Single Source Justification (Simplified Acquisition)

November 2018 [ Controlled Unclassified Information ] Page 3 of 3 the purchase cost and is not being limited in anyway. The system specification will be posted to BetaSams,.gov for solicitation, allowing any contractor to bid.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
A fair and reasonable price will be determined and based on adequate price competition.
Proposals will be requested and reviewed on a competitive basis . A technical evaluation of the offers will be received and evaluated on a non-biased basis as to ensure the government's minimum needs are met and also not to preclude any offerors from receiving a fair evaluation. Price competition will be documented on an SF 1409, Abstract of Offers, and detailed in a Price Competition Memorandum in order to ensure that the most fair and reasonable price available is received.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
