About this file

Summary

This is a Price Sheet (Attachment A) for Request for Bid #PA180737 issued by the Wisconsin Department of Public Instruction, on behalf of the Department of Administration, for the processing of USDA bulk cheese into cheese quesadillas. The bid solicitation seeks proposals for processing either Bulk Mozzarella (LM PT Skim, unfrozen, USDA Foods Material ID #110244) or Bulk Cheddar Yellow Block (USDA Foods Material ID #110254) cheese into finished cheese quesadillas to be distributed to Wisconsin schools participating in the National School Lunch Program (NSLP), as well as Residential Child Care Institutions and Summer Food Service Program participants. The final product must meet Child Nutrition meal pattern requirements, with each serving providing 2 ounces of meat/meat alternate and 2 ounces equivalent grains. The state expects to award contracts based on the best product quality, as determined by student taste tests, at the lowest total price per serving.

Bidders must submit pricing using two separate tables—one for mozzarella quesadillas and one for cheddar quesadillas—with pricing submitted electronically to allow automatic formula calculations. The bid price must include all costs for palletization and FOB Destination delivery, prepaid and allowed, to designated state warehouse sites, quoted in U.S. dollars. Column A requires the bidder's total processing bid price per case using a fee-for-service processor value pass-through method reflecting ingredient costs (excluding USDA Foods value), labor, packaging, overhead, and conversion costs. Column C, the USDA Foods value per case, is automatically calculated at $1.6929 per pound based on SY2018 USDA Foods pricing, with a note that this price will be updated for the contract period of July 1, 2018 through June 30, 2019. Bidders must also provide supplemental information including the commercial equivalent product code and estimated case product yield per truckload of USDA product.
