About this file

This is Addendum 3 to a Structured Cabling Request for Proposal issued by Lake Orion Community Schools, with project management by Plante Moran. The addendum announces modifications to the public bid opening process and provides clarifications to vendor questions regarding the scope of work. The project involves comprehensive recabling of multiple school buildings, including Lake Orion High School (LOHS), Paint Creek Elementary, Carpenter Elementary, and Webber Elementary, with work encompassing network closet renovation, fiber backbone installation, data cabling drops for classroom technology (interactive flat panels and PA/audio control systems), and installation of clocks and audio enhancement systems throughout the facilities. The public bid opening was scheduled for December 18, 2020 at 10:00 AM ET and was to be conducted via Zoom video conference due to COVID-19 social distancing protocols, with in-person attendance prohibited.

The addendum addresses ten specific vendor questions covering technical specifications and installation requirements, including clarifications on AV data placement and mounting, existing pathway utilization, network closet locations, fiber termination bulkhead sizing, cable management configurations, grounding requirements and responsibility for ground lugs, and provision of existing closet condition photographs. Key clarifications include confirmation that all buildings are being fully recabled, that bulkheads should accommodate all backbone fiber terminations with larger sizes permitted if necessary, that existing network closet bus bars will be utilized with vendor responsibility for grounding components, and that the District will obtain ground lugs if not provided with existing network switches. Photographic documentation of existing conditions at multiple IDFs and MDFs across the project sites was provided to support vendor bidding efforts.

Below is list of vendor questions and answers received to date:

QUESTION ANSWER

1. Please clarify the “typical” data placements on your High School drawings where 1 Data are shown in blue to represent AV cabling at the IFP panel location and a second single data representing AV data is shown on the same wall.

Is the second blue data on the wall by itself reserved for a particular AV technology? If so, please clarify mounting details for this drop. It is assumed that field coordination will be required at some point to connect the other AV technologies in each room. You call out clocks, WAPs, and general data.

AV data drops will be coiled above ceiling at the prescribed locations on the print with a 10ft service loop. A typical classroom consists of two:

1. Interactive Flat Panel – Data Connection

2. PA/Audio System Control Unit – Data

Connection

These two connections are network connected devices that will connect just as other network drops.

Field coordination will occur with the awarded vendor and the District’s AV/PA vendor to determine any installation considerations.

2. Is there an existing pathway or floor core to get fiber from the first floor to the lower level or do I need to create one?

At LOHS, existing pathways are available where existing fiber is run throughout the building. If replacing this fiber, it is assumed that the existing cores can be utilized once existing is removed.

3. Are the Office Area and rooms 200‐210 and rooms 250‐271 fed from IDFs E and H on the lower level?

Correct.

4. Does the Pool have its own IDF? IDF C1 looks like it would be out of distance.

While not shown on the drawings, there is an IDF located on the upper level in the corridor between the gymnasium and pool areas. In addition, an IDF is located on the first floor on the far side of the gymnasium.

5. Appendix A shows 9 network closets renovated and 8 backbone fiber runs at the HS.

Drawings A0.01 and A0.02 show only 8 network closets. Where is the 9th closet?

See Answer #4.

6. Section 2.4 What do you mean by the "Other data cabling needs include... Shared Spaces, Offices" can you elaborate what do you mean?

The entirety of the building is being re‐cabled as part of this effort. This includes spaces such as office areas and the like.

7. On the prints you have the following below, do they all take Data Drops? how about Audio enhancement with the 4 equally spaced speakers?

o PA‐ PA Buttons o PA Speakers o Clock o Digital Clock o Dual‐sided Digital Clock o PA‐ PA Buttons – Will require a single data drop in the office.

o PA Speakers – No drops required.

o Clock – Drops are marked on provided maps.

o Digital Clock – Same as above. All clocks will be digital. Drops are marked on provided maps.

o Dual‐sided Digital Clock ‐ Same as above. All clocks will be digital.

‐ End of Addendum 3 ‐ o Audio enhancement/PA (4 equally spaced speakers)

Drops are marked on provided maps.

o Audio enhancement/PA (4 equally spaced speakers) – Only a single drop is required for the control unit. This is typically the second “AV” data drop in each classroom.

8. Section 2.5.2 you are asking to have 12 strands terminated at each panel, then you are asking to have bulkhead inserts that accommodate six fiber termination. can you elaborate please.

Bulkheads should be sized appropriately to terminate all backbone fiber connections in full (e.g., if there are seven IDFs, the MDF will have all 84 strands terminated into a bulkhead). Larger size bulkheads will be permitted if necessary to complete all terminations.

9. Section 2.6.1 you are asking for Cable management below the patch panel and assuming switch will be installed below the CM.

However, in section 2.4.3 you are asking for 1 foot patch cords for the closet side. can you elaborate please.

Horizonal cable managers between the patch panel may not be necessary given the desire to use 1‐ft patch cables.

10. Section 2.6.2 are we providing a Rack or cabinet Bus Bar to tie in to closet Main Grounding Bus Bar

All network closets have existing bus bars. The Vendor must assume responsibility for grounding network closet components to these bus bars.

11. Section 2.6.2 you are asking to ground all equipment. Some existing switches come with their own ground lugs. if those lugs are not available, who is proving the lugs for all different type of equipment.

If lugs for network switches are not provided, the District will assume responsibility to obtain those lugs.

12. Do you have any pictures of existing conditions of Closets that need to be removed?

Pictures from most of the network closets at the buildings in‐scope are provided below.

Not all pictured closets will be removed.

Not pictured is the MDF and IDF at Webber Elementary.
