About this file
Addendum 3 for KEYS Bid 12-25 is a supplemental document from Keys Energy Services (KEYS), a municipal electric utility in Key West, Florida, addressing key questions related to the procurement of a power transformer. The document provides clarifications on four critical aspects of the bid: international manufacturing, delivery expectations, lead time considerations, and pricing structures. KEYS indicates openness to international manufacturers, provided they meet all applicable ANSI, IEEE, and NEMA standards, while maintaining a preference for North American manufacturing. The utility does not have a fixed delivery date and will evaluate lead times as a significant factor in the bid process, with shorter lead times viewed more favorably.
Regarding pricing, KEYS demonstrates flexibility by not automatically deeming a bid non-compliant for including escalating pricing, contingent on clear identification of components subject to escalation and tie to readily discernible metrics. The utility reserves the right to consider escalating pricing in its award determination. This approach suggests a nuanced evaluation process that balances technical compliance, manufacturing origin, delivery timeline, and pricing strategy. The addendum reflects KEYS' comprehensive approach to procurement, prioritizing technical standards, performance metrics, and competitive bidding while maintaining flexibility to select the most advantageous proposal for the power transformer project.

KEYS BID 12-25 SPECIFICATIONS FOR PURCHASE OF POWER TRANSFORMER
Addendum 3
Questions and Answers:
1. Can the city accept this unit and its components/parts made outside of North America?
While KEYS maintains a preference for North American manufacturing, bids from international manufacturers can be submitted as well, provided that all applicable ANSI, IEEE, and NEMA standards are fully met.
2. Is there any expected delivery date?
KEYS does not have a fixed delivery date.
3. How will bid evaluation consider the lead time?
Lead time will be taken into account as a significant factor in the bid evaluation process. It will be carefully considered and weighted, with shorter lead times viewed more favorably.
4. Can the city accept the escalating pricing?
Please clarify the definition of “escalating pricing”. Generally, KEYS will not deem a bid non-compliant for including some manner of “escalating pricing”, provided it is clear the components to which escalations may apply, and potential escalations are tied to metrics which are readily, and easily, discernable. However, KEYS reserves the right to weigh a bidder’s inclusion of “escalating pricing” in making its award determination.
