Question
Answer
1
Not provided
When will you all open up the opportunity to ask additional questions for EBOSS II?
The Government does not contemplate holding a second round of questions.
2
Not provided
Were the naming of this contract and how it is officially EBOSS II, and if there is an incumbent, which you said no this is a new requirement?
This is a new requirement based on the scope, complexity, magnitude and PWS requirements. There is a small contract named EBOSS, in which Katmai Health Services, LLC is the incumbent.
3
Not provided
Were all the previous requirements that included SME support and the Marine Corps Warfighting Laboratory/ Futures Directorate administrative services just included as part of this new EBOSS II contract? As opposed to being separately compete? I assume not since that might be a duplication of work.
EBOSS II is a stand alone performance base contract. The SME support is provided as part of the requirements included in the PWS of the solicitation.
3
Not provided
1. When is the Solicitation expected to come out?

2. Will the solicitation come out on FBO? Or a specific contract vehicle?

3. Will there be a set-aside associated with it?

The EBOSS II Solicitation no. M00264-19-R-0014 is a set aside to small businesses. The RFP, attachments and Industry Day information were posted on 19 September 2019, as denoted on the Federal Business Opportunities link below:

https://www.fbo.gov/spg/DON/USMC/M00264/M00264-19-R-0014/listing.html

4
Not provided
Contract M0026419-C-0004 is expiring November 30th and was an 8(a) directed award -- we are asking about your renewal plans, and whether you will be looking for another qualified 8(a) company. If you plan to renew, we would appreciate consideration.

There are no renewal plans for contract M00264-19-C-0004.

5
PWS Section C-3.14.3 Primary place of performance for MEF Experimentation Liaison support…Camp Pendleton, CA; Camp Lejeune, NC; and Camp Courtney, Okinawa, Japan
Will these mentioned locations be required to have permanent personnel vs TDY? If permanent, will there be the ability to include OCONUS costs in the Attch 1 Pricing Template for costs associated with having personnel permanently located OCONUS?
Contractor shall provide services at the MEF locations uninterruptedly. The relocation cost shall be part of the firm fixed price proposed for the services. The cost reimbursement CLINs are only for TDY travel cost outside place of performance. The ODC CLINs are to cover deployment expenses associated with the Department of State Standardize Regulation.
6
NAICS 541611
Effective 19 August 2019 NAICS 541611 was increased to $16.5M versus $15.0 Small Business Size Standard. Is this $16.5M threshold to be the corrected amount for this solicitation?
The Government will utilize the current small business standard under this NAICS code. $16.5M is the current and correct amount under this NAICS code.
7
Attachment 1: Pricing Workbook, Page 4 of T&M Pricing Scenario for Total Evaluated Price
Material plug numbers have been included in the government’s template. Please identify what CLIN these materials would be billed against? There does not appear to be any CLIN for Material/ODCs
Materials are covered under CLIN X0004 Experimentation Field Support, which is a Time and Materials CLIN. Billing will occur on this CLIN.
8
PWS Section C-3.2
Travel and costs associated with the requirement shall be included in the contractor’s FFP. Are these costs included in the travel plug to be billed under CLIN X009?
No, expenses related to PWS section C-3.2 Post Award Conferences and Periodic Progress Meetings shall be accounted for in the overall Firm Fixed Prices per CLIN. The Contractor shall account for this expense based on the frequency of meetings considered in the proposal.
9
PWS Section C-3.16 Travel Requirements
It is stated that all travel requirements are to be included in FFP section and are known at time of award. Can the government provide further detail into travel requirements (such as historical data) for cost analysis?
Travel cost to be reimbursed on the travel CLINs is for travel activities related to Marine Expeditionary Force support, experimentation planning and field events and any other non-local travel transactions instructed by the by the COR. The travel CLIN will NOT cover the travel cost related to performance locations and any local travel (within 50 miles radius from assigned place of performance (per section 3.14 of this PWS)). The Contractor is expected to factor in this per their proposed capability and must be accounted for in the applicable FFP CLINs.
10
Clauses Incorporated: 252.244-7001
Confirming this is a mandatory requirement. Does contractor need to have an approved CPSR on date of award? If confirmed, will the government consider removing this requirement as all entities under the $16.5M Size Standard would not be required to be CPSR audited.
This clause has been removed since the preponderance of this contract is FFP.
11
Section C-3.9.1 Program Manager Education Requirements
Will the government consider additional years of experience in lieu of degree requirement, in line with the industry standard?
No, educational requirements stated in the PWS are required.
12
52.212-1 Addendum to Instructions to Offerors – Commercial Items, Section 2.6.3(3)
Is a redacted copy of the full contract (including all standard forms, referenced attachments, appendices, etc.) desired or is a copy of the PWS sufficient? Contracts can be hundreds of pages, versus a PWS, which is closer to 25 pages.
For this particular item of the past performance instructions, no hard copies of the contract references are required. The Contractor shall provide an electronic PDF version of the cover page of the contract (SF 1449, etc.), the prices per CLINs and the PWS for each past performance proposed. The Contractor shall include this information under the CD for the Past Performance Volume.
13
Attachment 1

