About this file

This is a Justification for Sole Source procurement document prepared by the City of Plant City, Florida, supporting the Notice of Intent to Sole Source REXA Actuators (IFB 26-038UM-NOI) through TSC Jacobs, the sole authorized representative for REXA actuator products in Florida. The procurement addresses the replacement of outdated control valves and installation of actuators at the City's Water Reclamation Facility (WRF) and Wastewater Treatment Plant (WWTP), specifically replacing an existing manual operator on a 16-inch Pratt butterfly valve with a REXA X3R10000-90-C-P actuator control system. The Notice of Intent was posted on April 7, 2026, with question submissions and proposal responses due on April 14, 2026 at 2:00 PM through the OpenGov procurement portal. The deliverables include supply and installation of the REXA automated butterfly valve actuator system, control box, hardware, accessories, freight to Plant City, a five-year warranty, one day of onsite commissioning support, and one startup assistance trip. The project requires a 12-week lead time from receipt of mounting information.

The justification emphasizes that REXA actuators are standardized throughout the City, require minimal modifications to existing wiring conditions at the DRF, and represent a more cost-effective solution compared to competitors, particularly when factoring in the replacement of the outdated control valve that would otherwise require additional expenditure. The total estimated cost is $29,580.00, exceeding the $25,000 threshold and requiring approval from both the Procurement Director and City Manager. The quotation was issued on March 18, 2026, valid for 60 days (expiring May 17, 2026), with NET 30 payment terms and an additional 3% charge for credit card payments. Funding will be charged to project string UM017 as capital equipment under the IMPLEMENT302 project code. TSC Jacobs (Vendor #3677) is the current incumbent vendor and sole authorized provider of REXA actuator products in Florida.

Text version

REXA also fits our current wiring conditions at the DRF to where there are little to no modifications needed to install the actuator. REXA has been standardized throughout the City. REXA is also a cheaper actuator than the competitors that we currently use in the WWTP in which only come as the actuator and no control panels. This will also allow us to remove the current control valve that is outdated and currently needs to be replaced, which is double the amount if not more than this cost.
