Location of Work
The Five Points project is located on the La Grande Ranger District. Project area map is provided for specific locations and are compatable with Avenza. General access to the Five Points project area is I-84 to Robbs hill road at Perry or Fox Hill road to the 3120 and 8405 roads. Access to the Sandbox project area is Highway 203 to the city of Union to the 7700 and 7785 roads. A Yale key may be required for access on the 8405 and an atv may be required in both project areas as some roads are blocked after commercial harvest. Description of Work and Standards
Slash Busting/Mastication
The contractor shall mechanically masticate (masticate is defined as the chipping, shredding, or mulching of woody material to a desired piece size) and scatter both natural and activity generated fuels so that the resulting fuel bed is no greater than 1 foot in depth (see attached detailed unit information sheet for exact piece size specifications of masticated material). Mastication of ground fuels both activities generated and naturally occurring is a requirement of the contract.
Down woody material (logs) greater than 12 inches in diameter at the small end and standing trees greater than 9 inches DBH will be left untreated. Standing dead trees under 10” DBH will also be masticated. The contractor shall avoid operations that would result in penetration of the duff layer and contributing to exposure of mineral soil
Mechanical Thinning with Slash Busting/Mastication The contractor shall mechanically thin/masticate trees in excess to management plans, utilizing spacing; DBH cut limits, species preference based on a prescription to achieve a desired number of trees per acre. Slash Busting/Masticaton (as defined above) will be performed concurrently with the mechanical thinning.
NOTE: See attached Detailed Unit Information Sheet for exact treatment specifications by unit.
Non Specific Requirements for all Services
1) Protect residual trees from scarring because of contract operations
2) Machine operations shall be conducted in such a manner as to minimize additional soil disturbance or compaction.
More than 20% of the soil within the project area may not be disturbed and track ruts shall not exceed 12 inches in depth.
3) Equipment shall operate on existing skid trails or slash mats generated by harvesters to the extent practicable.
4) Refueling, maintenance, and repair shall be done at landings or forest roads where practicable.
5) Equipment shall not cross or operate in meadows, stream channels, Riparian Habitat Conservation Areas (RHCA’s), or other non-work areas without approval of the COTR.
6) Mechanical equipment shall not be operating within 25 feet of Class 4 streams; no operating shall occur within 300 feet ft of Class 1, 2, or 3 Streams. Buffered streams will count in the 10% untreated area for wildlife.
7) Contractor shall suspend work if soil moisture levels subsequently exceed standards and guides due to adverse or unusual weather conditions.
8) Contractor shall notify the COTR when a unit is complete before moving out of the general area.
9) In general standing trees will be masticated from top to bottom.
10) When available 10% of the area treated will be left untreated as wildlife patches: Wildlife patches shall not be left within 100ft of road systems, private land or Forest Service administrative sites. Wildlife patch size will range in size from ¼ to 1 acre in size. Stream buffers will count in the 10% area left untreated for wildlife. (Not all units will require wildlife patches: See Detailed Unit Information Sheet)
Post Award Conference (AGAR 452.215-73) (Nov. 1996)
A post award conference with the successful offer is required. It will be scheduled and held as soon as the contractor, CO or COR are available to meet after the date of task order award. The conference will be held at a mutually agreed upon location.
Traffic Control
All equipment will be contained within the project boundary. The Contractor is responsible for providing signs warning of the potential hazard from flying debris on all open roads adjacent to treatment units.
Safety
Contractor shall provide a written, job-specific safety plan for the inherently hazardous conditions that exist during operations.
Contractor’s safety plan shall identify and describe hazardous conditions and specific actions to reduce these hazards. This plan shall be provided to the Contracting Officer (CO) at the post award conference. Work shall not commence on this project if the Contractor fails to provide the CO with an acceptable safety plan.
FAR Clause 52.217-7 Option for Increased Quantity—Separately Priced Line Item (MAR 1989)
The government may require the delivery of the numbered line item, identified in the schedule as an option item, in the quantity and at the price stated in the schedule. The contracting officer may exercise the option by written notice to the contractor at any time within the 90 days of the effective date of the Notice to Proceed. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
FAR 52.217-5 Evaluation of Options. (JULY 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
Evaluation of options will not obligate the Government to exercise the option(s).

Five Points Mechanical Fuels Detailed Unit Information Sheet (Cont)
Specific Information
Mastication Information (Applies to all units) Fuel height reduction
1. The contractor shall mechanically thin, masticate and scatter both natural fuels and activity generated fuels so that the resulting fuel bed is no greater than 1 foot in depth with an average piece size of 12”.
2. Down woody material (logs) greater than 12” in diameter at the small end will be left untreated.
Contractor shall select leave trees based on the following criteria.
1. Select leave trees which have the tallest height, largest crown, and straightest stems and are free of damage or disease.
2. Leave all conifer trees which exceed the maximum DBH cut limit of 9” DBH.
3. Select additional leave trees from healthy, undamaged conifers under specified
DBH cut limit as necessary to achieve average spacing.
4. If no healthy undamaged tree exists at the required spacing interval, leave a tree relatively free of damage, regardless of species.
5. Selection of leave trees will be made in the following priority order: , western larch, Douglas-fir, Ponderosa pine, lodgepole pine, and grand fir
6. Spacing may be varied up to twenty-five (25) percent to select the most desirable tree. However, spacing control, using the original guides, shall be maintained whenever possible.
7. Minimum cut tree height is 12 inches.
8. Trees (not needed for spacing purposes) exceeding twelve (12) inches in height shall be severed below the lowest live limb, except when prevented by natural obstacles; in which case, any live limbs below the cutting point shall be removed.
Trees shall be completely severed from the stump. Stump height shall not exceed six (6) inches above the ground level or two (2) inches above a natural obstacle.
9. Chainsaws or loppers will be required by the COR if rework is needed to achieve the minimum tree cut height of 12”. Rework with an excavator will not be permitted to minimize leave tree damage and ground disturbance.
10. In general, standing trees will be masticated from top to bottom.
11. When available 10% of the area will be left untreated as wildlife patches:
Wildlife patches shall not be left within 100ft of road systems, private land or Forest Service administrative sites. Wildlife patch size will range from ¼ to 1 acre. Stream buffers will count in the 10% area left untreated for wildlife. See DUI for specific unit info.
12. All Class 4 streams, springs and seeps will be protected with a 25 foot no cut buffer.

1. Piles shall be constructed with material piled in a compacted parallel configuration in such a manner to ignite easily and combust completely, contain fire within the pile perimeter, and do minimal damage to residual trees.
2. Pile height shall be 5 feet minimum and 15 feet maximum. Where applicable piles meeting the maximum size requirements are proffered.
3. Piles shall be constructed a minimum of 20 ft. from private land boundaries and fences.
4. Pile diameter shall not exceed 20 feet. Some bucking of logs may be required.
5. Nothing shall protrude more than 5 feet outside of the perimeter of a pile.
6. Piles shall not be placed on large or tall stumps, down logs greater than 12 inches (small end diameter), or large rocks.
7. Piles shall not be constructed in roads, fences, ditches, meadows, grass
“scablands” or channel bottoms.
8. Piles shall contain minimal amounts of soil or rocks.
