The solicitation requires 3 past performance from offeror, may your team member past performance can be used , is it possible to use two subcontractor examples for small business offeror and one more prime examples for your major team to meet the requirement. RFP instructions were updated to clarify this.
Staff position in the G1, G3, G6, require at minimum secret access unless specified other than the PWS. Which of the staff support positions require clearances. Is the PM required to be onsite, both on Quantico and potentially experiment sites
All positions within the experiment division require a minimum of a secret clearance. Clearance level for the specific areas are listed in the PWS. The PM may determine if necessary, to visit experiment sites, as coordinated and as approved by the COR.
14 How many past performance must come from the Small Business Prime? at least one
15 How many past performance will be required? A minimun of 3, max of 6. No more than 2 references where the offeror was a sub.
The PWS does not appear to reflect the very recent Commandants Planning Guidance on tasking's to MCWL, Is this intended to provide that support?
The PWS establishes the requirements relative to MCWl's mission at large. The PWS addresses these requirements sufficiently to execute mission as determined by the CPG or other overarching direction guidance.
What does the Staff (MCWL/FD) see as the impact and driving imperatives of the CPG? (e.g., increased frequency of AWE's, M&S Scope? Tech
Division/OSTI requirements NOT part of this solicitation?
MCWL recently held an OPT to determine CPG impact. The CPG directed us to several areas, including setting guidance for service level experimentation, focus on distributed OPS, autonomous and AI systems and more simple platforms. We do see an increased requirement for for M&S and that capability is being expanded on another effort. We see a refocus of live-force experiments but not an increase in frequency.
We limited by capacity. Tech Division/OSTI is not supported by their contract. The CPG is also driving the creation of additional Naval Concepts.
18 What will be determining factor for exercising the OPFOR option? Does proposed price vs what OSD pays factor in?
Our intent is to retain an Opposition Force capability within Experimentation Division as a core service. The
OSD organization funding opposition force is only chartered to provide funding for a limited time. At the end of FY 20 that funding will expire and funding of the Opposition Force will fall to MCWL. Price of the services will always be a factor.
19 Will the government release a copy of the presentation? Yes, at time of RFP release
20 Given Commandant's Planning Guidance Focus on MCWL, How does this Acquisition Plan for Additional, tasking, Experimentation events?
We've evaluated the CPG and identified tasks and focus areas for MCWL. We are planning to refocus certain aspects of our plan. At this time we do not see an increase in the number and frequency of experiments due to capacity. If additional resources are required in the future, we will reevaluate.
21 Is the small business acquisition strategy firmly set? Or does the RCO intend to reevaluate? Small Business set-aside will not be reevaluated.
Will offerors be required to provide assisted acquisitions/execute procurements on behalf of MCWL for experimental items? Is there an ODC figure envisioned?
The contractor will be required to execute purchases or opposition force acquisitions. There is a target of
$800K per year increasing to $900K in later years, as accounted for in the Not To Exceed amounts under the Time and Materials CLINs. Contractor personnel may be required to assist government personnel may be required to assist government personnel in funding action request paperwokr to support he bills associated with experiments, (ie. facilities, infrastructure refresh, amunition, etc.
23 How much will Multi-Domain Operations (MDO) impact MCWL?
MDO will not directly impact MCWL. It is an Army concept intended to drive their modernization.
However, MCWL has and will continue to participated in select ARMY MDO activities; indirect impact. If and when the Joint Staff develops a joint equivalent of MDO, it will directly impact MCWL.
24 Will MCWL coordinate with the Navy Fleet Forces Command? Yes,we are tasked with integration with the Navy in the CPG. We are doing this on a number of levels.
25 How much of the contract will be SCA? SCA limits FE to work only 40 hours a week or pay overtime. SCA is a very small portion of the contract relative to administrative tasks.
26 Will the Government release the vendor list from today? TBD
There are 53 seats at the Government. Will the contract be required to provide space for the additional 47 to make up to the 100 seat requirement?
This is performance based contract and the Government is not dictating the number of FTEs needed for this effort. This shall be a decision made by the Offeror. The 53 desk availability information provided was not intended to infer a maximum or minimum staffing target. Simply, it establishes that there are government real estate limitations to be considered.
28 Can you put fee on materials? Fee is not allowed on any material cost on this contract.
29 The 53 seats at the Government, will the contract be required to provide space for the additional 47 seats to make up the 100 seat requirment?
The information provided was not intended to infer a maximum , nor minimum staffing target. Simply it establishes that these are governmnet real estate limitations to be considered.
Is storage required, or is the contractor only required to be TS Cleared? Also, if we are TS Cleared (We are), but do not have (SCI) work, are we qualified? You must be TS cleared and SCI eligeable prior to contract award.
What is the Prime Company Facility Clearance Level required to bid on the subject effort? Is it Secret and upon award you get a DD254 for TS?
The answer wasn’t clear during the Industry Q&A even though we talked extensively about individual clearance requirements immediately upon start day.
The DD-254, box 1 A states that the FCL required is at the Top secret level. The prime must have a FCL at this level at time of proposal submission.
32 If we are interested in this effort but don't have the necessary past performance, will we be considered?
Yes, we will and based on the evaluation criteria for Past Performance, you would receive a rating of
"Neutral."
