About this file

This document is Addendum 3 for KEYS Bid 12-25, issued by the Keys Energy Services (KEYS) for the purchase of a power transformer. The addendum provides clarifications and responses to potential bidders' questions regarding the procurement. KEYS indicates flexibility in manufacturing origin, accepting bids from international manufacturers provided they meet ANSI, IEEE, and NEMA standards, and does not have a fixed delivery date. The bid evaluation will consider lead time as a significant factor, with shorter lead times viewed more favorably.

Regarding pricing, KEYS will not automatically disqualify bids with escalating pricing, but requires clear definitions of which components may be subject to price increases and that these escalations are tied to easily discernible metrics. The agency reserves the right to weigh the inclusion of escalating pricing in its award determination. The bid process appears to prioritize transparency, allowing for international competition while maintaining standards and giving bidders guidance on expectations for pricing and delivery timelines.

KEYS BID 12-25 SPECIFICATIONS FOR PURCHASE OF POWER TRANSFORMER

Addendum 3

Questions and Answers:

1. Can the city accept this unit and its components/parts made outside of North America?

While KEYS maintains a preference for North American manufacturing, bids from international manufacturers can be submitted as well, provided that all applicable ANSI, IEEE, and NEMA standards are fully met.

2. Is there any expected delivery date?

KEYS does not have a fixed delivery date.

3. How will bid evaluation consider the lead time?

Lead time will be taken into account as a significant factor in the bid evaluation process. It will be carefully considered and weighted, with shorter lead times viewed more favorably.

4. Can the city accept the escalating pricing?

Please clarify the definition of “escalating pricing”. Generally, KEYS will not deem a bid non-compliant for including some manner of “escalating pricing”, provided it is clear the components to which escalations may apply, and potential escalations are tied to metrics which are readily, and easily, discernable. However, KEYS reserves the right to weigh a bidder’s inclusion of “escalating pricing” in making its award determination.
