M67854-16-R-1122-0005 Enhanced Combat Helmet
1. We are looking for clarification on the seawater immersion portion of the PD (GL-PD-09-04M).
It does not match what is in the TOP. Is there someone we can talk to in order to get clarification?
a. The Government updated Paragraph 4.21.1 of the PD. Ballistic test items are immersed for 3 hours per IOP. Other tests (weight and visual examination) require 16 hour immersion.
1. We are trying to get definition of what coating is required for the screw and there is some conflicting information within the documentation, as follows: 1) In section 3.5.8 of the Purchase Description GL-PD-09-04M (the PD), there is a statement that states that “Hardware exposed on the exterior and interior of the shell (e.g., screw heads) shall not be coated. the screw should not be coated”; 2) In section 3.5.8.3 of the PD, there is a statement that states “The color of the outer surface of the helmet shell, edging and visible attachment hardware (if used) shall be Coyote 498”; and 3) In section 3.6.2 of the PD, there is a statement that states “The retention system hardware shall be in accordance with all requirements specified in the PM SPE PD, AR/PD 12-01”. Section 3.5.3 of AR/PD 12-01 states that “The screws shall be anodized black or subjected to black oxide based on the material used (aluminum or steel respectively)”. Could you please clarify the coating/color requirements for the screw, given these three different statements? Thank you.
a. The Government made the following updates to the PD to clarify the coating/color requirements for the screw:
The Government updated Paragraph 3.5.8. The sentence “Hardware exposed on the exterior and interior of the shell (e.g., screw heads) shall not be coated” was updated to include “during the shell coating process”.
The Government removed “visible attachment hardware (if used)” from Paragraph 3.5.8.3.
Paragraph 3.6.2 remains unchanged.
