The following have been modified:
PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS) for HQMC AV Capabilities Integration Services
1.0 Scope: The scope of this requirement is to provide Headquarters, U.S. Marine Corps (HQMC) and tenant activities (Pentagon, Arlington Service Center (ASC), Henderson Hall, Marine Barracks Washington 8th & I, in the Washington, DC National Capital Region, and the Raven Rock Mountain Complex) with a full range of commercial item audiovisual (A/V) products, equipment, services and total A/V solutions/Capabilities required for conference rooms, instructional classrooms, executive offices, theaters, auditoriums, and other special access facilities (to include small deployable AV capabilities suites). The Contractor shall provide a current service and product offerings price list in response to the HQMC AV Services and Products Pricing Template for this requirement. A/V Capabilities Suite design, engineering and configuration, component selection, installation, programming, maintenance and warranty support, and product upgrade/refresh are principal performance areas under this requirement.
2.0 Background: The mission of the Headquarters, U.S. Marine Corps HQMC Information Systems Management Branch (ARI), located at the Pentagon in Washington, DC, is to provide audiovisual information services, equipment, and A/V capabilities suite life cycle management to its constituent HQMC and tenant activities customers.
Customer requirements are developed through a process in which each HQMC and tenant activity coordinates the phased development of their requirements (A/V needs). This phased development results in a defined A/V capability end state. The customer defined A/V end state is achieved through the utilization of this PWS and includes, contracting, A/V capabilities suite design, engineering, programming, and development, A/V Capabilities suite and equipment installation and installation oversite, end-user training, and maintenance/repair/warranty support for one year. Areas requiring audiovisual support at HQMC, and tenant activities consist primarily of conference rooms, instructional classrooms, executive offices, theaters, auditoriums, and special access facilities for customers at the Pentagon, Arlington Service Center, Henderson Hall, Marine Barracks Washington 8th & I, in the Washington, DC National Capital Region, and the Raven Rock Mountain Complex.
2.1 Background (facilities): ARI is responsible for providing total A/V solutions, (including A/V equipment, services and life cycle maintenance) for: over fifty conference rooms and 300 + wall mounted displays within the pentagon; six conference rooms within the Arlington Service Center; one conference room, one special access facility, four classrooms and one theater/auditorium within Henderson Hall; two conference rooms, one auditorium and a video and audio production capability within Marine Barracks Washington 8th & I, and two special access facilities within the Raven Rock Mountain Complex. The A/V capabilities suites within the facilities listed above vary in complexity and capability. A/V Capabilities include everything from video and audio teleconferencing, fully integrated suites with displays, overlays and all typical A/V components designed and integrated into A/V suites.
3.0 Security: Services will be performed in both the Non-Secure Internet Protocol Router (NIPR) and Secure Internet Protocol Router (SIPR) environment as well as in Unclassified, Secret and Top-Secret areas / facilities.
The Contractor must be capable of performing work in all three of these areas. All Contractor personnel must be able to pass Government screening checks conducted by the Government when accessing the Pentagon, Government facilities, and office spaces. All personnel performing services in a “Secret” classified (secured) location must have a clearance equal to or higher than the Secret area they are working in and must not require escorts in the execution of their work. A minimum of a Secret clearance is required for performance under this PWS (e.g., SIPRNET installation or other secure area access requirement). The Contractor must also have the ability to perform work in Top Secret area /facility with proper escorts. Task orders issued under the IDIQ will require all personnel to have a Secret clearance.
4.0 Requirements: Per the Service Requirements in Paragraph 4.1 and Product Offerings in Paragraph 4.2 the Contractor shall provide, in response to written Government PWS, products and services conforming to the HQMC AV Services and Products Pricing Template mentioned in paragraph 1.0 (and supplied with this PWS). The Government recognizes that the complexity of an optimal customer solution frequently requires a combination of sophisticated equipment integration and programming services delivered as a total package. As such, the contractors shall provide the broadest scope possible for delivery of contractor capabilities in response to customer requirements.
4.1 Organization of Service Requirements: Market research to support the development of customer requirements illustrates that a logical structure exists for the range of services and products likely to be ordered. This structure provides the framework for the formation of the requirement, ensuring consistent organization of requirements and simplifying the pricing structure. Broad service groups include Requirements Assessment; Design and Engineering; Project Management, Installation and Programming; Customer Training/Orientation; and Maintenance and Technical Support. The following synopses provide an overview of the types of efforts anticipated under each of the principal service groups.
