The CLRF IC System shall also provide the capability to export these measurements (in a suitable digital format) through a serial communications port to external digital devices for further processing. The CLRF IC System shall also assist the operator with day and night target detection, recognition, and identification. The CLRF IC System shall be capable of operating in the full range of environments and operational situations where Marines deploy. Objective requirements that assist the user in target location, detection, recognition, and identification, include the CLRF IC System internal capabilities of laser spot imaging of multiple laser wavelengths.

2. Applicable Documents. The following documents will be a part of this SOW as specified. The most recent revision of the referenced document will be used unless otherwise specified. In the event of conflict between the applicable documents and this SOW, this document shall take precedence. The Contractor shall establish a system safety program to identify environmental, safety, and occupational health hazards and assess and mitigate any associated risks encountered in the test, production, use, and disposal of the system in accordance with MIL-STD-882E, Task 101, Hazard Identification and Mitigation Effort Using the System Safety Methodology.

3.3.8.2. Support of Government Safety Boards. The Contractor shall support reviews, certifications, boards, and/or audits performed by or for the Government in accordance with Task 104 of MIL-STD-882E. This includes support of the Laser Safety Review Board (LSRB) and lithium battery certification. LSRB support involves the submission of test assets, safety test data, measurements, laser hazard evaluation results, corrective actions, and/or other system safety data in accordance with MCO 5104.1C as required by the LSRB Chair prior to the Field User Evaluation (FUE) and prior to Full Rate Production (FRP). The Contractor shall verify that proper labeling is in place as required for the laser classification. Support of lithium battery certification involves the submission of lithium battery data that documents the stability of design and validity of the battery selection, in accordance with NAVSEAINST 9310.1B and NAVSEA S9310-AQ-SAF-010 (2nd revision).

3.3.8.3. ESOH Working Group (ESOHWG) Support. The Contractor shall provide one participant to support the CLRF IC ESOHWG, in accordance with Task 105 of MIL-STD-882E. Three (3) ESOHWGs will be held throughout the contract period of performance. Participation via teleconference will be available.

3.3.8.4. Hazard Tracking and Risk Resolution. The Contractor shall establish and maintain a closed-loop Hazard Tracking System (HTS) in accordance with Task 106 of MIL-STD-882E and provide Government access to hazard tracking data, as requested.

3.3.8.5. Hazardous Materials Management Plan (HMMP). The Contractor shall develop and submit a written HMMP in accordance with Task 108 of MIL-STD-882E. The HMMP shall consider all life cycle phases of the CLRF IC acquisition, to include development, manufacturing, testing, operation, sustainment, maintenance, and demilitarization/disposal. Any materials solely associated with manufacturing (i.e., not present in the final, delivered product) shall be identified as such.

The Contractor shall establish and follow a Hazardous Material (HAZMAT) Target List, which at a minimum, shall include the following materials: (1) materials identified as prohibited or controlled in the NAVSEA Prohibited and Controlled Chemicals List (26 Nov 2008) and (2) materials identified on the DoD Materials of Evolving Interest List (MERIT) Action and Watch Lists, as of the date of this SOW. The HAZMAT Target List shall be used as the basis for hazardous materials management efforts, including HAZMAT identification, minimization, approval, and tracking. It shall be understood that some materials listed on the prescribed Government HAZMAT target lists may qualify for automatic exemption as defined by the Government. It is incumbent upon the Contractor to seek guidance regarding such exemptions. Examples include the use of copper, in such items as piping and wiring, and stainless steel, which involves the use of hexavalent chromium during the manufacturing process.

The Contractor shall also provide the associated Material Safety Data Sheets (MSDSs) for all identified HAZMAT identified in the system design, as of the date of HMMP submittal.

3.3.8.6. Reserved.

3.3.8.7. Safety Assessment Report (SAR). The Contractor shall update their SAR in accordance with Task 301 of MIL-STD-882E. The SAR shall provide a comprehensive evaluation of the status of all safety hazards and their associated mishap risk prior to FUE and prior to FRP. The SAR shall include a summary statement addressing the readiness of CLRF IC to proceed into FUE and FRP.

3.3.9. Testing/Verification.

3.3.9.1. First Article Test. The Contractor shall deliver and develop for Government approval FAT procedures to demonstrate the adequacy and suitability of the Contractor's production processes and procedures for achieving all of the requirements in Section 3 of the Performance Specification per the verification methods in Section 4 of the Performance Specification. The Contractor shall conduct FAT in compliance with the Government approved test procedure. The FAT shall be conducted on systems built from their production line using their production processes. The results of the test shall demonstrate that the manufacturing and production techniques employed do not negatively impact established requirements. The Contractor shall deliver the FAT report at the conclusion of the test. The Government reserves the right to witness any portion of FAT.

3.3.9.2. Field User Evaluation (FUE) Support. The FUE support shall consist of eight (8) hours of operator training based on operator’s manuals and a team of two (2) people to address technical issues at the FUE conducted by the Government. The team shall have the capability to troubleshoot and operate the system. The FUE shall be no more than 40 consecutive hours in length (including training) at a Government provided facility located in CONUS. The Contractor shall provide draft training materials and quick reference cards to support no more than 15 students.
