About this file

This is an Antiterrorism Awareness educational pamphlet developed by the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Office for contractors working on the base. The pamphlet provides contractors with awareness training regarding their role in maintaining security vigilance and reporting suspicious activity that affects the base community and surrounding area.

The document outlines key indicators contractors should monitor, including surveillance activities (unfamiliar people or vehicles both inside and outside perimeter fences), vehicles with expired tags, illegally parked or occupied vehicles remaining in one location for extended periods, and vehicles repeatedly passing the contractor's location. The pamphlet defines terrorism and explains three victim categories: Victim By Association (wrong friends, place, and time), Victim By Location (wrong place at wrong time), and Victim By Opportunity (random circumstance at soft targets). It details specific suspicious activities to report: surveillance, elicitation, security tests, acquiring supplies, suspicious persons out of place, dry runs, deploying assets, and terrorism financing. The document includes Force Protection Condition (FPCON) levels ranging from Normal through Delta, with corresponding protective measures and security postures. Emergency contact procedures and reporting requirements are provided, with contractors instructed to call the 87th Security Forces Squadron at (609) 754-6001 to report suspicious activity, provide their name and company name, location with building details, call-back phone number, and remain available until contacted by Security Forces or directed to move by an Emergency Control Center representative.