The Contractor is responsible for ensuring they possess and maintain suitable service offerings to meet the requirements anticipated under this PWS. The contractor shall provide a Program Manager (PM) responsible for interface with the Government Contracting Officer’s Representative (COR) and Contracting Officer. The contractor PM shall be vested with the authority to represent the contractor in good faith business dealings and to serve as the contractor's principal in response to the Service requirements within this PWS, or related business communications.
These efforts include, but are not limited to:
4.1.1. Requirements Assessment: Perform consultations, review and analysis of draft customer requirements, on-site inspection and walkthroughs of physical space, review of customer plans/drawings, and develop preliminary schematics/sketches. This includes assessing the network environment within the Pentagon, Henderson Hall, Marine Barracks Washington, the Arlington Service Center, and the Raven Rock Mountain Complex. Be familiar with and knowledgeable of required processes and procedures for coordinating network connectivity and network configuration, as well as facilities requirements, with internal and external organizations to the Marine Corps who provide network and facilities support.
4.1.2 Design and Engineering: Based on customer requirements and assessments, develop drawings, specifications, and configurations for equipment hosting, wiring, and cabling, rack mounting, assembly, modifications to existing suites, and scalable security solutions. Design and Engineering produce fully integrated total A/V solutions. Some A/V solutions will utilize an existing A/V capabilities suite and require incorporating new or additional capabilities as well as completely new solutions from the ground up. A/V capabilities suites may be classified and/or unclassified. A/V capabilities suites may operate in a copper, fiber or both environments.
4.1.3 Project Management, Installation and Programming: Project execution and schedule management, on-site supervision of installation crews, quality control, equipment checkout/functional tests; customer interface, and inspection/acceptance/turnover. Installations and programming shall be accomplished by certified installers and programmers (PWS 9.1 – 9.5) based upon the selected solution. Workmanship shall be warranted by the contractor and preferred customer terms and conditions shall be provided. Contractor provides all drawings, schematics, editable programming source code, touch panel GUI design (for customer approval), and all associated documentation produced from installing A/V Capabilities Suites. The installation process includes racks of equipment are built, wire managed and tested for functionality before delivery to a client site;
technicians prepare client site by pulling infrastructure cabling and mounting support devices; infrastructure cabling is integrated into equipment racks, wire managed, terminated; programming is completed; necessary network configuration with external service providers is accomplished, and the entire solution is tested on site as installed. A/V capabilities suites programming include touch panels that can control anything within the designed suite and include (but not limited to) Whole Room Automation, Lighting Control, Video Source Control, Audio Source Control, Slideshow Presentation Control, Video Teleconference Control, and Teleconference Control. The control suite programming process includes a systematic review of the client requirements with the engineer; graphical design of each page required to control the suite; back-end code that drives the suite is written; completed code is tested; a manual with screenshots of the touch panel is created outlining step by step instructions of how to accomplish tasks within the A/V suite.
4.1.4 Customer Training/Orientation: Provide individual/group on site instruction on equipment installations, suite operation, preventive maintenance, troubleshooting, warranty provisions, and service requests.
4.1.5 Maintenance and Technical Support: Provide maintenance and technical support solutions for installed equipment, on-site preventive/corrective maintenance, warranty support, replacement of defective equipment, and records/document control. Warranty support shall be for one year after the installation of an AV capabilities suite with an option for one additional year of warranty / maintenance support.
Maintenance for installed equipment does not include 24x7 support.
Typically, the A/V suite user will contact the HQMC A/V Program Office if an A/V suite (still under the one-year maintenance and warranty period) is not working. The HQMC A/V Program Office will perform an initial service call to verify if the equipment is malfunctioning or if it is operator error. If it is determined that the A/V equipment needs repair or replacement (usually a manufacturers RMA), then the HQMC Program Office will contact the contractor and schedule a service call. All service call coordination during the one-year period will occur between the HQMC A/V Program Office and the contractor.
On-site contractor service calls are executed M-F 0700 – 1600 with a response time of 24 hours after notification (typically the next business day).
4.2 Organization of Product Offerings: Historical ordering trends have identified the following broadly defined product groups: Media Control Equipment (e.g., Crestron, touch screen); Display Devices (video monitors, projection equipment); Audio Equipment (microphones, speakers); Video/Recording Equipment (Blu- Ray’s, DVDs, CDs, cameras, displays); Video Teleconferencing Conferencing equipment (Cisco); Lighting (energy efficient, scalable); Rack Equipment (A/V cabinets, shelving); and Ancillary Equipment (lecterns, SMART boards, interactive tables). The following synopses provide an overview of the types of equipment/configurations anticipated under each of the principal product groups.
