Task Order 1 Pg. 19.

Section 9.0 Delivery will be within 90 days of customer supplied installation date after contract award

With the current national supply chain delay issues and long lead times from all AV and communications manufacturers (average 90-180 days shipping). Will the government hold the contractor responsible for the 90 days delivery dates post Government approval of the bill of materials and installation schedule?

Technical

The government will give the installation date upon notification from the quoter that all equipment has been shipped and arrives. The 90 day window allows the quoter to fabricate the racks at their location, deliver on site, install, test, tune etc. The government is very familiar with the current supply chain issues surrounding certain AV equipment and adjusts installation dates accordingly. Also, section 9.0 in future task orders may be adjusted depending on the complexity and quantity of services required. (for example: the 90 day date may be increased if the installation is of a large nature such as a 300 seat auditorium or the date may be reduced from 90 days to 60 days if it is a very basic simple AV suite).

Attachment 3, Task Order One PWS, Section 9.1, Delivery Schedule Table, Rows one and two, and Section 4.1

When are the first two deliverables in the Delivery schedule due? The Delivery Schedule Table (Section 9.1) seems to indicate that the Functional Drawings and Infrastructure Requirements deliverables are due with the proposal submission (Frequency Column - RFQ for those 2 items).

However, these products are also described as being performed as part of the engineering effort in

Section 4.1, which are developed as a result of assessing the actual audiovisual suites.

Technical

The Functional Drawings and Infrastructure Requirements are due with the RFQ. The quoter should be able to develop functional drawings and infrastructure requirements based off section 5.0 A/V Suite Requirements in task order one PWS. Task order one PWS is for a new installation. It is not a refresh nor upgrade. The quoter is free to submit their best solution to the task order one PWS.

Attachment 3, Task Order One PWS, Section 1.0 and

Section 4.4

Section 1.0 only lists room 4D328 SM as a room requiring audiovisual integration. Section 4.4 also describes preventive maintenance and warranty activities. As No other systems are mentioned, it appears the Task Order PWS is concerned only with the AV integration and maintenance/warranty for Room 4D328 SM and No other rooms. Is this assumption is correct? If Not, can the government describe any other systems or locations required as part of Task Order

One?

Technical No other rooms are considered in task order one PWS. Task Order One is for room

4D328SM only.

Attachment 3, Task

Order One PWS, Section 1.0

We need the room dimensions of room 4D328SM to develop a complete solution and a fixed price quote. Can the government provide room dimensions, to include ceiling height for room

4D328 SM and the dimensions of the central conference room table and the number of personnel to be seated at the table?

Technical Yes. Attachment 7 has been added to this solicitation. This document has the room dimension, a basic room layout, a brief description of the conference table, and additional information helpful in quoting an AV solution for task order one.

42 General Question Can the government provide offerors an opportunity for a site survey prior to the proposal due date?

Technical

No. The site of the future 4D328SM AV Capability Suite does not exist yet. Construction is planned to start sometime in 2023.

DoD and Marine Corps network requirements listed in section 9.10 of the IDIQ PWS and section 7.0 in the Task Order One PWS.

Solicitation Section

4.1.5 Maintenance and

Technical Support

What are the Governments requirements in respect to Maintenance for installed equipment? Will the contractor be required to offer 24/7 or 8x5 telephone support? Will the end-users require daily-use trouble shooting support, or only call upon equipment failure? For issues that cannot be resolved via telephone, what are the Government's expectations for responding to the site? 4 hours after request? Next Business Day? Are any rooms VIP and if so do they require out of hours support and immediate on-call dispatch?

Technical

Maintenance for installed equipment does not include 24x7 support. Section 4.4 in task order one PWS outlines the maintenance and warranty requirements in relation the quoted A/V suite.

In addition:

Typically the A/V suite user will contact the HQMC A/V Program Office if an A/V suite still under the one year maintenance and warranty period is not working. The HQMC A/V

Program Office will perform an initial service call to verify if the equipment is malfunctioning or if it is merely operator error. If it is determined that the A/V equipment needs repair or replacement (usually a manufacturers RMA), then the HQMC Program Office will contact the contractor and schedule a service call. All service calls during the one year period will occur between the HQMC A/V Program Office and the contractor. VIP spaces will be identified prior to contract award. task order one (4D328SM) is not considered a VIP space thus expected service calls would fall within the M-F 0700 - 1600 time frame with an expected response time of 24 hours (typically the next business day).

Attachment 3, Task Order One PWS, Section 5.10, Bullet Point 3, Items 1 and 2

Two A/V Cable Cubbies are described with two inputs for guest laptops. Are these inputs intended only for local display, or will they also be used as inputs to the VTC systems? If they are intended as inputs to the VTC systems, will they be intended only for a single classification?

