TO: All Potential Offerors
SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. 80GSFC22R0038, for Landsat Next Instrument Suite (LandIS).
You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC’s) Landsat Next Instrument Suite (LandIS) solicitation. The principal purpose of this requirement is to provide three LandIS flight instruments and related services for the Landsat Next Project. The contractor will provide the design, engineering analyses, development, fabrication, integration, algorithm development, test, evaluation, delivery, and post-delivery support for the LandIS. The contractor will also provide simulators that are utilized in the verification of interface requirements with the spacecraft as well as simulators that will be utilized in the observatory integration and mission readiness testing.
Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.
The Government is contemplating adding an Option for additional instrument(s) to the Final Request for Proposal (RFP) on a cost-plus-award fee basis.
As envisioned, the potential Option is not anticipated to enable additional early long-lead part procurements concurrent with baseline.
The Option shall be for up to two {TBD} identical additional units (complete flight instrument suites), with an anticipated Option exercise date no later than Spring 2031, To Be Resolved (TBR). The Option delivery schedule shall assume:
- Delivery to Observatory I&T within four years after exercising of Option
- One year for support of Observatory I&T, followed by three months launch site preparation and launch
- Four months of in orbit commissioning
Offerors are encouraged to provide feedback on the timing of exercising the Option to enable earlier deliveries, versus other critical points in the instrument schedule, i.e.
exercising the Option at long-lead hardware procurement, after initial baseline flight build, testing, or delivery, and feedback regarding potential storage of the LandIS Option units. Optimal pricing should be considered regarding any recommendations.
The level of assembly and test for the Option is for fully assembled and qualified instruments, including delivery to the spacecraft/observatory integrator. Non-recurring engineering shall be assumed to be minimal, meaning “near build to print” for corrections, (e.g., parts obsolescence, bug fixes, Government-Industry Data Exchange Program (GIDEP), etc.). Some Government assessment of those differences shall be assumed. The Option delivery, support of observatory I&T, and in-orbit commissioning shall assume an Option Launch Readiness Date LRD no earlier than CY2032(TBR), and no later than CY2036 (TBR).
The Option price that is included in the ultimate contract should be based on the number of units in the Option plus new spares, without assuming any reuse of baseline LNext spare hardware.
As part of the feedback, Offerors are encouraged to reply if inclusion of this Option would be a deterrent in making your bid decision.
Offerors are encouraged to provide feedback about the Government potentially adding an Option for future instrument units to the final RFP with their responses to this Draft RFP. Responses on this topic shall not exceed three pages.
This competitive acquisition will result in a Cost-Plus-Award Fee (CPAF) contract. The contract will have a total potential period of performance of 7 years. The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1,000 employees).

The successful offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).
The current planned release date for the Final Request for Proposal (RFP) is on or about April 12, 2023, with proposals being due approximately 30 calendar days later.
The anticipated contract award and effective date is March 6, 2024. The contract will be performed offsite at the Contractor’s facilities, spacecraft Contractor’s facilities, launch site, and onsite at NASA GSFC for mission operations.
The following additional information is provided to assist in understanding this acquisition.
1. The Government will make available Government Furnished Property (GFP) for offsite use at the Contractor’s facility as described in the DRFP.
2. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to Section L, Notice of Potential Organization Conflicts of Interest, for a description of the potential conflict(s) and the requirement to submit an OCI Plan.
3. Proposals for this solicitation are required to be submitted through NASA’s Enterprise
File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform.
Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box.
Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.
4. A Technical Library located in the LandIS SAM.gov portal has been established as a repository for all LandIS related technical documents identified in the Applicable and Reference Documents, Enclosure 5.
5. Offerors shall structure their proposal in a manner that does not exceed the Government Fiscal Year funding limits listed in the below LandIS Funding Profile.

6. Enclosure 6, Organizational Conflicts of Interest (OCI) Avoidance Plan template is provided to assist Offerors in developing its OCI plan, due at time of proposal submission.
7. Enclosure 9, LandIS Performance Evaluation Plan is being provided for reference purposes only.
In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF).
Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

This DRFP is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA GSFC to pay any proposal preparation costs, nor does it obligate NASA GSFC to procure or contract for this requirement. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation. Requirement documents included in this DRFP may or may not change before release of the final RFP.
Any comments regarding the DRFP should be submitted electronically in writing, to Michael Levy, Contracting Officer, at Michael.w.levy@nasa.gov, within 14 days calendar days after the release of this DRFP. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted response to the Governmentwide Point of Entry (GPE) if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government may also respond via the GPE to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).
