehouse pricing. See Amendment. See Pricing expect to see pricing for this CLIN? An FFP CLIN would indicate one price for Warehouse Storage and Support whether the facility provided was 20,000 sqft or 80,000 sqft. Recommend making this CLIN a Cost Reimbursable pricing element in order to save the Government money when using only 20,000 sqft. Additionally, the increase in labor cost associated with supporting the first 20,000 sqft is not linear as the size of the facility increases. Doubling the size of the facility does not double the labor associated with supporting it. By making this FFP, it is hard to price non-linear functions. A second recommendation would be to make the Facility cost an ODC cost factor and move it to CLIN 1010.

This should be part of contractor's transition plan.
Does the Government intend to provide any GFP for use in conducting warehouse operations i.e. shelving, ladders? A list of GFP will allow the Contractor to determine what equipment will need to be leased (i.e. Forklifts, etc.). PWS 3.8.2 states: The Contractor shall provide sufficient personnel and equipment at the warehouse facility to receive, inventory, prepare for shipping, ship, and perform preventative maintenance checks and services on CREW equipment.

The RFP states the offeror shall fully disclose the build-up of cost/price proposed for each Sample Task. It also states the supporting breakdown should include such elements as materials, direct labor, indirect cost, and other costs such as travel. It also states the contractor shall provide exhibits as necessary to substantiate each cost

element, and rates should be DCAA approved otherwise provide complete documentation and rationale for the use of the rates provided. These are elements that are normally provided in a Cost Plus contract. Since the RFP states in Section B that the CLINS are to be provided as FFP costs, will the Government provide clarification on the type of information being requested?
Pricing
To clarify, since the subcontractor labor costs are included in Tab "Labor Rates and Categories", the Compensation and Fringe cells (Columns F & G) will be blank for subcontractor labor costs and Columns H-L will only show the subcontractor fully burdened rates. Is this correct? Yes, correct.
Pricing
Attachment 1 Pricing Workbook, Worksheet Tab "Contract FFP CLINs PRIME" at the bottom of the Pricing workbook states:
“Note 1: This worksheet provides the Total FFP for CLINs 1001 through 1008, 2001 through 2008, 3001 through 3008, 4001 through 4008 and 5001 through 5008. Pricing within this worksheet shall match pricing provided under Model Contract, Schedule B CLINs .” The CLINs for FSR Support (1009, 2009, 3009, 4009 and 5009) are not mentioned. Are the CLINS for FSR Support to be priced differently?
Note 1: This worksheet provides the Total FFP for CLINs 1001 through 1010, 2001 through 2010, 3001 through 3010, 4001 through 4010, 5001 through 5010.
Pricing within this worksheet shall match pricing provided under Model Contract, Schedule B CLINs .

The RFP states labor rates are fixed for all contract ordering periods and are not subject to any escalation through the course of the ordering periods. Is the Government expecting the contractor to bid no-escalation in labor rates for 5 years?
No, offerors are permitted to propose different rates for each performance period, as provided in the workbook.
However, upon contract award, no further escalation to the contracted rates will be permitted.
Pricing
In the three Task Order Pricing Sheets, the instructions state the Prime is required to list travel and other costs along with build-ups for each Task Order.
In Volume III, Factor 4 of the RFP, it states that "CLIN 1010 and all corresponding ordering periods provides the Government’s NTE ODC/Travel estimate"; and "the offeror shall submit pricing for every FFP CLIN with the exception of CLIN 1010 (for all ordering periods)." There appears to be a conflict. Should the sum of the task orders' Facilities, Travel, and ODC costs replace the Government's estimate in CLINs 1010 of the Pricing Workbook?
See Amendment.Travel and ODCs are now CLINs X011 and will be NTE (plug-ins provided in Pricing Workbook).
Offerors are not required to estimate travel or ODC costs in their price proposal.
61 Pricing 4.4 (3) States adequate price competition is anticipated and therefore : the Offeror is not required to submit or certify cost or pricing data with its proposal", however Attachment 1 requires all related cost and burden information.
Offerors shall provide back up documentation in a separate spreadsheet format consisting of its Basis of Estimate (BOE)
Would the Government please clarify? supporting the costs/prices provided in the Contract FFP CLINs.
Pricing
Section 4a(1) states "the offeror shall submit pricing for every FFP CLIN with the exception of CLIN 1010 (for all Ordering Periods) in the Overarching PWS..", however Section 4b(1) states" Offerors shall submit pricing for FFP CLINS 1001 through 1010 for all ordering periods". Would the Government please clarify if FFP pricing should be provided at the IDIQ level, or just in support of Task Orders 1-3 at this time?
Pricing shall be provided at the task order level and rolled up to the model contract in accordance with Section L, Factor 4-Price.
63 Pricing
CLINS 1001 through 5010 reference providing pricing in accordance with specific PWS Sections contained in the IDIQ RFP. They do not reference the PWS Sections contained in Task Order 0001, Task Order 0002, and Task Order 0003.
Where does the offeror provide pricing associated with executing the Task Orders? Is the offeror supposed to roll-up the Task Order pricing in the supplied CLIN Structure?
The offeror shall populate the model contract based on the roll up pricing of the three sample task orders (at the CLIN level) plus 10% additional value per CLIN to cover any possible discrete or surge requirements (this does not apply to the warehouse or Travel/ODC CLINs).
64 Pricing The RFP states that CLIN 1010 is not to be priced. It also states that "CLIN 1010 and all corresponding ordering periods provides the Government’s NTE ODC/Travel estimate." The NTE ODC/Travel See question #15.
estimate is not provided. Will the Government provide a NTE values for these CLINs?
65 Pricing In the Tab "Labor Rates and Categories," Column H's formula adds up the base labor rate ("2016 Hourly Compensation" in Col F) + Fringe ("2016 Hourly Fringe" in Col G) and calls this total a "Fully Burdened Labor Rate" -- this definition omits cost elements such as G&A, Overhead, and Profit. Will the Government provide an updated Attachment 1 or may offerors adjust the Pricing Workbook to be consistent with the RFP (Per Page 86)?
See Amendment. Offerors are not to adjust the pricing workbook.
The FSR requirements under PWS 3.9 (CREW) identifies requirements for both CONUS and OCONUS support “as required”. The section does not provide any locations, or numbers of FSRs that would be required at those locations. Based on this, should we provide a rate for our FSRs but leave the CLIN rollup blank pending future task requirements for specific locations?
FSR Rates are fixed and will only change based on Department of State Regulations and reimbursement under the Travel ODC CLIN.

What will the future storage requirements be? Is it the Government’s intent to expand them due to fielding and retrograde activities or will they be reduced in size over the course of the PoP?
