About this file
This is a Lawncare Checklist evaluation document issued by the Department of Defense, Veterans and Emergency Management - Military Bureau for the State of Maine, designed to assess contractor performance for lawn care services at state facilities. The checklist covers weekly mowing and maintenance services for approximately 1.3 acres at the Brewer Armory from May through October, with services including grass cutting to a uniform height between 3.5 and 5 inches, grass clipping removal, debris management, edging, fence line maintenance, and winter cleanup involving removal of fallen trees and branches. The contract commenced on May 1, 2026, for an initial term through April 30, 2027, with four optional one-year renewal periods potentially extending through October 31, 2030. Quotations were due on February 3, 2026, at 4:00 p.m. Eastern Standard Time, with questions accepted until January 22, 2026, at 12:00 p.m. Performance evaluations are conducted monthly during facility hours of 7:30 a.m. to 4:00 p.m., with evaluations scheduled a minimum of three business days in advance via written notice.
Performance evaluation is based on a comprehensive checklist addressing general lawn maintenance tasks, winter and spring cleanup, environmental requirements specific to facility types, and miscellaneous operational requirements. The current incumbent vendor is LaPlante's Lawn Care LLC, with an annual cost of approximately $6,400.00 including spring cleanup. Contractors must pass federal background checks and respond to communications within one business day. Poor performance is documented when contractors receive four or more negative responses or "Needs Improvement" ratings during an evaluation tour; contractors are given two weeks to correct deficiencies or face contract termination with thirty days' notice. Three documented poor performance evaluations result in automatic contract termination eligibility, and contractors may be disadvantaged in future bidding opportunities. Invoicing is conducted on net 30 terms with payments made only for successfully completed monthly services, and contractors are financially responsible for any damage to facility grounds with required repairs within ten working days.
