PWS – 3.0 Requirements; PWS – 3.2 – Tasks – Program Management and Administrative Support

(Pg. 48) The Performance Work Statement (PWS) Section 3.0 cites requirements range from:

“All instructor’s individual credentials must be vetted with the college/university in which they will be instructing in accordance with each college/university’s affiliation and accreditation policies.”

Additionally, this section sites:

“Instructors shall possess a SECRET clearance prior to work on this requirement and during the period of performance.”

PWS - 3.2 – Task 2 - states: "All instructors shall be affiliated with an accredited University."

Question: Must the highly credentialed NLW professionals/instructors with extensive military and program experience who are vetted by each college and university where they will be instructors, also be affiliated with an accredited University?

Can the instructors meet one or the other of these requirements?

The answer these questions are very clearly stated: “All instructor’s individual credentials must be vetted with the college/university at which they will be instructing in accordance with each college/university’s affiliation and accreditation policies.”

It is the offeror’s responsibility to reach out to each college/university where they will be instructing and obtain the affiliation and accreditation policies required for that specific college/university.

Meeting one or the other of these requirements will be based on the College/University policies for affiliation and accreditation.

PWS – 3.5 - Task 5 - Optional Tasks
According to the RFP:

“The Government reserves the right to exercise the following Optional Tasks at their discretion. The Government may require all tasks in any contract year, Optional tasks do not obligate the Government in any way unless, the contractor receives in writing a modification from the contracting officer exercising an option.

The contractor shall demonstrate how they will accomplish following Optional Tasks:”

Question: Understanding that the options could range in scope according to U.S. Government’s (USG) requirements, and in the interest of providing the best value possible, would it be acceptable to propose a price range for each option so we’re accounting for least and greatest amount of effort, according to USG's determination of the best approach in each case?

No. Each optional task is clearly defined and has a period of performance attached to it.

All optional CLINs shall be priced in accordance with the CLINs provided in Section B of the solicitation for the base period and all option periods.

Please read the CLINs carefully as not all Optional CLINs are applicable in the base period.

PWS – 3.5 – Task 5 - Optional Tasks
Our approach to addressing the tasks throughout our response and within the Work Breakdown Structure (WBS) will align with the program business needs and priorities. Can you state priorities?
Optional Tasks are just that optional. It is clearly stated in the Solicitation that optional tasks may be exercised during any given year.

There is no priority, it will be based on a need for a given period.

The Government may choose not to exercise any optional CLINs in a given period if they determine there is no need for them.

PWS – 3.5 – Task 5 – Optional Tasks
Are Optional Tasks listed in the order of priority? We will be ready on Day One to execute the base contract.

See previous answer.

PWS – 3.5 Task 5 – Optional Tasks, Optional Task 1; Optional Task 2
In 3.5 – Task 5, Optional Task 1, the requirements refer to the “Government “on-line” course(s): currently resident and active on military Learning Management Systems (LMS).“

And in 3.5 – Task 5, Optional Task 2, the requirement states “seminar information will be drawn from existing JPME curriculum.”

Question: Will the contract awardee be given access to the current curriculum to - both on site and on-line – to enable an effective gap analysis between the current curriculum and the curriculum described in the RFP?

The contractor will be given complete access to the “on line” course and all the underlying information, curriculum, tests, quizzes, and additional Gov’t information in order to perform the update required in the option.
