1.0 INTRODUCTION

This Contract Data Requirements List (CDRL) document defines the requirements for deliverable documentation to be provided by the Landsat Next Instrument Suite (LandIS) Contractor. Section 2.0 includes definitions and instructions for mailing and/or distribution. The table in sections 3.1.1 through 3.1.8 present the CDRL item by item, with due dates, and media format. Section 4.0 provides the Description of Required Data (DRD) or Data Item Descriptions (DIDs), a description of each item, which provides the use for the deliverable and the required preparation information. Except where specifically indicated to the contrary, the formats and drawing standards used shall be those normally used by the LandIS Contractor and by its subcontractors.

2.0 DEFINITION OF DUE DATES/MATRUITY, DEFINITION OF

CATEGORIES, AND MAILING DISTRIBUTION INSTRUCTIONS

2.1 DUE DATES - RELATED DEFINITIONS

The following definitions apply to the DUE DATE column in the tables in section 3.1.1 through

3.1.8. Unless otherwise specified, deadlines are in calendar days. Submissions can be made before the due date if the Contractor believes that no changes will be made between the submittal date and the due date.

2.1.1 Due Date

DUE DATE: The contract baseline schedule for delivery of SOW CDRL items is shown in the CDRL tables in sections 3.1.1 through 3.1.8 associated with acronyms for the various program reviews that form the contract baseline. Items designated for delivery "As Generated", or "Update As Required (UAR)" shall be provided to the Government within the timeframe specified in the table or as agreed to by the Government.

2.2 MATURITY

The following definitions apply to the MATURITY column in the tables in sections 3.1.1 through 3.1.8.

(1) Initial: The first submission of an item, which will be revised and resubmitted at a later date.

(2) Preliminary: An early submission of an item. To be completed as is practicable at the time of preparation. Preliminary submittals are written with the best available current information and are resubmitted when further information becomes available.

(3) Final: The complete, thorough submission of an item for approval, review, or information that, to the best of the contractor’s knowledge and intention, will not require further revision or updates. However, this does not preclude updating if later found to be necessary. Any updates shall require the same "approval/review" process as was required for the original final submissions.

(4) Baseline, Current: The delivery is written with the best up-to-date information available at the time.

(5) Update: The delivery is revised with the best up-to-date information available at the time.

Other entries in the "MATURITY" column are self-explanatory.

2.3 CATEGORY

The following definitions apply to the CATEGORY column in the tables in sections 3.1.1 through 3.1.8. If separate approval instructions are not specified for separate submission due date/maturity items, then the listed approval instruction applies to all submissions.

A Approval. CDRL items in this category require approval by the GSFC Contracting Officer’s

Representative (COR) or Contracting Officer prior to use by the contractor. Receipt by the Government shall occur within the time specified in the "Due Date" column in the tables in sections 3.1.1 through 3.1.8 of this document.

Requirements for re-submission shall be as specified by the Contracting Officer or Contracting Officer's Representative. For most cases the contractor will be required to resubmit the document within 14 calendar days of receiving comments from the Government. If the contractor has not received a response from GSFC within 45 calendar days of delivery of a CDRL item, the contractor may proceed as if the document has been approved.

R Review. Documents in this category require delivery to the Government prior to use and within the time period specified in the "Due Date" column in the tables in sections 3.1.1 through 3.1.8 of this document. They are subject to evaluation by the Government or its designated representatives to determine Contractor effectiveness in meeting contract objectives. Upon submission, the Contractor may proceed with associated work while the Government reviews the submission.

I Information. Data in this category shall be delivered to the Government within the time period specified in the “Due Date” column in the tables in sections 3.1.1 through 3.1.8 for the purpose of determining current program status, progress, and future planning requirements.

The Government may request changes on deliverables where errors or omissions are noted.

2.4 MEDIA

All data items shall be delivered in electronic format to a mutually defined web portal that allows external Government and Contractor access unless otherwise noted in the tables in sections 3.1.1 through 3.1.8.

The CO shall be notified of electronic submission of the deliverable via email.

Electronic deliverables shall be delivered in the following formats unless otherwise approved by the government:

Text Documents: Portable Document Format (PDF) (searchable) or Microsoft (MS) Word Presentations: PDF (searchable) or MS PowerPoint Spreadsheets: Microsoft Excel Database: Delimited American Standard Code for Information Interchange (ASCII) files accompanied with database schema document defining tables and entries.

Schedules: PDF and MS Project

Schematics and Drawings: High Resolution PDF to be readable

Photographs: Joint Photographic Experts Group (JPEG) or current industry standard.

Video: Any readily available open standard (e.g., Audio Video Interleave (AVI), Movie Picture Experts Group (MPEG))

To evaluate contract status. These reports will be used to provide an opportunity for face-to-face discussions between the contractor and the Government regarding project status, plans and issues.

Preparation Information:

Scope: The MPSR shall include all aspects of the contract effort.

The Monthly Project Status Review (MPSR) will be presented at a face-to-face meeting with the Government.

These meetings will occur at the contractor’s facility, unless modified by mutual consent.

