About this file

This document is Addendum #2 for NC State University's Request for Proposal (RFP) #63-KGS1057806 for Hazardous & Non-Hazardous Waste Collection, Management & Removal Services. The addendum provides clarifications and answers to 16 specific questions from potential bidders regarding the waste management services contract. The current contractor is Clean Earth Environmental Solutions, Inc., and the university is seeking new proposals with competitive pricing. Key details include requirements for waste characterization, DOT compliance, monthly disposal shipments, and handling of various waste types including chemical, universal, low-level radioactive, and non-infectious biological waste across NC State properties.

The addendum reveals that NC State wants vendors to propose their own list of disposal facilities, which will be subject to a university audit. Contractors will be responsible for weekly inspections of storage areas, daily operational logs, and potentially coordinating disposal of materials from demolition projects. The university emphasizes the need for monthly waste shipments due to limited storage space, with some flexibility for less common waste items like cylinders or reactive materials. An electric forklift will be used in the facility, and contractors must plan accordingly for operating in an environment with various hazardous materials. The proposal process requires detailed documentation of waste management capabilities, facility experience, and comprehensive pricing schedules.

RFP #63-KGS1057806 - Hazardous & Non-Hazardous Waste Collection, Management & Removal Services Question # Reference Section Question University Response

1 General Who is the current contactor? Clean Earth Environmental Solutions, Inc.

2 General Could you please provide the current contract pricing? No. NC State wants to see your best pricing.

3 General Can you provide us with historical volume data per waste category?

The information in the current examples given are based on historical volume data by waste shipped from NCSU. Numbers are rounded up for the average increase in waste from year to year.

4 3.1.3

The RFP states “the Contractor will either characterize unidentified wastes on-site or obtain samples for off-site analysis”. Will the use of industry standard “HazCat Testing” be acceptable for the DOT and RCRA Classification of unidentified lab-quantity wastes? Yes

5 3.1.4 and/or 3.3.6 Can NC State’s most recent approved facilities list be provided to us?

No. We are asking you to provide a list of facilities that your organization thinks we should use, see

3.3.6. NC State will do a facility audit of those facilities to determine their compliance status.

6 3.1.4 and/or 3.3.6 Will you provide a list of approved facilities? See answer to Q5

7 3.1.4, page 3

The RFP states that “It is the Contractor’s responsibility to comply with DOT requirements throughout the collection process, as the material is regarded by DOT to be “in commerce” while in transit on NC State property.”

a) Are we to conduct the movement of chemicals from all generator sites to the storage area as if we are shipping over the road, including waste segregation, container labeling, container closure, container markings, and shipping papers? If this is not correct, please give us an idea of how we can ship “in commerce” without all the details.

b) Are we manifesting from each site to the storage area?

c) Will the containers shipped from generator site be manifested directly to a disposal facility or to the storage building?

a - I believe the answers to b and c answer this question. b - yes, any pick up other than main campus must be manifested into the facility. c - Centennial and Vets School (CBC) ship into the main facility. Some sites in Wake county may also ship to main facility. All other remote sites ship directly from generation site for disposal.

8 3.1.5 What is the NC software use for? EHSA manages the waste from the pick up request to shipment for disposal.

9 3.1.6

Disposal shipments monthly?

a) Is it required to clear everything monthly?

b) Does contractor have the option to store drums for longer duration to fill and maximize efficiency?

With the amount of waste that we get relative to the space, yes we will need to ship monthly, sometimes more. Certain less common waste items can be held for longer than a month such as cylinders or reactives if space allows.

10 3.1.6

If a high-hazard material or a dangerously corroded cylinder is discovered, for which the Contractor has no handling or disposal options, will the Contractor be allowed to step aside and let the University bring in another Contractor? See Section 3.1.6, page 5, second to last sentence.

11 3.1.6 & 3.2.1 Will the NC team be responsible for compliance inspections of the 90-day storage area?

Contractor is responsible for the daily inspections and operating logs at TSDF and the weekly inspections of the 90 day (Centennial Campus) and 180 day storage area (Vet School) storage areas. NC State personnel will conduct the monthly inspection of the TSDF.

12 3.1.10, page 5

The RFP states “The Contractor may also be called upon to coordinate and dispose of materials resulting from demolition and other projects”. Would this requirement include the bulk disposal of construction debris, asbestos, or lead-based paint debris? Yes and PCB contaminated building debris

13 4 Could you provide the required staffing levels and their minimum skillsets? The required staffing levels and skillsets are stated in section 4.2.1.

14 6 How will the pricing be calculated to determine the low bidder? See Section 6.

15 5, page 9 What does “Reference page” refer to?

Please remove this from Section 5. The page doesn't exist and we are capturing the references in Section 4.2 Facility Experience Questionnaire (Q-16PW)

16 7; Schedule A Could you provide the specifications for the onsite forklift?

Forklift will need to operate in a facility that manages flammable, acid, bases, etc.. Plan accordingly.

NC State uses an electric forkfligt that is charged in another location.
