Questionnaire (PPQ) is included as an attachment to the RFQ. The Quoter shall provide a copy of the PPQ and return to Mr. Colin Sasser at colin.sasser@usmc.mil and Mr. Joel M Miro Marquez at joel.miro@usmc.mil no later than the closing date and time of the solicitation listed in block 8 of the 1449.
The Government may request additional past performance information from others using a PPQ. The Government may also use other information such as Contractor Performance Assessment Reporting System (CPARS), DoD Past
Performance Information Retrieval System (PPIRS) and the Federal Awardee Performance and Integrity
Information System (FAPIIS) data available from Government sources to evaluate a Quoter’s past performance.
The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the Quoter.
2.6 Volume – Factor 3 – Price.
2.6.1 The Quoter shall provide it’s quoted pricing and total firm fixed price using Attachment 2: Pricing Template.
All information relating to pricing data shall be included in this volume. Spreadsheets must be submitted in
Microsoft Excel 2007 (or later) with no macros and decimal places. The price data should support the product offerings, services offerings, management and customer interface, and level of resources that supports the IDIQ
PWS and Task Order One PWS. The Contractor must provide sufficient price information to allow the Contracting
Officer to determine the reasonableness of the quoted price.
Services IDIQ Pricing Tab
The Contractor shall provide their Labor Category with the Labor Rate per hour that will be utilized in the lifespan of this IDIQ. The Labor Categories quoted shall be aligned with the five defined Services groups mentioned in the
IDIQ PWS section 4.1. The Services IDIQ Pricing Tab has the estimated hours per ordering periods that are used as an evaluation purposes. The hours are the Governments’ best estimate and are for evaluation purposes only. These hours will not become part of the IDIQ contract. The Quoter is required to quote their rate and complete the tab called Services IDIQ Pricing Tab.
Product Task Order One Tab
The Contractor shall quote a price for each product/item/component required for the complete integration and installation of the quoted AV Capabilities Suite listed within Task Order One PWS. All products mentioned should be divided and listed within the respective Product Offering Groups. In quoting the products, list the manufacturer/make, model, MSRP, and your company's quoted price. Adjust the list as pertinent using your quoted products/equipment. Quote one product per line in the Product Task Order One Tab (examples are provided in the template first three-line items in the media control equipment for demonstration purposes) with your own products.
The remaining lines are filled in with generic equipment that generally falls within that Product Offering Group to help your company fit its quoted products within the correct product group.
The Quoter shall quote all incidental items required to install a conference room or AV Capabilities Suite. These incidentals may include items such as cable wrap/snake, nuts/bolts/screws/toggles, cable labeling materials, cable connectors/adapters, extension cords, cable ties, cable management materials, cable termination materials, AV cubby keystones/blanks, soldering materials, finishing materials (caulk, sandpaper, etc.), and any other materials required to complete the installation of a conference room/AV Capabilities Suite. This should be quoted as a
"package" with one price quoted per line.
The Quoter shall quote the Shipping costs associated with the products. This should be the shipping costs for all the products listed within that Product Offering Group.
The Quoter shall list their maximum pass-through fee percentage for products. This percentage would be for the lifespan of the IDIQ, and the quoter would be held to that maximum pass-through fee on all products. It is beneficial to the quoter to quote the lowest possible pass-through fee and discounts for products based on MSRP, vendor/ manufacturer relationships, and vendor-leveraged discounts from manufacturers. Please list the maximum pass-through fee on the template's first line.
Services Task Order One Tab
The Quoter shall provide the Labor Categories with the labor rate per hour and the hours required within each service group to satisfy the requirement of the Task Order One PWS. The Quoter shall provide the number of hours quoted by the vendor for each labor category within each service group to satisfy the requirements of the Task Order
One PWS in the "Number of Hours Required" column. The last column, "Total Price (Hourly Rate x Number of
Hours)," will be the Hourly Rate times the Number of Hours to produce the total cost of that labor category within that service group. The Quoter shall fill in all the needed labor categories in each service group. If a labor category in any service group is not required from the vendor in order to satisfy the Task Order One PWS, then list the
Number of Hours as 0. The template will tabulate the total cost for each service group and a Grand Total Cost for all service groups combined. The Grand Total Cost will be the total cost for all services required to complete the initial task order PWS. Pricing for the initial task order RFQ should comprise all labor (services) required for the complete integration and installation of the quoted AV Capabilities Suite listed within the Initial task order PWS.
