About this file

This is a Contractor Questions and Government Responses document for RFQ FA4484-26-Q-0035_0001, a 100% Women-Owned Small Business (WOSB) set-aside under NAICS 561790 for bird waste remediation services at eight buildings on a military installation. The incumbent contractor is Glassis Global Investments LLC (Base PIID: FA4484-22-P-0005).

The contract requires bird dropping removal and remediation across eight hangars and facilities, with cleaning heights ranging from 4 to 7 feet depending on the specific building. Building 1757 requires removal from facility floors, mezzanine walking surfaces, wall surfaces, back wall perimeter, and structural framing up to 7 feet. Building 2251 requires cleaning of floors, structure beams, hangar wall edges, shelves, and walls under 7 feet. Building 3209 requires lower hangar door ledges, floor tracks with door pockets, collection points, and the KC-46 fuselage trainer floor area. Other buildings (1837, 2253, 3211) have similar scope with 7-foot height limitations. The contractor may use power washers, vacuums, or other methods, though dry brushing and scraping of dry bird waste are prohibited. Soap and water may enter floor drains, but all chemicals must be captured and disposed of properly, with chemical wastewater transported off-base for disposal. The period of performance begins November 1, 2026, with the first scheduled cleaning no later than December 1, 2026. The proposal must include pricing for a base year, four option years, and one six-month option period. Water and electrical power will be available at each facility at no additional cost to the contractor, though the contractor must provide hoses and extension cords. Building 1837 is in a restricted area requiring escort access. Most cleaning will occur during normal duty hours (0730-1600), though Building 1757 may occasionally require weekend or off-shift work. No specific licenses or certifications for hazardous waste disposal are required by federal, New Jersey, or local authorities. The contractor must comply with FAR 52.219-30 and the 13 CFR 125.6 subcontracting limitations applicable to WOSB set-asides, with compliance evaluated on amounts paid and percentage of work performed. Award will be made using a Lowest Price Technically Acceptable (LPTA) approach with no minimum years of bird-waste remediation experience required, provided the offeror demonstrates technical acceptability.

Contractor Questions Government Responses

Could you please provide the drawings for each building? Specifically, I require the total square footage for the areas that require dropping remediation.

Building diagram and total square footage has been incorporated into the PWS.

Will a lift be available at each location during the site visit to allow us to determine the depth of the droppings on the wall purlins?

No. Cleaning requires either a 4 foot or 7 foot cleaning as per each buildings requirement.PWS has been updated.

Can the Government provide the approximate square footage, dimensions, or linear footage of the surfaces requiring cleaning in each of the eight buildings?

No. The Group Facility Manager did provide a general diagram of the facility and indicated the areas where the cleaning requirement takes place. The Facility Manager also provided the total square footage of the facility and does not have the necessary measuring device to calculate the square footage of the cleaning areas. Building diagram and total square footage has been incorporated into the PWS.

Does “entire wall” for Building 1757 mean floor-to-ceiling coverage? PWS has been updated to incorporate the following:

Cleaning and removal operations shall encompass the following surfaces up to a height of seven (7) feet measured vertically from any adjacent walking surface (to include both the ground floor and the mezzanine level):

• Facility floor and mezzanine walking surfaces

• Wall surfaces and back wall perimeter

• Structural framing and track assemblies

Please confirm whether the maximum cleaning height for Building 2251 is seven feet or nine feet, as the PWS and

QASP appear to differ.

PWS stipulates 7 Feet tall. PWS and QASP has been updated.

Please confirm whether the entire floor of Building 3209 must be cleaned, as this appears in the QASP but not in the

PWS.

No. The PWS directs removing droppings from lower hangar door ledges up to four feet high, hangar door tracks to include corner hangar door pockets, and hangar doors collections points of four total corners of the hangar. Additionally, cleaning is required on a portion of the Hangar Floor on the south side of the hangar within the fensed portion of the Fusalage Training Section as identified in the 3209 overview.

If exact measurements are unavailable, can the Government provide building dimensions or drawings sufficient for pricing?

Yes.

