DESCRIPTION

The expected result of this project is to mechanically alter fuel loadings on approximately 652 acres within the Puderbaugh project in the Hells Canyon National Recreation Area. Units are composed of primarily mixed conifer. Trees masticated will vary in size from small diameter saplings up to the 9-inch maximum cut diameter. Fuel loadings estimated between 15-35 tons/acre. Some units contain dense patches of small diameter of mixed conifer regeneration saplings. Treatment units are located mostly on flat aspects with elevations ranging from 5500 feet to 6300 feet. Slope within treatment units varies from 0 to 30% with an average of 10% or less.

Fuels shall slashbusted/masticated to alter the fuel profile resulting in slash within close contact to the ground increasing the rate of decomposition.

The Forest Service has marked all treatment units with plastic flagging and boundary tags containing unit name and number.

Color of flagging will be orange, pink, or pink and black striped.

TREATMENT OBJECTIVES

To meet the objective of this contract, the contractor shall:

(1) Masticate standing trees to achieve leave tree outlined in the detailed unit sheet. Trees to be masticated shall not exceed 9-inch DBH. Leave trees should follow species priority list identified in the unit description document.

(2) Masticate slash between 1-9 inches in diameter and over 6 ft. in length to a maximum of 4 ft. segments within 12 inches of the ground. This may require more than one pass in areas of heavier fuel concentrations and

(3) Acceptable results shall include mastication occurring on 90 percent of the acres on each unit and

(4) Protect residual trees from scarring as a result of contract operations and

(5) Mastication shall avoid operations that would result in penetration of the duff layer and contributing to exposure of mineral soil and

(6) Perform treatment operations when soil moisture levels are below forest standards and guides. Soil compaction mitigation requires that operations will be restricted to periods of dry conditions and frozen conditions.

a) Dry conditions are defined as periods when a handful of soil squeezes into a loose ball which falls apart rapidly when the hand of soil is tapped from behind with the other hand.

b) Frozen conditions are defined as periods when the combination of frozen ground and/or snow cover is sufficient to support equipment without detrimental soil impacts.

(7) Work will be suspended if soil moisture levels subsequently exceed standards and guides due to adverse or unusual weather conditions.

(8) Mechanical equipment shall not be operating within 100 feet of intermittent streams.

LOCATION

Work will occur on the Wallowa-Whitman National Forest. Treatment units are located within the Puderbaugh project in the Hells Canyon National Recreation Area. Project Maps contained in “List of Attachments” reflect site locations of individual units. The information contained in these maps is complementary to the Technical Specifications.

Contractor shall notify the COR when pay items are complete and ready for inspection prior to moving out of the general area.

Any unit not meeting contract requirements shall be reworked at the Contractor’s expense.

Maps will be provided to the successful quoter, at the post-award conference, with detailed access information and will show all treatment unit numbers and locations.

MOBILIZATION

Mobilization covers the price of move in and out of equipment for each unit ordered. Mobilization units ordered are for each group of units by geographical area.

EQUIPMENT REQUIREMENTS

Equipment shall not exceed size as stated in the parent BPA.

Equipment shall be capable of reducing materials 9 inches in diameter to less than 12 inches in depth by means of a power driven rotary head or similar device capable of chopping, chewing or grinding wood fiber and be able to maneuver within tree spacing of 10 to 12 feet without damage to leave trees.

Equipment shall be capable of climbing ability up to 30 percent slopes.

FAR Clause 52.217-7 Option for Increased Quantity—Separately Priced Line Item (MAR 1989)

The government may require the delivery of the numbered line item, identified in the schedule as an option item, in the quantity and at the price stated in the schedule. The contracting officer may exercise the option by written notice to the contractor at any time within the 90 days of the effective date of the Notice to Proceed. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

52.217-5 Evaluation of Options. (JULY 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

Evaluation of options will not obligate the Government to exercise the option(s).

04 - Puderbaugh Mastication

Individual Unit Descriptions

Mastication Units

Puderbaugh Units: Mastication of understory trees >9” dbh to achieve a spacing of 20’ by 20’. Healthy well-formed trees less than 9” dbh will be left at a 20’ by 20’ spacing when overstory trees greater than 9” dbh are not present. Spacing may be less than 20’ by 20’ when overstory trees greater than 9” dbh prevent reaching the specification. Leave tree selection order of priority:

Western Larch (WL), Ponderosa Pine (PP), Douglas Fir (DF).

*When Western Larch or Ponderosa Pine greater than 7” dbh, including dominant overstory trees are present, masticate non desirable species (all species except WL, PP and DF) less than 9” dbh within 30 feet of the desired leave tree. If “clumps” or groups of multiple early seral trees (WL, PP, and DF) are encountered within the 30’ radius, masticate these species to a 10’ by 10 spacing. Targeting trees with less than 30% live crown and or have a lean greater than 15 degrees when removing WL, PP and DF.

*Seasonal road closures may affect operations. Contractors may acquire waivers.

*Safety protocols such as extra signage or road guards for traffic control may be required for units adjacent to forest roads.
