PWS 1.6.12

What do the terms "settle" and "settling" mean and where is this defined in the JTR?
PWS 1.6.12 states, “The travel costs associated with services under task orders equaling 12 months or more in non-combat locations (i.e., Bahrain, Okinawa, and CONUS based locations) will be considered permanent assignments and is the contractor’s responsibility for settling the contracted personnel at these locations. The Contractor will have 30 calendar days to settle personnel at these locations”, the term “settle” is defined as “house” and “settling” as “housing” which refers to where contractor personnel will be permanently located (not a temporary duty location). It is not defined in the JTR.

PWS 5.4
This section says the task is comprised of three deliverables but only lists two tasks. Is this a typo?
Yes this is an error, there are only two tasks. The RFP is amended to reflect PWS revisions to “two deliverables:”.
3
PWS 5.5.13
We request an estimated level of effort on this PWS task in order to gauge the labor category, and number of man-hours in order to properly estimate the manpower requirement and price for CLIN 15. How many essay questions are expected to be graded in a 60 month period? In a monthly period? Are there peak and slack months in any given 12 month calendar year? How many pages are expected in a student response to an essay question? How much is expected of the contractor to provide written comments responding to student answers to essay questions? What is the scope of training and education efforts outside of RCLF? As written, this task implies grading by the Assessment session of student answers to essay questions on examinations throughout the colleges, schools, and academies of the Marine Corps.
Essays will consist of three questions (generally less than 3 pages) and on average it is expected to take a grader no more than 30 mins to complete the evaluation process. When RCLF is fully mission capable (no one grandfather) there could be an average of 30 essays per month which would equal approximately 15 hours of work a month. It should be noted that this is flexible as RCLF content does not revolve around an academic year and is based on when students complete the content online. On average, more students complete content at the end of the CY. We advertise to students a two week turnaround time for grading of essay questions. This allows for flexibility in the work schedule. Written comments include providing the grade and no more than two to three sentences of feedback per question. You may also provide additional links and resources to enhance the student's understanding of the topic or provide items of interest based on the subject content. At this time there are no other essay grading requirements outside of RCLF. If other grading assignments are required they would only come from within CAOCL programs.

PWS 1.6.12

It states that "... When Contractor personnel travel on board naval vessels, Contractor personnel will be provided billeting and messing for the duration while at sea…" Will underway assignments be included in this effort?

The requirement to provide LREC SMEs to support training while underway is a possibility. It does not occur frequently but has happened in order to support training evolutions.

5
PWS 5.1.1

It states that "…. Creation is the development of new instruction materials and may take up to one month to complete. Revision is the substantial reworking of existing materials and may take up to two weeks to complete…" Is this timeline for culture training content development? Or will language instruction curriculum development have the same timeline as the culture training content development (up to one month)?

The timelines for Culture training content and Language instruction curriculum development are the same. Creation for both Culture and Language is one month and revision is two weeks.

6
PWS 5.1.1.1
Who will be end users of web portal creation and administration, webmaster functions, website creation and management, Adobe Experience Manager, the .edu and .mil domains, SharePoint website administration and management respectively?
The end users will be both CAOCL personnel and those interested in Marine Corps Culture content.
7
PWS 5.1.1.4
Could you confirm that the language training will be ordered per language and not by region?
Confirmed. Language development and instructional delivery is by language. Each region depicted shows the languages in that region that are traditionally requested by units.
8
PWS 5.1.1.7.2
Could you tell us what the differences are between formal curriculum development and informal curriculum development?
Formal curriculum development follows the process outlined by the SATE and further defined through the CAOCL SOP. The end state of formal curriculum development is a Program of Instruction (POI) signed by TECOM. In support of the Training program, this centers on curricula that addresses culture in general. Informal curriculum development refers to the culture specific briefings (see SATE definition of "briefing") developed in accordance with the CAOCL SOP.
9
PWS 5.1.1.7.10.
Could you tell us what is the definition/scope of the formal culture general knowledge and skills curricula? Is this referring to culture training briefings? Will it be ordered by country or by regional area/Command?
Please refer to the Bidder's Library for an example of a culture general class; the class titled "Interact with a foreign population" and it's master lesson file. You may also refer to the "Culture General Guidebook for Military Professionals" and "Operational Culture for the Warfigher, Second Edition" for definitions (refer to PWS para 7.0: Applicable Directives).