Pricing Template

Should the price for 52.217-8, which is half of the price of Option Period 4, be included in the formula for column X (Total Evaluated Price with Base, Options and 52.217-8)? Or does the Government add this price on their end?
The Contractor shall compute this and include it in the Total Evaluated Price.
14
Attachment 1

Pricing Template: T&M Pricing Scenario Tab;

Should the Materials line be included in the Total Evaluated Price Amount for T&M CLIN line?
Yes, as provided in the pricing template under the Materials cost "plug numbers".
15
Attachment 1

Pricing Template: T&M Rate List Tab;

3) If an Offeror decides not to use a Subcontractor can 2 lines for “Insert Subcontractor Name” be deleted or should we fill out these lines with “N/A” or “No Subcontractor Proposed”? Also, is it ok to black out the cells assigned to subcontractor T&M rates or should we just put a $0 in these columns (or delete the columns altogether)?
Please state "No Subcontractor Proposed" in the cost/price volume narrative if you don't plan on incorporating any subcontractor support. Deletion of “Insert Subcontractor Name” is permissible on this circumstance.
16
Attachment 1

Pricing Template: Total Price for SF-1449 Tab and Total Evaluated Price Template Tab ;

Although the instructions require you to round to the nearest whole dollar, the Government-provided Travel figure embedded in these two tabs is actually $1,456,657.60 vs. the $1,456,658 shown. This is due to the Government removing the decimal places rather than just hard-coding the whole dollar figure into the cell or using a round formula that eliminates the cents behind the scenes. As it’s currently setup, the total tab would still pull in the cents if those decimals weren’t removed as well.

1) Can the Government provide the whole dollar amount in the pricing template or instruct the Contractor to do it themselves at the amount of $1,456,658?

Please hard input the whole $1,456,658 amount in your proposal.

17
Attachment 1

Pricing Template: T&M Rate List Tab and T&M Pricing Scenario Tab;

5) The Program Manager (not to be confused with the On-Site Project Manager) is listed on these tabs, which requires the Contractor to provide a rate for this position and implies the position will be billed as direct labor (especially for evaluation purposes since the T&M Pricing Scenario tab has 15 hours per year listed for this position). If the Program Manager is planned to be a Corporate asset and therefore priced into our proposal as indirect labor (meaning it is in the Offeror’s Overhead), a fully burdened rate cannot be calculated. Given this scenario, will the Government consider removing the Program Manager from the T&M Pricing Scenario tab, therefore not calculating it separately as part of the total evaluated price? Furthermore, if the previous question is agreed ; upon, can the Offeror black out the Program Manager line on the T&M Rate List tab or put “N/A” in the cell to indicate this position is Overhead (indirect labor) and a rate is not necessary?

