About this file

This is a service evaluation checklist document used by the Department of Defense, Veterans and Emergency Management - Military Bureau to assess contractor performance for lawncare and grounds maintenance services at military facilities. The checklist establishes performance standards for general lawn maintenance tasks including mowing heights (3.5 to 5 inches for general lawn areas), grass clipping removal, debris cleanup, edging, fence line maintenance, and weed control. The document outlines specific maintenance requirements for specialized areas such as filter beds, retention ponds, bio-retention cells, and pollination beds, with defined cutting heights and seasonal adjustments. The evaluation process requires minimum monthly performance tours, with additional evaluations scheduled with three business days' notice. Personnel must be vetted, work must be performed during standard working hours (7:30 AM to 4:00 PM) excluding state and federal holidays, and contractors must respond to communications within one business day.

The checklist establishes clear performance standards and consequences for non-compliance. Contractors receiving four or more negative responses and Needs Improvement or Unacceptable ratings during an evaluation tour are documented as having poor performance and given two weeks to correct deficiencies. Failure to resolve issues within that timeframe may result in contract termination with thirty days' notice. Three poor performance evaluations for a facility trigger automatic termination rights. Contractors have fifteen calendar days to appeal termination decisions to the Director of the Division of Procurement Services. Poor performance documentation may be considered in the evaluation of future bids submitted by the contractor. The completed evaluation sheets must be returned to Ken Merrifield at the Department of Facilities and Energy.