Culture general curricula does not include culture briefings. In support of the Training program, the scope of curricula developed includes concepts and skills identified in the two publications listed above and as identified during Course Content Review Boards (CCRB) to meet T&R tasks. For example, this can include but is not limited to "Applied Culture Knowledge Skills", LREC in Planning and Communicate through an interpreter. Culture general curricula development is ordered as CLIN0001; it is not ordered by country or region.

10
PWS 5.3.1
How many foreign languages will be involved?
There are no foreign languages involved, this capability is completed in English.
11
PWS 5.3.1.3
For the transcription services, what languages of audio/video files will need to be transcribed?
Materials to be transcribed in support of scientific research capabilities will be in English (English to English transcription).

PWS 1.6.7

Please clarify what constitutes an individual being deemed "a noncritical sensitive capability position" and thus needing a Secret Clearance?
A noncritical sensitive capability position is any position with duties involving education and orientation of DoD personnel. This person must be able to access a Secret eligibility clearance. (SECNAV M-5510.30 of June 2006)

Attachment 4: Example Task Order 0002 - Monthly

Line #4

PWS 5.1.3 states a session is for one day of instruction (CLIN 3). The sample task order -monthly lists 3 sessions on line 4 but lists 1 calendar day. Does this mean that the 3 sessions are to occur simultaneously at 3 different units aboard CLNC or is there an error on the quantity of sessions? Per the PWS, the number of sessions in a single day should be 1.
For purposes of this task order assume that there will be three sessions going at Camp Lejeune on that day (i.e. price it for three instructors).

Line #7

PWS 5.1.4.2 states a session is for one day of instruction (CLIN 4). The sample task order -monthly lists 2 sessions on line 7 but lists 19 calendar days including weekends. Does this mean that the two sessions are to occur between the start and end dates or is there an error on the quantity of sessions? Per the PWS, the number of sessions should be between 19 and 15 sessions.
Pricing should be for two sessions. See revised Attachment 4: Example Task Order 0002 Version 2.

24
Attachment 4: Example Task Order 0002 – Monthly

Line #13

PWS 5.3.2 states that a session of CLIN 10 comes in 6 month segments. The sample task order -monthly is requesting a single month rather than the 6 month segment described in the PWS. What should be used for pricing this service? Single month or 6 month increments?
The TO is requesting a single "session" or "deliverable" and should be priced accordingly. A single session or deliverable just happens to be six months worth of work (i.e. the TO is asking for a single, six month increment). See revised Attachment 4: Example Task Order 0002 Version 2.

Line #15

PWS 5.3.4 states that a session of CLIN 12 comes in 10 hour segments. The sample task order -monthly is requesting a single hour rather than the 10 hour segment described in the PWS. What should be used for pricing this service? Single hour or 10 hour increments?
The sample task order is asking for one "session" or "deliverable" against CLN 0012. One Deliverable is equal to 10 hours worth of work. It is the same concept as Language or Culture training. We buy one session of Culture training but get an 8 hour day’s worth of work. See revised Attachment 4: Example Task Order 0002 Version 2.
27
Attachment 3: Initial Task Order 0001

Line #1

It is our understanding that LREC operational Training and Education Services include language curricular development and culture training content development. For the Initial Task Order pricing CLIN 0001, could we assume that we provide language curricular development for all 38 languages listed in Solicitation Section C 5.1.1.4. at the same time for 12 months?
Please refer to PWS 5.1.1.7.23 for time to produce language products. Specific languages to undergo curricula development will be drawn from the list identified in PWS section C 5.1.1.4. The timing to develop specific languages will be identified in the Training Production Schedule which will be finalized in collaboration with the contractor so the contractor can adequately plan. The Training Production Schedule is subject to change per Government needs. Over the course of Task Order 0001 the current planned (may change based on FMF demand) language curricula creation is:

Mission Essential Words & Phrases (MEWP) : Brazilian Portuguese, Romanian, Polish, Ukrainian, Somali, Iraqi Arabic, Farsi (Persian), Indonesian, Japanese, Mandarin Chinese, and Thai.
