About this file
This is Amendment #2 to Request for Bid (RFB) #PA180737 issued by the Wisconsin Department of Administration's Consolidated Agency Purchasing Services (CAPS) on behalf of the Department of Public Instruction (DPI) for the processing of USDA bulk cheese into cheese quesadillas. The amendment addresses clarifications regarding cheese specifications for the quesadilla production. Bidders are required to process either USDA Foods Bulk Cheese Mozzarella (LM PT Skim, unfrozen, Material ID #110244) or Bulk Cheese Cheddar Yellow Block (Material ID #110254) into finished cheese quesadillas. Only one bulk USDA Food product will be shipped to the selected contractor for processing. Each bidder response must select and utilize only one cheese type—either mozzarella or cheddar—and may incorporate other non-USDA Foods cheese provided it is not a cheese product, cheese substitute, cheese food substitute, cheese spread substitute, or imitation cheese. The state does not guarantee any minimum purchase quantity or dollar amount, and bids requiring minimum order quantities will be rejected.
The amendment specifically clarifies that bidders may not submit products containing 50/50 blended cheese combinations, as such products do not comply with the specification requiring selection of one cheese type per bidder response. The processed quesadillas will be evaluated based on student taste tests at Wisconsin schools participating in the National School Lunch Program (NSLP), with contract award determined by the best product at the lowest total price per serving. The finished product will be distributed to all eligible Wisconsin public and private schools receiving USDA Foods, as well as participants in the Summer Food Service Program.

Amendment #2
RFB # PA180737
Cheese Quesadilla, Bulk Fook Processing Wisconsin Department of Public Instruction (8/28/2017)
The following is the response to a request for further clarification about the answers given to some of the questions in Amendment 1.
Section 6.2 CORRESPONDENCE, CLARIFICATIONS AND QUESTIONS, of the RFB document.
Q1: On reviewing the Q&A contained in Amendment #1, I need further clarification on one item:
Question 1 clearly states, as does the actual bid, that any submitted products must be 100% compliant to the specs. Your specs clearly call out that the products must utilize either mozzarella cheese OR Cheddar, and not both. The spec calls out “One cheese for each bidder response”; does that rule out using a 50/50 blend of mozz/sub-mozz? Then later on in Question 18, the water gets muddy when someone asks about using 50/50 cheese (generally accepted to be a blend of 50% real cheese and 50% substitute cheese), which according to my reading of your specifications, would NOT be compliant. This can be important because a 50/50 blend product would be significantly less expensive than one using 100% mozz or 100% cheddar. If this is going to be opened up to blended cheese products, we will be needing to submit more than one item as well. We would prefer not to do so, as this throws the written specs essentially out the door…can we get a clarification as to whether you are going to look at ONLY the 100% mozz or 100% cheddar products, or will in fact consider for award 50/50 blend cheese items, which really do not meet your specs? We would urge that the language in your specification be amended to specifically include or exclude 50/50 blended mozz/sub-mozz cheese. This would eliminate a lot of ambiguity.
A1: Please see Amendment 2 below for a correction to specifications.
