About this file

This is a Statement of Work (SOW) for septic tank and vault toilet pumping and maintenance services at Lewis and Clark National Historical Park in Astoria, Oregon. The National Park Service requires ongoing pumping and servicing of four vault toilets (CXT brand, 1,000 gallons each) located at North Netul, South Netul, Fort to Sea Parking Lot, and Skipanon, with pumping frequencies ranging from annually to every two years as needed. Services include removing all solids and liquids from vaults, breaking up solids as necessary, and removing trash. The park also maintains two septic systems with solids tanks ranging from 1,000 to 10,000 gallons, with the Admin/Visitor Center requiring 5,000 gallons pumped annually and 10,000 gallons pumped every two years, while the Maintenance and Resource building requires pumping every three to five years.

Required services for the septic systems include pumping tanks until empty, cleaning system filters, inspecting all pumps, and inspecting, cleaning, and pumping associated system manhole/junction vaults as necessary. All tanks are accessible from pavement using standard hose assemblies. The contractor must respond to emergency call-outs within 48 hours of contact acknowledgment at a fixed per-gallon rate. This is a 100% small business set-aside (NAICS 562991, $9.0 million size standard) with a one-year base period and four one-year option periods, evaluated on price, technical capability, and past performance.