Technical

The cable cubbies inputs for guest laptops will be utilized as inputs for the VTC as well as local display. The table inputs may be agnostic as to classification (i.e. an unclassified laptop plugged into the table may be shared over the secret VTC). It is the responsibility of the user to not connect a classified laptop and share it over an unclassified VTC / CBC.

Attachment 3, Task Order One PWS, Sections 5.6, 5.7, and 5.9

Section 5.6 indicates a separate camera must be used for each of the SAP codecs. Section 5.7 indicates that a single display may be used for all the SAP codecs, which will be switched to that display. Section 5.9 describes the audio system. It seems to suggest that the audio system for the SAP codecs must be completely separate from the audio system for the NIPR, SIPR, and JWICS systems, meaning the SAP system must use different microphones, speakers, and audio processing. In other words, there will be two audio systems: one for NIPR, SIPR, and JWICS and another for SAP. Is this correct?

Technical Correct. Section 5.1 of the task order one PWS states: "There can be no connection / interface / or communication between the NIPR, SIPR, and JWICS networks / equipment and the five

SAP networks / equipment."

Attachment 3, Task

Order One PWS, Sections 5.2

Section 5.2 discusses the control array and indicates that two touch panels will be installed to control NIPR, SIPR, and JWICS and that the control functionality should appear on both panels.

In practice, this would Normally entail using a single control system with two touch panels and the single control system would exert control over all the equipment. Is this acceptable?

Technical Yes. One control system with two touch panels will control the NIPR, SIPR, JWICS equipment / functions.

Attachment 3, Task

Order One PWS, Sections 5.2

Section 5.2 discusses the control array an indicates that controls should be for NIPR, SIPR, and JWICS. However, SAP is Not mentioned. This suggests that the SAP components should be controlled with an entirely separate control system and touch panels. Is this correct?

Technical

Yes (correct): Section 5.1 of the task order one PWS states: "There can be no connection / interface / or communication between the NIPR, SIPR, and JWICS networks / equipment and the five SAP networks / equipment."

Attachment 3, Task

Order One PWS, Section 5.1

Section 5.1 specifies that "The A/V suite will be located in a Sensitive Compartmented Information Facility (SCIF) consisting of a conference room and a separate adjacent shared control room." What are the dimensions of the control room (to include ceiling height) and how much area exists at the operations desk?

Technical

Attachment 7 has the room dimension, a basic room layout, a brief description of the conference table, and additional information helpful in quoting an AV solution for task order one. The operator's desk should have ample space for an A/V operator to sit and control the

A/V suite from within the control room (i.e. run a meeting for the conference room participants).

Attachment 3, Task

Order One PWS, Section 5.3

Section 5.3 states, "The vendor will furnish and install a metal equipment rack(s) within the control room to house all NIPR, SIPR, and JWICS A/V equipment associated with the suite."

How much floorspace exists in the control room for equipment racks?

Technical

Attachment 7 has the room dimension, a basic room layout, a brief description of the conference table, and additional information helpful in quoting an AV solution for task order one. The control room is 8' x 19'-7".

Attachment 3, Task

Order One PWS, Section 5.3

Section 5.3 states, "The vendor will furnish and install a wood credenza within the conference room to house all SAP A/V equipment associated with the suite"

How much floor space exists within the conference room for an equipment credenza?

Technical

Attachment 7 has the room dimension, a basic room layout, a brief description of the conference table, and additional information helpful in quoting an AV solution for task order one. The conference room is 19'- 3"' x 19'-7" with a 10" conference table.

Attachment 3, Task

Order One PWS, Section 5.3

Section 5.3 states, "The vendor will furnish and install a desk or work surface within the conference room for the operation of the SAP A/V equipment."

How much floor space is available in the conference room for the desk or work surface?

Section 5.3 states, "The vendor will provide and install professional A/V furniture that matches or compliments the existing décor of the room."

What is meant by A/V furniture? Is this different than the A/V credenza?

Technical A/V furniture refers to the credenza and desk. It does not include the conference table.

Attachment 3, Task Order One PWS, Section 6, Bullet Point

The VTC Salient Characteristics include a requirement to share PowerPoint slides as content in a VTC. Does this sharing requirement include the ability to ingest unclassified computer video and audio to a classified VTC codec (using appropriate signal isolation)? Or, will the sharing be strictly limited to computers at the same classification level as the VTC codec?

Technical

The integrated rack computers (NIPR, SIPR, JWICS) shall not be available outside of their classification. They will all need the capability to be ingested into a VTC (shared) within their respective classification (i.e. the SIPR rack PC will be used to push slides over a SIPR VTC.). The cable cubbies inputs for guest laptops will also be utilized as inputs for the VTC.

The table inputs may be agnostic as to classification (i.e. an unclassified laptop plugged into the table may be shared over the secret VTC). It is the responsibility of the user to not connect a classified laptop and share it over an unclassified VTC / CBC.

59 General Question Can the government provide to offerors any existing system documentation, such as A/V drawings and system descriptions?