2.6.2 Due to the competitive nature of this procurement, the Government is not requesting the submission of certified cost or pricing data. The Contractor shall not submit certified cost or pricing data substantiating the quoted cost elements. If adequate competition is not obtained or should a situation develop that the Government will require the submission of information other than cost or pricing data, the Contractor should be prepared to submit the cost or pricing data within five business days of request.
2.6.3 The Government reserves the right to incorporate all or part of the successful Quoter quotes into any contract awarded pursuant to this solicitation. In the event of any conflict between the successful Quoter quotes, which is incorporated into the contract awarded pursuant to this solicitation, and any other portion of the contract, the conflict shall be resolved in favor of the contractual terms provided in the Government's solicitation. However, in the event that the successful Quoter quotes exceeds any solicitation requirement, it will become the minimum or threshold contract requirement.
Under no circumstances shall pricing information and documentation be included elsewhere in the proposal
FAR 52.212-2 ADDENDUM
52.212-2 ADDENDUM TO EVALUATION – COMMERCIAL ITEMS
1.0 Basis for Contract Award
It is the Government's intent to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of a
Firm Fixed Price (FFP) task orders resulting from this solicitation to the responsible quoter whose quote represents the best value to the Government utilizing the procedures in FAR 13.106-2 as authorized by FAR Subpart 13.5. Best value means the expected outcome of an acquisition that provides the greatest overall benefit in response to the requirement in the Government's estimation. Best Value evaluation is, in and of itself, a subjective assessment by the
Government of which quote provides the optimal results to the Government. Award will be made to the Quoter submitting a technically acceptable solution at a price evaluated and deemed fair and reasonable by the Government.
Prospective Contractors are forewarned that a submission meeting requirement with the lowest evaluated price may not be selected for award if a more highly rated submission with a fair and reasonable price is determined to be most advantageous to the Government. Further, in order to be considered acceptable, the Quoter must be considered responsible according to the Federal Acquisition Regulation, and the quote must conform to the Solicitation requirements. The solicitation requirements include all stated terms, conditions, representation and certification, and other information required by this solicitation. Failure to be considered responsible for providing a quote that does not conform to the Solicitation requirements could lead to the quote being considered unacceptable and ineligible for award.
Quotes will be evaluated based on price and other factors under a comparative evaluation, pursuant to FAR 13.106-
2(b)(3). A comparative evaluation of quotes is appropriate because it is a more streamlined and efficient selection process applicable to well-defined requirements with an expectation that quotes received will have enough similarities to permit meaningful comparisons and make the best value determination.
The following factors will be used to evaluate quotes:
Factor 1 – Technical Approach
Factor 2 – Past Performance
Factor 3 – Price
2.0 Evaluation Factors
2.1 Factor 1 – Technical Approach
The Technical Approach factor will consist in evaluating the Quoter’s solution to meet or exceed the Service and
Product offerings, as defined in the PWS and the PWS for Task Order One. The evaluation will include the following criteria:
• Service Offering: The evaluation of service offerings will consist of the functional drawings and elevations (for Task Order One), staffing matrix, staffing plan and Customer Interface included in the quoted solution to meet or exceed the PWS requirement.
o Technical proficiency: Demonstrated understanding of the PWS and the PWS for Task Order
One, including the qualifications, capabilities, capacities, and comprehensiveness of the proposed labor mix and the validity of underlying assumptions and methodologies to meet the PWS requirements. Additionally, technical understanding and proficiency demonstrated in the functional drawings to assess the suitability and understanding of the tasks and security aspects of
Task Order One.
