Performance Work Statement (PWS)

Experimentation, Business and Operations Support Services (EBOSS) II

Vision Statement

A contract that provides subject matter expertise, analysis and technical knowledge to include the application thereof and administrative services to the Marine Corps Warfighting

Laboratory/ Futures Directorate (MCWL/FD).

C-1. Introduction

This requirement is to provide a full range of engineering, analytical, technical, and business services. The application of talent and experience through skillful resourcing will support the development of new or existing operational concepts, tactics, techniques, procedures and technologies to prepare Marines for combat. This effort is critical as MCWL/FD feeds the combat development process. The methodology by which the combat development process is accomplished is iterative, non-linear and continuously cyclical. As MCWL/FD responds to growing requirements for experimentation and analysis of existing or emerging science and technologies, applying streamlined acquisition techniques and the support of experts and industry partners to achieve operational goals is vital and challenging. MCWL/FD requires a solution that is comprehensive yet flexible based upon depth of knowledge and experience.

Such solutions must consider an integrated technical and management approach demonstrating vision, depth of capabilities and flexibility in responding to a changing environment.

Performance of tasks within this PWS will require individualized dedicated support to respective subordinate divisions and across one or more elements of the command. Tasks encompass the spectrum of business operations, research, engineering, experimentation, technical analysis, and program management. While the core services required under the scope of this contract are known and will be firm-fixed-price, incidental task requirements may develop during the course of contract performance which may be authorized as time and material.

C-1.1 MCWL/FD Mission and Background

MCWL/FD's mission is to identify future challenges and opportunities, develop warfighting concepts, and comprehensively explore options to inform the combat development process and to meet the challenges of the future operating environment on behalf of the Deputy

Commandant for Combat Development and Integration. MCWL/FD was created in 1995 and from inception evolved with a focus on experimentation and a broader mandate to develop the future vision and mapping of future capabilities for the Marine Corps through use of research in technologies, development of concepts, experimentation and wargaming, It does this by analyzing the future operating environment and seeking out opportunities to innovate, experiment and wargame emerging concepts and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) solutions to enhance Marine

Corps readiness and relevance through operational success. The following division and staff sections will be supported in the execution of this contract.

C-2 Scope: Performance of tasks will require dedicated support to respective subordinate divisions and staff sections or across one or more elements of the command. Supported elements of the command are the Concepts and Plans Division, Experiment Division, and the command staff sections, G 1, G3, G6 and G7 (these sections are defined herein).

The scope includes the performance of independent research, analysis, administrative and technical tasks and writing of varying complexity which requires technical knowledge, skill, and/or experience in developing concept ideas and to observe and control testing and evaluation of experimental objectives and associated sub-objectives. Scope includes compiling, managing, and/or performing data collection and preparing, facilitating, and organizing briefs and reports. Scope also includes participation in meetings and/or conferences and coordination and/or participation in forums related to and in support of identified task(s).

C-2.1 Experiment Division (Ex Div) is the lead for live-force experimentation and is supported by MCWL/FD command elements, augment personnel internal and external to the

Marine Corps and operating forces as required. Ex Div also supports other MCWL/FD divisions as they plan and execute Limited Technical Assessments (LTAs), demonstrations, User Evaluations (UE), Advanced Naval Technology Experiments (ANTX), wargames, studies and other efforts as appropriate. Experiments are generally focused on one or more of the Marine Corps warfighting functions; fires, maneuver, command and control, intelligence, logistics and force protection. Recommendations based on the results of the experiment span the DOTMLPF spectrum. Ex Div is organized with a command section and three subordinate branches: Plans Branch, Modeling and Simulation Branch and Field Testing

Branch. Ex Div maintains a close relationship with the Center for Naval Analyses (CNA) that is critical to the development and execution of the Data Collection and Analysis Plan essential to each experiment.

Ex Div operates in a collaborative manner with lead Project Officer's standing up Operational

Planning Teams (OPT) to execute experiment planning. These OPTs consist of military, government civilians and contractors internal or external to MCWL/FD. Ex Div normally plans and executes Advanced Warfighting Experiments (AWE), MAGTF Integrated

Experiments (MIXs), Limited Objective Experiments (LOEs) and User Evaluations. An

AWE is the largest experiment in scope and scale. These are usually scheduled as capstone efforts to conclude a specific line of experimentation. Each experiment or other effort, while often sharing some basic requirements, is unique. The scope, scale, focus, location, time, equipment and forces required can vary greatly. Ex Div normally has multiple experiments in various stages of planning and execution at any one time requiring individualized attention. Live force experiments require the support of the Operating Forces and therefore may take place in CONUS or OCONUS locations and requires on site presence of

MCWL/FD personnel. When applicable, modeling and simulation is used to refine experiment planning.

C-2.2 Gl Personnel and Administration (Gl) is the command staff element providing the full breadth of personal and administrative services encountered in day to day operations. The G1 works in concert with other staff sections supportive of all MCWL/FD divisions and likely to engage a plethora of actions and tasks that enables the work of the organization. Plans, Policies and Operations; and Information at their respective geographic location within the

National Capital Region. The liaisons to the Deputy Commandants will work as required from

Research & Development Information Technology (IT) requirements. This includes, but is not limited to: IT asset management, audio video systems, collaboration technology, communications security (COMSEC), desktop support, information management / information assurance / cyber security, knowledge management support, network (NIPR, SIPR, DevNet, ISDN) support, IT Procurements, Research and Development and wargaming support, telephone and Video Teleconference (VTC) capabilities.

C-2.5 G7 Business Financial Management Office (BFMO). The G7 is responsible for the planning, programming, budgeting, and execution of all MCWL finances to include both the

Research & Development (R&D) and the Operation & Maintenance (O&M) appropriations. G7 prepares, justifies, and defends MCWL inputs to the: Program Objective Memorandum

(POM)/Program Review (PR) process; Department of the Navy (DoN) budget formulation;

annual Command plans; and coordinates "green" Science and Technology (S&T) resources with the Office of Naval Research (ONR). The G7 works with all MCWL staff elements serving as the central point for all resource actions to include: allocating funds; establishing policy and procedures; assisting project personnel with both contracting and fiscal support; issuing funding requests; and monitoring key execution parameters.

G7 functions include: identifying, acquiring, and executing fiscal resources necessary to support MCWL's experimentation; facilitating the contracting process to obtain the goods and services required to support MCWL's experimentation; advising leadership and project officers on business matters; and providing timely responses to program inquiries.

C-2.6 Concept and Plans Division (C&P). Within MCWL/FD, the C&P develops Marine

Corps operating concepts, leads Marine Corps participation in the development of naval, joint, multi-service, and multi-national concepts/concepts of operation (CONOPS), and support for

Strategic Analysis (SSA) products in order to guide other force development activities.
