About this file
This is a lawn care bid sheet for the Maine Department of Defense, Veterans & Emergency Management's Military Bureau (MEARNG) for the Brewer Armory located at 133 Elm Street in Brewer, Penobscot County. The State seeks comprehensive lawn care services including weekly mowing and maintenance of 1.3 acres, grass cutting to a uniform height between 3.5 and 5 inches, grass clipping removal, debris management, edging, and fence line maintenance. Winter cleanup services are also required for removal of fallen trees and branches. The initial contract term runs from May 1, 2026, through April 30, 2027, with four optional one-year renewal periods potentially extending through October 31, 2030. The lawncare season is defined as May through October, with the winter cleanup occurring separately. Quotations are due on February 3, 2026, at 4:00 p.m. Eastern Standard Time. The State anticipates making a single award and reserves the right to make no award. Monthly performance evaluations will be conducted during facility hours of 7:30 a.m. to 4:00 p.m. using a comprehensive performance checklist.
The bid sheet requires contractors to submit pricing for the initial year (5/1/2026–4/30/2027) and all four renewal periods, with separate line items for lawncare season services and winter cleanup. Invoicing will be conducted on net 30 terms, with payments made only for successfully completed monthly services. The current incumbent vendor is LaPlante's Lawn Care LLC with an annual cost of approximately $6,400.00 including spring cleanup. Contractors must pass federal background checks and will be held financially responsible for any damage to facility grounds, with repairs required within 10 working days. Performance evaluations are critical, with potential contract termination possible if four or more negative ratings are received or three poor performance evaluations are documented. Contractors receiving poor performance ratings may be disadvantaged in future bidding opportunities, creating a performance-based competitive environment.
