About this file

This document is a Summary of Addendum #1 Plan Changes for the Lake Ferns Road Industrial Park infrastructure improvement project being procured by the City of Umatilla, Florida. The addendum details modifications to the original contract plans across multiple plan sheets, including the deletion of monitoring well removal callouts (C-300), demolition and leveling of a dirt driveway with fence and gate updates (C-420), addition of fill notes (C-500), installation of splash pads (C-600 and C-800), specification of swale reinforcement mat systems (C-620), addition of two fire hydrants (C-700 and C-720), conversion of water mains and force mains from other materials to DIP (ductile iron pipe) under pavement (C-700 and C-720), relocation of FM (force main) service connections (C-720), and adjustments to section details and control structure specifications (C-800). The project encompasses approximately 19.835 acres and includes construction of new water lines, sewer lines, roadways, site grading, and stormwater management systems. The mandatory pre-bid conference was held on January 16, 2025, with sealed bids due by 2:00 p.m. on February 13, 2025 (ITB-25-PW-001). The City Council is expected to award the contract on March 4, 2025, with final contract approval on March 18, 2025, and a Notice to Proceed anticipated prior to March 31, 2025.

The project has secured $4.8 million in grant funding against original estimates of approximately $2.7 million. Bidders must submit two physical copies and one digital copy of their proposals and are required to provide a bid bond, corporate resolution, non-collusion affidavit, trench safety affidavit, proof of adequate insurance, and current licensing documentation. The contract includes liquidated damages of $500 per calendar day for failure to meet the project completion deadline. The site presents environmental considerations, including a 0.205-acre wetland area requiring a 25-foot buffer zone, and encompasses multiple soil types including Sparr, Immokalee, Pompano, and Wauchula. The property is currently zoned as Planned Unit Development (PUD) with adjacent zones designated as Planned Development Future (PDF) and Limited Manufacturing (LM).
