DESCRIPTION
This task order is for hand thinning/slashing of 420 acres and hand piling of 161 acres on the Wallowa Valley Ranger District of the Wallowa-Whitman National Forest.
The spacing requirements for each unit are described on the attached Detailed Unit Information Sheet(s).
Slash shall be treated so that any remaining slash meets the requirements as described in the specific tasks section and Detailed Unit Information Sheet(s).
MOTORIZED EQUIPMENT
Use of motorized equipment other than hand-held equipment such as power saws and brush cutters will not be permitted off designated roads in the project area without approval of the Contracting Officer or as provided elsewhere herein.
PROJECT BOUNDARY
Vicinity maps showing project locations and access are attached and made part of this contract. All township and range locations are predicated upon the Willamette Base Meridian.
The Forest Service assumes no obligations to plow or do special maintenance to keep roads open.
Some of the roads in the contract may be blocked to vehicle travel and will remain blocked during the period of the contract.
A. Boundaries
The boundaries, other than for easily identified ground features shown on the contract map(s), have been marked by the Forest Service with cardboard, plastic markers, or other easily identified markers which face into the contract units. Contract boundary markers are supplemented with plastic flagging as needed.
B. Exclusions
Exclusions are non-treatment areas falling within contract unit boundaries that the Contractor shall not enter or work within. Further, Contractor shall exercise care to avoid having trees fall into or toward such areas of exclusion. Exclusions will be: 1) Marked on the ground by use of Boundary of Contract Area signs that will face into the contract area. 2) Contract units that contain exclusions will be identified as having exclusions in the "REMARKS" column of the Detailed Unit Information Sheet(s). 3) Contract maps of units containing exclusions will show the locations of any exclusion(s).
TECHNICAL SPECIFICATIONS
1. SELECTION OF LEAVE-TREES
The technical specifications are based on the overall composition and condition of the stand, and are intended to be guidelines for achieving a high quality final product in a professional manner.
Contractor is expected to use silvicultural knowledge to identify and adjust to variations within the stand.
A. Contractor shall always leave the following trees and disregard them for spacing purposes:
1. Leave all live conifer trees that are shorter than 12 inches in height, unless otherwise specified.
2. Leave all trees exhibiting visible wildlife denning or nesting use. Should an active hawk, eagle, or Pileated woodpecker nest be located, work shall be discontinued within 500 feet of the nest-tree until the CO has been notified and has authorized resumption of work.
3. Leave all shrubs and non-coniferous tree species, except when cutting is necessary to access a coniferous cut tree.
4. Leave all dead trees, except as indicated on the Detailed Unit Information sheet.
5. Leave all trees with fencing attached.
B. Contractor shall leave all conifers that are larger than the maximum cut DBH specified on the Detailed Unit Information sheet, and shall include these trees for spacing purposes.
C. Contractor shall select additional leave-trees, from those live conifers at least 12 inches tall and up to the maximum cut DBH, to achieve average spacing as specified in the Detailed Unit Information sheet.
1. Leave-trees shall be the healthiest, most vigorous, and best-formed trees of the preferred species in the stand, as evidenced by the tallest height, largest crowns and crown ratios, straightest stems, and the least amount of damage or disease.
2. The leave-tree spacing is an average and shall be varied up to 25 percent (wider or tighter) to leave the most desirable trees. It is more important to leave the best trees, than to have uniform spacing. Averaged over the stand, leave tree spacing shall not be materially increased or decreased from what is specified in the Detailed Unit Information sheet.
3. Leave-trees shall be selected within the order of species preference as listed on the Detailed Unit Information sheet. This order of preference only applies if the trees are free of damage or defect.
In most cases tree vigor will help you determine which trees will best inhabit the site.
4. Where undamaged trees are not available, select leave-trees with the least amount of damage.
5. Species preference compensates somewhat for minor differences in size or quality. For example, a smaller but otherwise equal quality ponderosa pine which is 2/3 the height of a Douglas-fir should be left rather than the Douglas-fir. A western larch with minor bole damage would be preferred over an undamaged grand fir.
D. Exceptions
1. When live ponderosa pine or western larch with diameters over 21 inch DBH are encountered, cut all live and dead trees less than the maximum cut DBH that are within 30 feet of these 21+ DBH trees. Check the Detailed Unit Information sheet for units where this is required.
2. When quaking aspen are encountered, the minimum spacing shall be 50 feet off any size of these trees. All live trees under the maximum DBH shall be felled. Check Detailed Unit Information sheets for units for where this is required.
3. All grand fir, juniper, and sub alpine fir under the maximum DBH or DSH listed on the detailed unit information sheet shall be felled regardless of spacing.