For the T&M CLIN, if the contractor prerogative is to charge the labor cost for the Program Management labor category as an indirect cost, please state that in the cost/price narrative and propose $0.00 for this labor category under the Attachment 1- Pricing Template.

18
RFP Page 28: Delivery Information:
6) Many of the delivery dates appear to not follow the normal 12-month time period for Options Periods 2 & 3 (CLINs 200X and 300X, respectively). Please confirm the following periods of performance should be used:

a. CLINs 000X: 1 Mar 2020 – 28 Feb 2021

b. CLINs 100X: 1 Mar 2021 – 28 Feb 2022

RFP Page 186

Section 2.5.1 Paragraph 2 Hard copy table; To demonstrate its past performance, the offeror shall identify up to six of its most relevant contracts or efforts within the past four years…

Volume 3, Factor 3 – Past Performance page limit 9 pages; This section outlines extensive informational requirements for presenting summary charts for recent and relevant contracts as past performance citations. If an offeror’s past performance is extensive enough to allow for the maximum of six citations, the 9-page limit does not allow the space necessary to provide a detailed response for all citations.

7) Would the Government consider allowing offerors a 2-page limit per citation, to allow for sufficient response to all required information for six relevant and recent contract citations?

The page limit for the Past Performance volume has been increased to 14 pages.

20
RFP Page 187

Section 2.6.3(3) Provide a copy of each contract being referenced;

Some contract documents are hundreds of pages long, which will cause the hardcopy submission of these documents to be extremely cumbersome, both in binder size as well as paper usage. In addition, confidential and proprietary information may be included in contract documents that should not be potentially exposed.

8) Will the Government consider submission of only the PWS portion of the contract for the purpose of validating the services provided?

For this particular item of the past performance instructions, no hard copies of the contract references are required. The Contractor shall provide an electronic PDF version of the cover page of the contract (SF 1449, etc.), the prices per CLINs and the PWS for each past performance reference. The Contractor shall include this information under the CD for the Past Performance Volume.

21
RFP Page 190, 52.212-2 Addendum to Evaluation – Commercial Items: 52.212-2 ADDENDUM TO EVALUATION explains how each required factor will be evaluated; however, it does not offer adjectival ratings for each separate factor (e.g., “Exceptional,” “Good,” “Satisfactory,” etc.).

9) Would the Government please consider providing a graded evaluation matrix for each factor?

The Department of Defense (DoD) uses the DoD Source Selection Procedures dated April 01, 2016.

22
General / Past Performance, p. 186, Per the guidance in FAR 15.304(C)(2) and 48 CFR 15.304,
Will the government consider a business owner's personal experience as his company's Past Performance?
No. Award of contracts are made to a specific company. As such, experience shall encompass past performance for the company and not individuals.
23
Key Personnel:
Are the individual's names for Requirements 5 and 6 required at time of submission or can these be provided post award?
No, as stated in the RFP instructions. Requirement 5 and 6 are Optional CLINs and key personnel will be evaluated at a later time.
24
Instructions:

Sections I through III to be completed by the Offeror/Major Subcontractor and provided to the assessor (Government personnel who had experience with the Offeror/Major Subcontractor on a previous relevant contract):

Question 1: Can you please define “major subcontractor?”
Per the, S-1-Past Performance Questionnaire, Major Subcontractor is based on if as if you were Sub conducting a majority of the work (50% or more of the work)
25
Instructions:

Sections I through III to be completed by the Offeror/ Major Subcontractor and provided to the assessor (Government personnel who had experience with the Offeror/Major Subcontractor on a previous relevant contract):;