The Monthly Project Status Review shall include the following:

A. Report of Key Technical Parameters; including mass and power budgets, peak and average power budgets, pointing knowledge and control error budgets, their current best estimated, calculated, and/or measured values for all parameters, and trends for each KTP. The list of reported Key Technical Parameters shall be agreed upon with the Government and may be revised by the Government as the situation dictates. The values to be presented shall be at least to the major component level of the subsystems, e.g. Mechanisms, Power supplies, heaters, cabling, etc. The accuracy of the values and units shall be identified. The status of margins and contingency based on maturity shall be presented.

B. Technical status for system and subsystem design and development activities, including subcontract technical performance , requirement TBx status and interface status.

C. Focal Plane Array Status; covering the FPA activities for the previous month, including: schedule and technical status of FPA development, manufacturing status, qualification and test status, issues and concerns D. Class I and Class II proposed and approved Configuration Control Board Changes E. Summary of Integrated Master Schedule Status, including a brief description of the current status of each subsystem or subassembly along with descriptions of any existing or potential problems areas. The critical path and near critical paths shall be explained along with possible work-arounds being considered to maintain the schedule. The third MPSR shall include a schedule baseline review. The basis of the review shall be the Integrated Master Schedule.

F. A detailed 12-month “rolling-wave” schedule (3 months of actual, plus 9 months of forecast) G. A summary and comparison of planned versus actual accomplishments for the period of time since the prior report.

H. Metrics summarizing all milestones depicting planned versus actual accomplishments and explanations for variances, e.g., graphic display of planned versus actual cumulative milestone status, xx of 1000 milestones are behind plan and why, etc.

I. Summary and explanation of key EVM parameter performance and trends. This shall include:

Cost/schedule trends, significant cost/schedule/technical variances, projected impacts, quantified risk assessments, and corrective action plans.

J. Problems encountered during the reporting period, and anticipated approaches for resolution (including, as appropriate, technical issues, manpower and staffing, supplier and subcontractor issues, etc.)

K. Status of open issues and problems from prior reporting periods L. Risk Status for top 10 risks M. Status of action items N. Identification and status of long-lead purchases/acquisitions planned or made prior to PDR and prior to

To provide the contractor’s time-phased plan or “point estimate”, for performing the projects approved total scope of work and achieving the projects goals and objectives within a determined timeframe and with acceptable risks, in the form of a Critical Path Method-based integrated master schedule (IMS). The IMS also conveys the contractor’s current status, including actual work accomplishment, forecast to complete for work remaining, key milestones, task interdependencies, and development phases necessary to accomplish the approved total scope of work. This IMS will be used to provide and facilitate management insight into contractor baseline establishment, critical path identification, project status, schedule forecasting, schedule risk, and change management to support the evaluation of contractor performance within an integrated cost and schedule environment. Utilize any process and reporting synergies with finance and earned value management (EVM). Descriptions of scheduling terminology used in this DRD can be found in NASA’s Schedule Management Handbook.

Preparation Information:

The contract IMS shall include the tasks necessary to accomplish the approved total scope of work as identified in the contract statement of work (SOW) and defined in the Contract Work Breakdown Structure (CWBS). The IMS shall also include all logical relationships (interdependencies) between tasks. The IMS shall contain the approved baseline schedule as well as current forecast schedule. All key milestones shall be clearly identified and logically linked to related tasks including: contract milestones, design reviews, readiness reviews, and “givers/receivers” among subsystems/organizations (including subcontractor effort). The IMS shall be created and maintained in a project management software system that supports automated time phasing of tasks; a logic driven critical path; schedule assessments; trend analysis capabilities; and schedule baseline control. The IMS shall relate actual progress to the baseline and contain the current forecast for the remaining work/effort.

The IMS shall contain the following attributes:

1. CWBS Reference: All IMS tasks must be traceable to the CWBS to support integration with the cost/budget plan or performance measurement baseline (PMB) with a coding/flagging scheme referencing the appropriate CWBS number.

2. Contract SOW Reference: All IMS tasks must be traceable to the contract SOW to support integration with the cost/budget plan or PMB with a coding/flagging scheme referencing the appropriate CWBS number.

3. Task Designations: Includes WBSs for planning packages, control accounts, and work packages (WP) and activities must be identified in the IMS on contracts with an EVM requirement.

4. Earned Value Technique Designations: If the IMS is used to directly status the EVM tool, the contractor must identify at the task level the EVM technique used for determining the Budget Cost for Work Performed. Schedule status date must match the financial calendar end date.

5. Subcontractor Effort: At a minimum, subcontractor effort must be incorporated into the IMS at an intermediate level with key milestones and be distinguishable from the contractor’s in-house and interdivisional effort.

6. Schedule Baseline: The schedule baseline must be set and maintained at the task level of the IMS. If the schedule baseline is set for dates other than task early start and early finish dates, the contractor must provide a notification and justification to the Government.

7. Task Duration Rationale: The rationale for task durations exceeding 42 workdays must be explained in each task’s notes or other text field.

8. Predecessors and Successors Rationale: With the exception of the contract start and finish milestones, the rationale for any task without a predecessor or successor task must be described in the task’s notes or other text field.

9. Givers/Receivers: Deliverable and receivable products from one organizational element to another organization element must be identified with zero duration milestone tasks in the IMS and finish-to-start dependencies (for example, the deliverable of a subsystem, the “giver,” to system integration and test [I&T], the “receiver,” must each be a milestone task with zero-day…
