Questions & Answers for Solicitation FA8571-21-P-0034 Shot Peen 26 May 2021

Question 1: 3.1.2.7. Class 2 Division 1 Classification: Can we discuss this requirement in more detail? We have never had a request to meet Class 2 Division 1 Classification on robots and motors in a shot peen cabinet.

Answer 1: This requirement is based on any future modifications plus we make it standard in all blasting cabinets to be class 2 div 1 Question 2: 3.1.5.1 Logix 5000 Pro Edition can be purchased, but also requires a yearly subscription payment. Should we include the price for a one-year subscription? It is easier to manage if the Government would buy the software directly and maintain the subscription.

Answer 2: Logix 5000 license can be purchased without a subscription.

Question 3: 3.1.7.1 Is the six weeks of programming support to be completed within 15 months of contract award or from machine acceptance? If it is to be supplied as written, our interpretation is that programming training will be completed in the same 15 months as the system completion. Also, can this training be listed as a separate CLIN since it could remain open for many months after the equipment has been commissioned?

Answer 3: This is programming support not training and it is to follow machine installation Question 4: 3.1.8.1-3.1.8.2.1 Are these requirements necessary if the machine’s computers will not be connected to the Government’s network? We can also supply the machine without a PC interface which might also eliminate the need for this requirement. If the supplier must follow these requirements, please forward the referenced documentation.

Answer 4: These requirements must be meet regardless of the presence of a pc. The robot itself satisfies the requirement for cyber security standards. This documentation is publicly available and the requirement to have a GICSP will identify the documents needed for the RMF process.

Question 5: 3.1.8.3.1-3.1.8.3.5 We are only able to comply with 3.1.8.3.3; we are a Fanuc Authorized System Integrator. Will we be found technically unacceptable? We have integrated Rockwell Automation hardware and software as our corporate standard since the 1980’s, but we have not been certified.

Answer 5: This certification is now added to our SOW’s due to cyber security requirements.

Question 6: 7.2 Is this training in addition to the six weeks required in 3.1.7.1?

Answer 6: 3.1.7.1 is not training. It is programming support.

Question 7: Is 17’ the max ceiling height?

Answer 7: 17’ is the required ceiling height

Question 8: Can you send us prints for the parts being processed in the machine?

Answer 8: Allowable?

Question 9: What is the smallest bore size that will require lance peening?

Answer 9: Currently, a lance is inserted into the taper bore as far as possible (with clearance standoff). Then it rotates and backs out of the bore slowly.

Question 10: We would like to discuss definition of the work envelope.

Question 11: Item “3.1.2.3: The system shall have a turntable installed such that the top of the table is flush with the floor.”

Is this requirement for the floor inside the enclosure, or the main floor outside the enclosure (will the system need to be installed in a pit?)

Answer 11: The floor inside the enclosure Question 12: What piece of the C130 propeller is being shot peened? Is it just the bore or does it include something on the blades?

Answer 12: The taper bore of the propeller is peened, but the exterior of the blades gets peened as well. The butt face also needs peening when screw holes repairs are needed. See attached picture.

Question 13: Does the shot have to be collected and reused?

Question 13: Yes

Question 14: Can you provide any specs for the size of robot that is needed? (Payload? Reach? etc.)

Answer 14: payload is to be determined by contractor to meet all aspects of the PD. Reach is to be determined by the contractor to ensure the entire work envelope can be used.

Question 15: Does the government have any preferred shot peening equipment?

Answer 15: No

Question 16: Can the government provide the part prints with weights of the C130 propellers and C17 Slat tracks in the state they will be shot peened along with their associated weights? Additionally, can the government provide a specification for each part on the required peening intensity and coverage on each of the parts?

Answer 16: C17 slat tracks come in different sizes. Design for max length of 4.5 feet. They also have a slight curvature. See picture provided in question 9. C130 propellers are roughly a max of 6.5 feet long, as they can vary from propeller to propeller. C130 propellers are approx. 125 lbs. We will need variable media flow rates and psi levels to calibrate intensities ourselves. Coverage can vary from 100% to 200%, but we should be able to modify how the coverage.

Question 17: We are planning on proposing the Fanuc M710iC/45 for the robot. Please confirm this robot model meets the government’s requirements with a 2.6M reach mounted overhead?

Answer 17: The PD only states that the robot must be sized to fully reach the work envelope. The 710 is a capable robot for this and if the reach you have defined will fully work all parts of the cell then it will work

Question 18: We plan on providing a protective boot for the robot. Does the government have boots or a boot supplier that they presently use that we can include?

Answer 18: We do not have a specific vendor that we usually use.

Question 19: We plan on providing hardware to process monitor the shot peen operation. We are assuming the part will come with a traveler and be scanned in with a serial number. Our process parameters will be tied to that serial number and the system will follow AMS 2430 specifications. Is this level of data capture required and if so, can this data reside on a Robins AFB plant system?

Answer 19: The serial number that travels with the part does not identify what the part is. It relates to a database that you will not have access to. This system will be a standalone unit and cannot connect to any base network. Preference would be to have the capability to select a process that is tied to a program on the teach pendant.