Question 2: Can you confirm that Non-Government entities are acceptable to be Assessors?
On subcontractor and prime contractor arrangement, there is a business to business relationship among them, where the assessor will be the prime contractor and not government personnel. If the subcontractor is supporting a prime contractor on a government contract, the past performance reference shall include the name and point of contact of the government individual assessing the prime contractor's performance.
26
General / Past Performance, p. 186, Per the guidance in FAR 15.304(C)(2) and 48 CFR 15.304,
Will the government consider a business owner's personal experience as his company's Past Performance?
No, award of contract is made to a specific company. As such, experience shall encompass past performance for the company and not owner's personal experience.
27
p. 41, C-3.11.1
All personnel, key and non-key, supporting Experimentation Division are required to complete DAU ACQ 101 or equivalent course at no additional cost to the Government. Can the Government confirm that all required training is to be completed within 90 days of the contract start date?
Correct, completion of the DAU ACQ 101 is acceptable to have it completed within 90 days of the contract start date.
28
p.186, 2.6
Given the importance of the technical volume and the need to fully explain our technical approach, will the government consider adjusting the page count in Volume 1 from a maximum of 40 pages to a maximum of 45 pages?
No changes to the page count for Factor 1 are considered. The Government page count for this factor remains at 40 pages.
29
p.186, 2.6.1
Does 2.6.1 denote a requirement, or is it an explanation of what is required in 2.6.2 (Summary Table) and 2.6.3 (PPRs)?

This section requires the contractor to explain why the past performance information included in the proposal is recent and relevant to the requirement of this RFP.

30
9. 187, 2.6.2.3
Section 2.6.2.3 states “A current point of contact (POC) for each past performance effort shall be provided by completing the Past Performance Questionnaire (attachment S-1). Referenced points of contact other than those identified by the Offeror may be contacted by the Government, and the information received from those other references may be used in the past performance evaluation.” Should offerors interpret this to mean that POC information is not required in the past performance summary chart (2.6.2) or each individual past performance references (2.6.3)?
As stated in the RFP Instructions, Section 2.6.2.3 , a current POC is required within the Past Performance Summary for each past performance contract referenced.
31
p.186, 2.6.
Given the importance of past performance and the number of requirements offerors are required to cover, can the government increase the page limit for Volume 3 from 9 pages to 14 pages. This will provide ample space for vendors who are providing 6 past performances references to provide the government 2 pages of content per past performance, and 2 pages for the summary/intro.

The page limit for the Past Performance volume has been increased to 14 pages.

32
p. 7, 0009
We believe that WAWF has been superseded by IRAPT (Invoice, Receipt, Acceptance, and Property Transfer) or PIEE (Procurement Integrated Enterprise Environment). This would apply to all references to WAWF in the RFP. Can the government confirm?
While IRAPT and PIEE are the current invoicing methods used, criterion under FAR 252.232-7006 Wide Area Workflow Payment Instructions is still applicable. This is a matter of the FAR needing update.
33
p.41, C-3.11.2
Per MARADMIN 343/17, Windows XP and Server 2003 are no longer supported by the OEM and are no longer authorized for connection to the MCEN-N or MCEN-S. How many legacy workstations running these operating systems will be supported under the contract and have waivers been obtained by MCWL from the appropriate AO to authorize their continued use?
The following change has been incorporated in the RFP to address this concern: "The contractor shall be responsible for all training certification and associated skill sets listed below as required to accomplish the requirements: (1) MS Active Directory support; (2) Security+ certification - CompTIA or DoD required industry standard equivalent; (3) Familiarization with network; design, installation, monitoring and repair using test equipment; (4) Supporting PKI and MS Outlook; (5) Support for cellular service; (6) Supporting LAN-based video teleconferencing (VTC); and (7) Supporting Windows 10 and Linux. (8) Supporting access to unclassified open networks to facilitate research. This training shall be executed with no additional cost to the Government."
34
p.41, C-3.11.2.1
Per MARADMIN 343/17, Windows Vista, Windows Server 2008/2012 are no longer supported by the OEM and are no longer authorized for connection to the MCEN-N or MCEN-S. Are skill sets and certifications in these operating systems still required? If so, how many legacy workstations running these operating systems will be supported under the contract and have waivers been obtained by MCWL from the appropriate AO to authorize their continued use?

