| M67854-14-R-6001 CLRF IC FINAL RFP - QUESTIONS AND ANSWERS - 8 AUG 14 | ||||
| Question Number | Document / Section | Paragraph | Question/Issue/Concern | Answers |
| 1 | RFP / Section B | CLIN X018 | If a remote fire cable is provided in a CLIN other than X018, will the government consider the requirement as being met? | The question is unclear because the CLIN that the Offeror intends to provide the remote fire capability through has not been identified. If it is the Offeror's intent to include the remote fire capability as part of another cable or as part of a breakout box, then the capability must be provided as part of CLIN X018 in order to fulfill required quantities. However, if CLIN X018 fulfills the capability of other CLINs such as X017, X019, X020, X021, X022, or X023, then the Government considers those requirements as being met under CLIN X018. |
| 2 | RFP / Section B | CLIN 2003AA | CLIN 220AA (CLS) in Section B, Page 35, shows 15,000 hours. Based on the Section B spreadsheets, should this quantity be 1500 hours? Please confirm if the quantity should be 1500 or 15,000 hours. | The actual CLIN 2003AA should reflect 1,500 hrs vice 15,000 hrs. The RFP has been revised. |
| 3 | RFP / Section C / SOW | 3.3.9.2. Field User Evaluation (FUE) Support |
3.4.8. Operator Training
“The FUE shall be no more than 40 consecutive hours in length (including training)”
“I&KPT shall be conducted by three (3) instructors for no more than 40 consecutive hours.”
Please define “Over 40 consecutive hours”. Does consecutive equate to 24 hour work days? A 40 hour work week over 5 consecutive days? How many training sessions are required between the FUE Support and Operator Training, are they held in conjunction with each other or separately?
| FUE Support and Operator Training are two separate events and will not be held in conjunction with each other. FUE Support consists of providing training and addressing technical issues. Operator Training consists of Instructor & Key Personnel Training (I&KPT). In each case, 40 consecutive hours equates to a 40 hour work week over 5 consecutive days; days are likely to exceed 8 hours although the total hours for the week will not exceed 40 hours. | |||||
| 4 | RFP / Section E | Inspection and Acceptance Terms | Section E - Inspection and Acceptance, identifies that the majority of the CLINs, particularly X007 - X030, will be Inspected and Accepted at Origin by the Government. Typically inspection / acceptance at origin involves DCMA to perform the inspection and acceptance. Is it the Government's intention to use DCMA to perform inspection and acceptance for this contract? Or is it the government's intention to perform acceptance through WAWF? | It is the Government's intention to use DCMA to perform inspection and acceptance for this contract." | |
| 5 | RFP / Section L | Table L-1. Volume Requirements | |||
| L-4.7.1 Section A - Performance | Our interpretation of the Government's response to question 15 (Section L-4.7.1 Performance) for the CLRF IC Draft RFP is that data to substantiate performance modeling claims for day and night target recognition will be counted in the page count. Our understanding of compliance for this requirement is to provide a graph of probability of recognition as a function of range, as generated by the model. The government is not requesting the model input or output files (which could amount to more than 20 pages) at this time. Does the government concur with this understanding? |
Original Question #15:
Does information such as IICamIP, SSCamIP, NVTHERM and NVIPM reports to meet the "substantiating technical data" requirement count towards page count or can they be included as Annexes to proposals? This understanding is partially correct. The Offeror shall provide the "Range as a Function of Probability" or "Range for Desired Probability" portions generated by the models to substantiate Nighttime Target Recognition and Daytime Target Recognition. The Offeror shall also provide the electronic input file for each submitted IICamIP, SSCamIP, NVThermIP and NV-IPM recognition result. Section L was revised with the release of the final RFP.
Original Answer #15:
Substantiating technical data, including IICamIP, SSCamIP, NVTHERM and NVIPM reports, count towards page count. L-4.7.1 covers the content of the Technical Proposal identified in Table L-1 as having a Total Page Limit of 80 pages. L-4.7.1 states, "The Offeror shall also provide substantiating technical data on the following specifications that are verified by analysis: Nighttime Target Recognition, Daytime Target Recognition".
