Project Location:

This project is located on lands administered by the Pomeroy Ranger District, Pomeroy, WA, in Columbia County. Vicinity Maps showing the project locations and access are attached and made part of this contract. All township and range locations are predicated upon the Willamette Base Meridian.

A. Boundaries:

Avenza will be utilized to the extent possible for project boundaries, other than for easily identified ground features shown on the contract map(s). Some areas may be marked by the Forest Service with white “Contract Area” tags, which face into the contract units. “Contract Area” tags may be supplemented with pink and black flagging. This area will supersede Avenza and will be easily identifiable on the ground. Most likely this areas will be RHCA buffers.

B. Access:

Most all major roads and arterial roads are closed seasonally from December 1st through March 31st. The Forest Service assumes no obligation to plow or do special maintenance to keep roads open. Furthermore units may not be accessible to residual snow. Access to contract area will typically be available early to mid-June.

Performance Standards:

Selection of Leave Trees

The contractor shall mechanical thin/masticate trees in excess of Forest Management Plans, utilizing spacing, DBH cut limits, and species preferences to achieve a desired number of trees per acres. The technical specifications are based on the overall composition and condition of the stand, and are intended to be guideline.

A. Contractor shall leave all conifers that are larger than the maximum DBH of 9” or as specified on the Detailed Unit Information sheet, and shall include these trees for spacing purposes.

B. Contractor shall always leave the following trees and disregard them for spacing.

a. Leave all live conifer trees that are shorter than 12” in height, unless otherwise specified.

b. Leave all trees exhibiting, visible wildlife denning or nesting use. Should an active goshawk nest be located, work shall be discontinued within 500 feet of the nest-tree until the CO has been notified and has authorized resumption of work.

c. Leave all dead trees unless these trees pose a safety hazard to workers in the area.

d. Leave trees with fencing attached

e. Leave all trees with National Forest Service signs attached.

C. Contractor shall select leave tree-trees, from those live conifers at least 12 inches, to achieve average spacing as specified on the Detailed Unit Information sheet and the table below

a. Leave-trees shall be the healthiest, most vigourous, and best-formed trees of the preferred species in the stand, as evidenced by the tallest height, largest crowns and crown ratios, straightest stems, and the least amount of damage or disease.

b. Leave-tree spacing is an average and shall be varied to leave the most desirable trees. Leave tree spacing shall be averaged over the stand.

c. Leave trees shall be selected within the order of species preference as listed below in Section D. This order of preference only applies to trees free of damage and defect.

d. Where undamaged trees are not available, gaps are acceptable.

e. Prioritization. Taking the above considerations into account, prioritize tree vigor over species. Apply species prioritization as described below:

Favor more vigorous trees with well-formed crowns, and free of substantial signs of insect damage or mistletoe or pathogen infection. If vigor and crowns are roughly comparable, defer to species preference.

Remove all western larch and Douglas-fir showing substantial (DMR >2) signs of dwarf mistletoe infection, within ranges of prescribed residual stocking.

D. Selection of leave trees will be on Detailed Unit Sheet. NO white pine will be cut.

Cutting Of Trees

A. Contractor shall exercise extreme care to prevent damage to leave-trees. If the best leave-tree is accidentally cut or damaged, Contractor shall leave a substitute tree. Contractor shall select as the substitute tree, the most healthy, vigorous, and largest tree of a preferred species available within 8 feet of the cut or damaged tree. Substitution will only be an acceptable remedy if encountered infrequently. If frequent, the inspection will indicate deficient trees.

B. Contractor shall exercise extreme care to prevent damage to all physical improvements (fences, telephone lines, established land corners, buildings, ditches, etc.) and private land on the contract area. Contractor shall be liable for damage to physical improvements and shall make immediate repairs to damaged physical improvements.

C. Trees shall be completely severed from the stump. Cutting shall be below the lowest live limb, except when prevented by obstacles. Stump height shall not exceed 8 inches above ground level or 4 inches above obstacles.

All live limbs below the cutting point shall be removed from the bole.

D. All trees required to be felled, shall be felled into the particular project area. Any trees falling outside of the unit boundary shall be pulled back into the project area.

Slash Treatment

A. No thinning slash shall be left suspended by, or lean against, a leave tree; whether it is dead or alive.

B. Thinning slash shall be pulled back from the following areas:

1. Roads - All roads, road shoulders, and cut banks shall be kept free of thinning slash.

2. Developed recreation sites/trails - No slash shall be left in established recreation sites or trails.

3. Cultural Resource Sites - The Contractor shall notify the CO of any suspected cultural resource sites prior to working the area. If slash is felled onto a cultural resource site, the Contractor shall discontinue work in the general area until the CO has been notified.

4. All Other Improvements - No slash shall be left within 10 feet of any physical improvement.

6. Fire Lines - No thinning slash shall be left in existing fire lines as designated on contract map.

7. Unit boundaries.

8. Streams, ponds, bogs, or wallows.

9. Survey markers- Bearing trees, brass caps, or monuments.

Post Award Conference (AGAR 452.215-73) (Nov. 1996)

A post award conference with the successful offeror may be required. It will be scheduled and held as soon as the contractor, CO and COR are available to meet after the date of task order award. The conference will be held at a mutually agreed upon location.

Safety

Contractor shall provide a written, job-specific safety plan for the inherently hazardous conditions that exist during operations.

Contractor’s safety plan shall identify and describe hazardous conditions and specific actions to reduce these hazards. This plan shall be provided to the Contracting Officer (CO) at the post award conference. Work shall not commence on this project if the Contractor fails to provide the CO with an acceptable safety plan.

FAR Clause 52.217-7 Option for Increased Quantity—Separately Priced Line Item (MAR 1989)

The government may require the delivery of the numbered line item, identified in the schedule as an option item, in the quantity and at the price stated in the schedule. The contracting officer may exercise the option by written notice to the contractor at any time within the 90 days of the effective date of the Notice to Proceed. Delivery of added items shall continue at the same rate thatlike items are called for under the contract, unless the parties otherwise agree.

52.217-5 Evaluation of Options. (JULY 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

Evaluation of options will not obligate the Government to exercise the option(s).