o Staffing Matrix: Evaluation will consist of an assessment of the quality of the position titles, certifications, security clearance and minimum proposed qualifications of all proposed contractor positions and how the proposed positions and associated qualifications will contribute to the performance that meets or exceeds the service and product offerings requirements of the PWS.
o Staffing Plan: Evaluation will consist of an assessment of the resources and strategy considered by the offeror to recruit, train, and retain the high-quality workforce described in the staffing matrix. The evaluation will consider the effectiveness of the contractor approach to reduce or mitigate the effect of contractor staff turnover on the Government. This includes contractor’s timeline approach to employs staff considering the security clearance requirements.
o Customer Interface: Evaluation will consist of assessing the:
▪ Quoter’s approach to manage the IDIQ/Contract, teaming interactions and the feasibility and consistency of its Quality Control Plan (QCP);
▪ Quoter’s program management approach to oversee contract execution
▪ Quoter’s Manufacturer Relationships, Authorized Dealer and Suppliers information for the manufacturers list listed in section 9.6 of the IDIQ PWS.
• Product Offering: The evaluation will consist of assessing the Quoter’s approach to determine the best equipment capability available to meet or exceed the PWS requirements. The evaluation will consider the
Quoter’s equipment acquisition process, installation, configuration of AV systems, compliance with system security requirements, and timelines for project completion.
The following ratings/definitions will be utilized for Factor 1:
RATING DEFINITION
Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
2.2 Factor 2 – Past Performance
The Government will evaluate the quality of a Quoter’s recent (performed within three (3) years of the RFQ issued date) and relevant (similar in size and scope) past performance based on the input received by the Quoter, its references and other reliable sources contacted by the Government. For those efforts currently being performed, the quoter must have performed for at least six (6) months from the date of issuance of this RFQ. Quoters that have no record of past performance (i.e., new businesses) must submit a signed and dated past performance certification statement to that effect. The Offeror should provide no more than three (3) references demonstrating relevant past performance to demonstrate the quality of performing the same or similar services within the last three (3) years.
Relevancy of past performance will consist of the following:
• Demonstrated technical experience executing similar efforts based on scope, complexity and magnitude as it relates to the solicitation requirements;
• Experience conducting equipment assessments, drawings, installation and configuration for audiovisual systems at the unclassified and classified settings.
Based of the past performance information submitted by the Quoter, the evaluation team shall determine whether the quote is acceptable or unacceptable, using the ratings and descriptions outlined below:
Rating Description
Acceptable Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter’s performance record is unknown. (See note below)
Unacceptable Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.
NOTE: In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable." The quote will also be reviewed for consistency to ensure that all performance, scope, and assumptions quoted in other sections of the quote are captured in the price quote section.
*CPARS evaluations will take precedent over submitted past performance questionnaires that reflect the same performance periods.
2.3 Factor 3 – Price
The Total Evaluated Price will be the sum of the Service IDIQ Pricing tab plus the sum of the Product Task Order
One total cost from Attachment 2: Pricing Template, specifically Service IDIQ Pricing tab and Product Offering
Task Order One Tab. This includes the prices for each product/equipment, labor categories, and rates quoted for each section of the product set forth on the IDIQ and Task Order One PWS requirement. The estimated hours on the
Services IDIQ Pricing tab are the Governments’ best estimate and are for evaluation purposes only. These hours will not become part of the IDIQ contract. The Government will utilize the price information quoted in mentioned tabs to determine price fair and reasonableness.
The Government will issue the first task order in the total amount quoted in Product Task Order One and Services
Task Order One tabs as the minimum guarantee and will continue to issue task orders as needed.
The Government will utilize the Total Evaluated Price for best value and price reasonableness determination. The cost and price analysis techniques set forth in FAR 13.106-2 are used to determine whether the quoted price is fair and reasonable. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2). In order to be considered for award, the proposed price must be determined to be fair and reasonable.