6 RFP / Section L L-4.3 Format This section states “Text and graphics portions of the electronic copies shall be editable….”
| Is it the Government’s intention to receive editable graphics? Or is it the Government’s intention to ensure that the document can be separated into relevant sections for evaluation? | It is the Government’s intention to ensure that the document can be separated into relevant sections for evaluation. | ||||
| 7 | RFP / Section L | L-4.7.2 Section B - Management | "The MSP shall identify the maintenance tasks and address maintenance functional areas for the CLRF IC and it is strongly recommended GEIA-HB-0007 be used as guidance." Does the government have a preferred format for the MSP? Is the MSP the government refers to the same as the LSA-24 Report referred to in the GEIA-HB-00007 and in NAVAIR 00-25-406? | No, the Government does not have a preference, Contractor format is acceptable. No, the LSA-24 is not the same; however, it is strongly recommended GEIA-HB-0007 be used as guidance. | |
| 8 | RFP / Section L | L-4.8 Volume 2 - Past Performance | Please clarify if the subcontractor Letters of Consent are included in the 15 page limit for the Past Performance volume or if they are in addition to the 15 page limit? | The Letters of Consent for Key subcontractors count in the 15 page limit. Key subcontractors are those which perform 25% or more of the proposed cost of this effort and/or whose performance on the award contract is such that if it fails, could significantly impact program success. | |
| 9 | Exhibit (C) - CLRF IC CDRLs | CDRL C003 - Spares Supply and Maintenance Status Report | This CDRL requires a monthly report for repairs. Theoretically, repairs could begin in the base year. There is no CLIN to capture this CDRL cost in the base year because CLIN X003AC begins in year 2. Where does the government desire this cost to be captured? | The Government does not intend to have any systems repaired in the Base Year. CLS will occur in Years 1-3 (CLINS 1003, 2003 and 3003) after the Base Year. Therefore, no monthly reports for repairs are due until CLS begins in Year 1. | |
| 10 | Attachment (1) - CLRF IC Performance Specification | Would the Government agree to provide the Performance Specifications in a Microsoft Word Document format? | Yes, the Government will provide the Performance Specification in Microsoft Word format. | ||
| 11 | Attachment (1) - CLRF IC Performance Specification | 3.4.5 Azimuth Upgradeability | |||
| 3.10 Digital Interface | Does the future Azimuth system of 3.4.5 need to be connected simultaneously with either the JTAC LTD or the TLSI? | The Government desires them to be able to be used simultaneously, but does not require with respect to meeting the Performance Specification requirements. | |||
| 12 | Attachment (1) - CLRF IC Performance Specification | 3.4.5 Azimuth Upgradeability | |||
| 3.11.1 Power for Wireless Adapter | Does the Government intend to use both the wireless adapter and future azimuth device simultaneously? | The Government desires them to be able to be used simultaneously, but does not require with respect to meeting the Performance Specification requirements. | |||
| 13 | Attachment (1) - CLRF IC Performance Specification | 3.27.1 System Marking | Does the reference to DD-61 nomenclature mean that we need to go through the process to request this nomenclature or are these filled in with Government data by the Contractor after award? In other words, do we provide labels with TBD placeholders? | No, there is no longer a requirement because Performance Specification paragraph 3.27.1 is now Reserved. SOW paragraph 3.4.7 takes precedence and does not reference DD-61 nomenclature. | |
| 14 | Attachment (2) - Contractor Performance Specification Change Matrix | 3.11 Interface Cables | In the CPSCM requirement 3.11, the Offeror is required to provide cables to interface the CLRF IC to the TLDHS, JTAC LTD, PLDR and TLSI. Is it the intention of the government to include a PLDR cable? | No, it is not the intention of the Government to include a PLDR cable. The CPSCM has been revised. | |
| 15 | Attachment (2) - Contractor Performance Specification Change Matrix | 3.11 Interface Cables | Requirements to interface to PLDR have been removed from the performance specification yet the CPSCM, line 141, still contains a requirement to provide PLDR cable. Can the government confirm that this is a typo and no PLDR cable is required? | The Government confirms no PLDR cable is required. The CPSCM has been revised. | |
| 16 | Attachment (5) - DD Form 254 DoD Contract Security Classification Specification | Box 10h | |||
| Box 11f | On the DD254 box 10h is checked identifying the requirement to possibly access Foreign Government Information. Box 11f is also checked identifying the need to access U.S. Classified Information outside the U.S. There is no other supporting information as to what foreign country or countries this might be involved as “Attachment A” referenced on the DD254 says TBD. Can the Government provide guidance on where the offerors are expected to access Classified and Foreign Government Information? | The Offerors are not required to access Classified or Foreign Government Information. Box 10h and 11f are checked should a foreign vendor be awarded or involved in the contract. | |||
| 17 | Attachment (6) - Government Furnished Property | The solicitation does not provide instructions on completing Attachment 6, “Scheduled Government Furnished Property”. What is the government’s expectation with the GFP form? When is the GFP form required to be submitted, where should it be located and how is it to be filled out? | Attachment 6 is a list of property that will be furnished by the Government to the awardee. SOW paragraph 3.4.10 and CDRLs C011 and C012 have been added to address Contractor actions regarding Government Furnished Property. |