Question 20: We are planning on having the work piece at 45” above the finished floor. The floor of our enclosure will be flush to the top of the turntable. Is this arrangement acceptable? We do not intend on designing for any pits in the Robins AFB building foundation to drop the turntable base below the finished floor. Please confirm this approach is acceptable.

Answer 21: This is acceptable

Question 22: We intend on having a manual tool change between the shoot peen standard nozzle and the lance peening nozzle. We plan to use an auxiliary robot axis for the lance peen articulation. Please confirm this approach is acceptable.

Answer 22: This is acceptable

Question 23: Item 3.1.6.7 holding station fixture for the C130 propellers outside the cabinet. Is this rack to be quoted as part of the scope and if so how many propellers does it hold and is the rack moved with a fork truck or on casters?

Answer 23: This is part of the scope. It will hold 1 prop at a time and must be attached/locked to the cell while the blasting operation is running. It can be removable if you feel this is the best way to load it but it is not a requirement.

Question 24: 3.1.6.11 There shall be two media adder hoppers with a media size exchange system. Changing between the two media sizes shall take less than one hour.

Please provide clarification on media size exchange system needed. Is it permissible to set the system up with two pressure pots and switch the media by connecting blast hoses to the respective pressure pot? This would drastically decrease media changeover time compared to a single vessel system. Separation of the 280/550 steel shot will occur in the vibrating screen classifier specified in 3.1.6.9.

Answer 24: This is acceptable if you find it to be the best method.

Question 25: 3.1.2.1 The system shall have enough maneuverability to allow shot peening of the area of interest for C-17 slat tracks and C-130 propellers What are the areas of interest? Clarifications of areas that require peening are desired.

Answer 25: The areas of interest will be as follows for each part:

C-17 Slat tracks: need to be peened along both the convex and concave, flat faces that run the length of the part. Max part length is roughly 4.5 feet for the largest slat track (they come in different sizes).

C-130 propellers: need to be peened in a critical location shown in the photo above. C-130 propellers also need to be peened on the internal taper bore. When repairing screw holes (shown in the figure below) the butt face needs to be peened during the repair process.

Question 26: 3.1.2.5 The contractor shall design and build a fixture that holds and rotates the current part.

3.1.2.7 The robot, turntable motor, and fixture motor...

Answers 26:

Is this a separate axis beyond the 7th axis servo table? No. It is the turntable.

How will a motorized fixture rotate parts in a manner which cannot be accomplished with a 7th axis servo table? This is in reference to the 7th axis turn table.

Any clarification on the fixture motor would be beneficial. No other motor required

Question 27: 3.1.2.7 The robot, turntable motor, and fixture motor shall be purged and have a Class 2 Division 1 Classification issued by a Nationally Recognized Testing Laboratory. Power shall be removed from all other electrical components that are 120 VAC or more in the booth during peening and machining operations. All electrical components that could come into contact with the contaminate dust, shall be protected from this dust.

What is meant by machining operations?

Answer 27: Machining operations refers only to the peening of the part.

Question 28: Is the Fanuc 710 air-purgable? (We are able to purge the protective robot suit) Answer 28: This is up to the contractor to determine Question 29: We would use a small Fanuc servomotor for the rotary lance. Are these able to be air purged?

Answer 29: This is up to the contractor to determine Question 30: Would purging a cover protecting the motor suffice?

Answer 30: Yes Question 31: If 7th axis servo (for main table) is located outside of the blast cabinet, does it still need to be purged?

Answer 31: No Question 32: The language “shall be protected from this dust”, does this imply air purge, or dust protection by other means? (With regard to dust collector motor and motors included in mechanical reclaim system) Answer 32: This only relates to items inside the booth.

Question 33: 3.1.6.1.1 The manual station shall have a table on which other assorted parts can be shot peened.

Is this a separate table, or can the 7th axis table be used?

Answer 33: 7th axis table may be used.

Question 34: 3.1.6.7 There shall be a part holding station/fixture for holding the C-130 propellers butt face tight to the outside of the cabinet.

Further clarification needed.

Answer 34: The butt face is the end of the blade that contains the opening for the bore where peening with the lance takes place for the blade. This must be secured to the booth for the blade to be stable enough to blast the bore.

Question 35: 3.1.6.8 There shall be a rotating lance system for peening the taper bores of C130 propellers.

Answers 35:

Does the lance need to be servo controlled? No but the lance will require 360 degree rotation Can you verify that this is intended to be robotically manipulated? This is correct Does table height need to be at floor level? This is up to the contractor to determine Is computer monitoring of process-critical parameters required? No. Testing will be done to ensure parameters are within control.

Is UL/CE certification required for this equipment? No Does the manual station need only a straight nozzle? This is correct

Question 35: Is this a used machine coming from another facility or is it a Brand new machine?

Answer 35: No, This is for a new machine.

Question 36: I need more info about the machine. Serial # , manufactory names and any pictures you have.