2. CUTTING OF TREES
A. Contractor shall exercise extreme care to prevent damage to leave-trees. If the best leave-tree is accidentally cut or damaged, Contractor shall leave a substitute tree. Contractor shall select as the substitute tree, the most healthy, vigorous, and largest tree of a preferred species available within 8 feet of the cut or damaged tree. Substitution will only be an acceptable remedy if encountered infrequently. If frequent, the inspection will indicate deficient trees.
B. Contractor shall exercise extreme care to prevent damage to all physical improvements (fences, telephone lines, established land corners, buildings, ditches, etc.) on the contract area.
Contractor shall be liable for damage to physical improvements and shall make immediate repairs to damaged physical improvements.
C. Trees shall be completely severed from the stump. Cutting shall be below the lowest live limb, except when prevented by obstacles. Stump height shall not exceed 8 inches above ground level or 4 inches above obstacles. All live limbs below the cutting point shall be removed from the bole.
D. All trees required to be fell, shall be felled into the particular project area. Any trees falling outside of the unit boundary shall be pulled back into the project area.
3. SLASH TREATMENT
A. Check Detailed Unit Information sheet for unit specific slash treatment (such as lopping along private land boundaries or open roads.) No additional payment will be made for slash treatment.
The contractor shall not start thinning a new unit until the slash work on the previously thinned unit is completed.
B. No thinning slash shall be left suspended by, or lean against, a leave tree; whether it is dead or alive.
C. Thinning slash shall be pulled back from the following areas:
1. Roads - No slash shall be left within 5 feet of the outside edge of the road shoulders. In areas with cut and fill construction, this distance shall be measured from 5 feet beyond the top of the bank to 5 feet beyond the point where the shoulder meets the fill slope. (i.e., hinge point of road shoulder and fill slope.) All open roads shall be kept free of thinning slash.
2. Developed recreation sites/trails - No slash shall be left in established recreation sites or trails.
3. Cultural Resource Sites - The Contractor shall notify the CO of any suspected cultural resource sites prior to working the area. If slash is felled onto a cultural resource site, the Contractor shall discontinue work in the general area until the CO has been notified.
4. All Other Improvements - No slash shall be left within 10 feet of any physical improvement including but not limited to; Fences, spring tanks, Sign etc.
5. Private Land - See Detailed Unit Information sheet.
6. Fire Lines - No thinning slash shall be left in existing fire lines as designated on contract map.
7. Unit boundaries.
8. Streams, ponds, bogs, or wallows.
D. Additional Slash Treatment
1. All slash will be lopped to within 12 inches of the ground.
Units may require all thinning slash to be treated so that the depth and length of the slash does not exceed certain parameters as listed on the Detailed Unit Information sheet.
PRIORITIZATION OF WORK
The Contracting Officer may elect to prioritize work by area or unit. Work with limited performance periods are shown on the Detailed Unit Information Sheet. Work on some units may be limited to July 1- November 15 depending on the potential for beetle problems in thinning created slash.
DETAILED UNIT INFORMATION SHEET
02 FAM LoJo Lupine TSI and Hand Pile
Species retention is prioritized as follows: 1) western larch 2) ponderosa pine 3) Douglas-fir 4) Engelmann spruce, 5) lodgepole pine. Selected leave trees shall exhibit attributes of good health and vigor, and subordinate species may be selected for retention over a primary retention species (wester larch & ponderosa pine) that exhibits indicators of poor health, form, and vigor. Larger size is not a reason to select a subordinate species.
• Leave Tree spacing 20-foot variable. Variable is an average taken over the entire unit that can vary up to 25%.
• Healthy, well-formed understory trees <9-inch DBH can be left on a variable spacing if they pose no fire ladder risk to large leave trees.
o When live western larch, ponderosa pine or Douglas fir with diameters over 21-inch DBH are encountered, cut all live and dead trees less than the maximum cut DBH that are within 30 feet of these 21+ DBH trees, unless western larch or ponderosa pine are present then leave at standard spacing.
• Do not cut Aspen trees. Cut all trees under the DBH limit within 50’ of Aspen trees.
• Cut all grand fir, juniper, and sub alpine fir under the maximum DBH.
• Remove all species of trees whose bole is within 20’ of a road edge up to the 9” DBH limit.
• Flagging and boundary tags may not be present when the unit boundary follows a road.
• Hand pile all new slash and existing dead and down up to 10” diameter.
• Cover all piles with plastic sheeting.
• No piles under 4 feet tall or 5 feet wide.
• Do not leave any new or existing slash up to 10” diameter within 10’ of roads, fences, or existing improvements.
• Any trees falling outside of the unit boundaries shall be pulled back into the project area.
• Follow instruction in Remarks below.
