BACKGROUND
LD NCT (31 Little Dean NCT Thin & Grapple) is a call order consists of a total of 208 treatment acres for thining and grapple piling, all existing within the greater Little Dean Project area. For specific unit requirements and specifications see the attached Detailed Unit Information Sheet (DUIS).
OBJECTIVE
The overall objective of this project is to improve forest health, the landscape’s resiliency to disturbance, and reduce the risk of wildfire within the wildland urban interface.
Units under line item 1 (Thinning for Machine Piling) may not be passed by government inspection for pay until line item 2 (Grapple Piling) for the associated unit is completed.
There are some units that are adjacent to private land ownership. Boundaries have been flagged in by following established t-post boundaries. If there is any confusion regarding the property/boundary line, the contractor shall stop working in the vicininty of the ownership boundary and reach out to the COR for clarification. Furthermore, where fencing exists, the contractor shall fell trees away from the fence into the unit and remove felled trees within 6 feet of the fence, protecting the fence and ensuring no damage is incurred.
Should springs and/or seeps be encountered that do not have a boundary protecting them, the contractor shall not cut or pile within them and inform the COR of such areas so that a proper buffer can be created.
TASKS
The contractor shall be required to non-commercially thin, treat slash, and grapple pile identified units within the project area.
Units are identified by pink flagging and yellow Milex tags labeled LD NCT with associated unit number (see attached pdf maps for unit numbers and locations). Of the total 208 thinning and grapple piling treatment acres, there are 104 acres of thinning for machine piling and 104 acres of grapple piling.
THIN
See attached DUIS for unit specific requirements related to the hand work (thinning and bucking slash) of this order.
GRAPPLE
The intention of grapple piling within this is order is to reduce fuel loading by mechanically piling slash created by non-commercially thinned units as well as natural build up of woody debris on the forest floor.
The contractor shall pile at least 90% material from 1 to 9 inches in diameter and over 4’ in length. Some bucking of logs may be required.
Pile Requirements
1. Piles shall be constructed in such a manner as to combust completely, contain fire within the pile perimeter, and do minimal damage to residual trees.
2. At least 75% of tree boles (trunks) and large diameter limbs should be aligned parallel with each other to aid in consumption when piles are burned.
3. Pile height shall be 5 feet minimum and 15 feet maximum’
4. Pile diameter shall not exceed 20 feet or twice the height of the pile. (For example: 5’ tall pile would be 10’ or less in diameter)
5. Nothing shall protrude more than 5 feet outside of the perimeter of a pile.
6. Piles shall not be placed on large or tall stumps, down logs greater than 12 inches (small end diameter), or large rocks.
7. Piles shall not be constructed in roads, ditches, meadows, grass “scablands” or channel bottoms.
8. Piles shall contain minimal amounts of soil or rocks
The piling will be considered unacceptable if any of the following conditions are found:
1) Piles containing material exceeding 12 inches in diameter and exceeding 16 feet in length.
2) Piles are less than 10 feet apart or not dispersed evenly throughout the treatment unit.
3) Piles are located on or against stumps, logs, or rocks larger than 2 foot in diameter.
4) Piles are placed closer than 10 feet from the bole of any standing tree or snag.
5) Piles are placed within 10 feet of ditches or channel bottoms.
6) Piles are placed within or on any improvement such as a road, signs, fences etc.
7) Piles contain soil or are not tightly compacted.
8) Piles do not contain a variety of slash sizes.
9) Tree boles (trunks) and large diameter limbs are not aligned parrellel to each other in the majority (75%) of the pile.
10) Pile sizes are not within the specifications listed above for height or diameter.
Contractor shall notify the COR when pay items are complete and ready for inspection prior to moving out of the general area. Any unit not meeting contract requirements shall be reworked at the Contractor’s expense.
Slash treatment operations shall not begin until soil moisture levels are below forest plan standards and guides and will be suspended if soil moisture levels subsequently exceed standards and guides due to adverse or unusual weather. Contractor shall limit travel to existing skid roads whenever possible.
Equipment Specifications - All mechanical equipment proposed for use on this contract shall meet the following specifications:
1) Steel tracked machine. No machine shall have steel tracks over rubber tires.
2) Ground pressure not exceeding 7.5 pounds per square inch
3) Climbing/working ability up to 35 % slope
4) Capable of moving within stands without damaging leave trees
5) Effective arm reach of 20 feet minimum
6) Ability to masticate fuels to desired specifications
7) Ability to grapple pile fuels to desired specifications
8) Ability to perform work from existing skid trails or slash mats.
9) Operator cab, engine and arm shall be able to rotate 360 degrees
10) Non leaking fluid systems