This training shall be executed with no additional cost to the Government."

p.41, C-3.11.2.1
No mention is made of the DoD Cybersecurity Risk Management Framework (RMF) which replaced the DIACAP in 2014. Is DIACAP familiarity the requirement or is it actually RMP familiarity? Similarly, it is our impression that XACTA was replaced by a proprietary tool from EMC Corporation’s RSA division called Archer. The Marine Corps adopted Archer to satisfy the SoN for the Marine Corps Certification and Accreditation Support Tool (MCCAST) which was renamed the Marine Corps Assessment and Authorization Support Tool (MCAAST) when the Marine Corps transitioned to the RMF. Is XACTA experience relevant or rather is it RSA Archer experience?

The following change has been incorporated in the RFP to address this concern: “The skill sets, certifications and equivalent work experience listed below are desired but not mandatory: (1) Microsoft Windows 10; (2) Windows Server 2016; (3) MS Exchange 2016 ; (4) Familiarity with the RMF process; (5) MCCAST (USMC tool used to support RMF); (6) CISCO Platforms (from 3500 series to 6500); (7) CISCO Software (all IOS version); (9) CISCO firewall configuration and administration; (10) Familiarity with VoIP and SVoIP; (11) Familiarity with CISCO’s Tandberg Management System (TMS); (12) Wireless technologies 802.11a/b/g/n; (13) Installation, configuration and maintenance of all forms of network media including Ethernet, Fast Ethernet, and ISDN; (14) Marine Corps Physical Security Protection Standards; (15) Advanced familiarization of MS core desktop publishing applications to include Visio; and (16) Malware, Spyware detection & mitigation. This training would be executed with no additional cost to the Government”.

36
p. 181, 2.1.
RFP requirement: “12 point font, Times New Roman for text material. For graphics, figures and exhibits, contractor is allowed to use no less than 10 point font and no more than 12 point font Times New Roman.”

Question: If contractors have “text material” in tables, can we assume that tables have the same applicable rules as “graphics, figures, and exhibits” in that contractors are allowed to use no less than 10 point font and no more than 12 point font Times New Roman for tables?

The use of minimum 10 point, maximum of 12 point font for text material included in graphics, figures and exhibits is allowed.

37
p. 181-182, 2.3.

2.3.2.

1.) Can the Government verify that the Compliance Documentation (Offeror Letter and completed forms/attachments) should be a stand-alone submission/hard copy and not included in any individual Volume hard copies or CD?

2.) If the Compliance Documentation is a stand-alone submission/hard copy can the Government also verify how many copies of the Compliance Documentation are required, one (1) hard copy, one (1) compact disk?

- Compliance Documentation (TBD Hard Copies, TBD CD)- Volume 1, Factor 1 (5 Hard Copies, 1 CD)

- Volume 2, Factor 2 (5 Hard Copies, 1 CD)

- Volume 3, Factor 3 (5 Hard Copies, 1 CD)

Yes, please provide completed forms as enclosures to the Offer Letter. There is no page limit for the Offer Letter and applicable enclosures.

40
p.182, 2.3.3.
Can the Government verify that if an Offeror (Prime Contractor and each Subcontractor proposed) has determined that an actual or potential OCI does not exist and an OCI plan submission is not required that including a statement on the Offer Letter as such is acceptable? Or would the Government like to verify this by submission of certification statements by the Prime Contractor and each Subcontractor proposed under an enclosure to the Offer Letter?

As stated in the RFP, if an OCI exist, a mitigation plan is required. The prime contractor must validate that no OCI exist among Prime and proposed subcontractors. If an OCI does not exist, a statement asserting that is required for the Prime. The Prime contractor is responsible of managing and validating the OCI status of its subcontractors.

43
p.182, 2.3.2. Item 11
Offerors are instructed to provide the completed copy of all solicitation representations and certifications with Offer Letter.

- 1. Should the submission of the completed solicitation representations and certifications be an Enclosure to the Offer Letter?

