About this file
This is a Technology Review Authorization Request submitted by the City of St. Petersburg, Florida's Transportation and Parking Management Department for approval to procure License Plate Recognition (LPR) technology. The Parking Enforcement Division is seeking to install two Genetec AutoVU systems with overtime enforcement capabilities on two three-wheeled enforcement vehicles. The hardware will include cameras, tablets, controllers, wiring, and cloud-based backoffice integration. The LPR system will serve multiple functions: time-stamping vehicles that exceed downtown time restrictions, identifying paid versus unpaid vehicles, recognizing permitted vehicles, and enforcing virtual permits for the residential parking program. The implementation timeline is set for August 1, 2025. The Technology Initiative Evaluation Work Group reviewed and approved the request on June 11, 2025, clearing the way for the procurement process to proceed.
The total first-year cost for the Genetec AutoVU systems is $90,000, with annual maintenance and cloud hosting costs of $5,000 each in subsequent years. Funding is sourced from Operating Fund 1021, Department 281, Division 1957. The system operates as a cloud-based solution and will not store non-public data such as credit card information, financial records, health records, or employee information. The LPR system will operate independently and will not connect to any existing City systems, scanning only license plates to determine parking compliance status. No personal or sensitive data will be retained by the vendor beyond what is necessary for immediate parking enforcement determination.