- 2. Can the Government verify if this is required for Prime Contractor Offeror only or if a completed copy of all solicitation representations and certifications by each proposed Subcontractor should be submitted as well.

- 3. Solicitation representations and certifications are included on approximately 95 pages (Page 84-178). Can the Government verify they want all clauses completed and submitted?

Representations and Certifications are required for prime and subcontractors. All clauses requiring contractor completion must be completed as part of the proposal.

44
p.182-183, 2.3.4.
The solicitation states that documents containing Personally Identifiable Information (PII) for Key personnel being proposed (Full Name, Current Employer, Date of Birth, Place of Birth, SSN, Current Investigation, Government Sponsor) be provided under an encrypted Compact Disk and that the encryption code shall be provided to the Government under the Offer Letter.

- Should this submission be a separate Compact Disk from the one (1) required per Volume or can it be included on a Compact Disc with any Compliance Documentation if the individual file is encrypted?

A hard copy of the PII information must NOT be provided. Information shall only be provided electronically on an password protected document under the offer letter CD. The password shall be provided as an attachment to the offer letter.

45
p. 187, 2.6.3.

Item (3) For each past performance effort, Offerors are instructed to provide a copy of each contract being referenced.

- Does the Government want each full contract or would the Government accept a copy of the Offerors award form (SF1449, SF 26, SF 33, etc.) for each contract?

- Should each contract be included as an enclosure under Volume 3? - Can the Government verify this supporting documentation (contract copy) is excluded from the page limit for Volume 3? A copy of the full contract for each past performance effort may result in a significant number of pages included in Volume 3 hard copies.

For this particular item of the past performance instructions, no hard copies of the contract references are required. The Contractor shall provide an electronic PDF version of the cover page of the contract (SF 1449, etc.), the prices per CLINs and the PWS for each past performance contract proposed. The Contractor shall include this information under the CD for the Past Performance Volume.

46
p. 83, C-5.
Per the Solicitation, Performance Inspection – Performance Requirement Summary, Items 10 and 11 report days vacant. Would the Government consider counting days vacant based on working/business days (Monday – Friday) versus calendar days (Monday – Sunday) which better aligns with standard/normal duty hours?

Business Days are applicable.

47
Attachment 1 – Pricing Template
Attachment 1 – Pricing Template, T&M Rate List Worksheet

- If an Offeror is proposing more than two (2) Subcontractors can Offeror make revisions/updates to this template worksheet to add columns per contract period to include T&M Rates per Subcontractor proposed? For example, the T&M Rate List is currently setup per contract period to report rates for Prime and two (2) SubK. Can Offerors add columns if they are proposing more than two (2) SubK?

The contractor shall add columns to incorporate subcontractors rates as necessary.

48
p. 182, C.3.2.

Item 10 What sections/blocks of the SF1449 need to be completed for submission with the Offer Letter?

- Are Blocks 17a, 17b, 30a, 30b and 30c the only required sections to be completed?

- Can Offerors submit just Pages 1-2 of SF1449 with submission and remove/delete all other pages within the solicitation (Pages 3 – 214)?

The contractor shall complete and sign the SF-1449 and SF-30 in order to be compliant with the RFP. Just Pages 1-2 of SF1449 and SF-30 shall be provided in the Offer Leter.

49
p. 187, 2.7.1
Offerors are instructed to provide sufficient price information to the Contracting Officer to determine the reasonableness of the proposed price.

- Can the Government provide additional details regarding what information shall be included to ensure the Government has adequate information to determine reasonableness? Should this include cost/price narrative detailing compensation policies/practices, labor mix/hours, indirect cost structure, etc.?

The Contractor shall provide information such as loaded labor rates, labor hours for each labor category by CLIN. There is no need for submission of information other than cost and pricing data. The Contracting Officer may ask for this additional information if deemed necessary after proposal submission.

Only one DD-254 shall be completed for the RFP, which is at the prime contractor level.