Whether “entire wall” in Building 1757 means floor-to-ceiling coverage. Cleaning and removal operations shall encompass the following surfaces up to a height of seven (7) feet measured vertically from any adjacent walking surface (to include both the ground floor and the mezzanine level):

• Facility floor and mezzanine walking surfaces

• Wall surfaces and back wall perimeter

• Structural framing and track assemblies

Whether the maximum cleaning height for Building 2251 is seven feet or nine feet, since the PWS and QASP differ. PWS states: Remove droppings from floor, structure beams, hangar wall edges, hangar wall shelves, and walls under seven feet tall. QASP has been updated

Whether the entire floor of Building 3209 must be cleaned, since it appears in the QASP but not the PWS. All lower hangar door ledges, floor tracks areas to include the door pockets at each end of the tracks are reqruired to be cleaned. Additionally, the floor in the KC-46 fuselage trainer area to be cleaned.

Is there a specific type or specification of power washer that must be used? No. PWS has been updated.

May the contractor use the site's available 120V electrical outlets to power the equipment? Yes. PWS has been updated.

If 120V outlets cannot be used, is a battery-powered power washer required? Yes. PWS has been updated.

Insurance: Please confirm all required insurance coverages and minimum limits applicable to the prime contractor and any subcontractors performing onsite, including Commercial General Liability, Automobile Liability, Workers’

Compensation/Employer’s Liability, Pollution/Environmental Liability, or any other required coverage.

Amendment 0001 has been issued to incorporate FAR/RFO 52.228-5

Hazardous Bird-Waste Handling/Disposal: Does the Government require the prime contractor or its subcontractor to possess any specific federal, New Jersey, or local license, permit, certification, transporter authorization, hazardous/biohazard remediation credential, or disposal authorization for the handling, transportation, and lawful disposal of bird droppings and contaminated materials under this PWS? If so, please identify the required credential(s).

Federal/ NJ/ local does not have any specific required credentials for lawful disposal of bird droppings.

Subcontracting / WOSB Limitation: Because this procurement is a 100% WOSB set-aside, please confirm whether FAR

52.219-30 and the applicable limitation on subcontracting under 13 CFR 125.6 govern performance. If the prime utilizes a non-similarly-situated specialty subcontractor for portions of the bird-waste remediation, please confirm whether the

Government will evaluate compliance based on the amount paid to non-similarly-situated subcontractors in accordance with the applicable limitation on subcontracting.

Yes, FAR 52.219-30 and the applicable limitation on subcontracting under 13 CFR

125.6 govern performance.

Compliance will be evaluated on amounts paid and percentage of work.

Technical Acceptability / LPTA: The solicitation states that the technical factor will be rated Acceptable or

Unacceptable and that award will be made using a Lowest Price Technically Acceptable approach. Please confirm that there is no minimum number of years of corporate bird-waste/biohazard remediation experience required of the WOSB prime contractor, provided the offeror’s technical approach demonstrates an understanding of and ability to perform all

PWS requirements.

As long as the contractor is found to be technacially acceptable, there is no minimum number of years required of corporate bird- waste/ biohazard remediation experience.

Subcontractor Experience: If an offeror proposes an experienced specialty subcontractor as part of its technical approach, may the offeror identify and rely upon that subcontractor’s relevant technical capabilities and experience to demonstrate its proposed performance approach?

305th MXG Bird Waste Recompete FY27-FY32

RFQ: FA4484-26-Q-0035_0001

Equipment / Access: Are lifts, manlifts, scaffolding, or other elevated-access equipment anticipated to be necessary for any of the identified cleaning areas, and if so, are there any Government-specific operator certification or equipment requirements beyond generally applicable OSHA requirements?

Max height for cleaning is 7 ft. If lifts or other type of elevation equipment is to be used it is the contractors responsibility to ensure they have the proper certifications and operate per OSHA standards.

Is contractor use of pressure washing equipment permitted in the identified cleaning areas, or is a specific method required or restricted?

Methods of cleaning will be dependent on the particular building. Power washers are authorized. In areas where equipment or work stations are close, other means of remediation to include vacuums could be used. Dry brushing, scrapping or any disturbance of bird waste when dry is not permitted.

Are there any restrictions on water use, runoff, or discharge (e.g., near floor drains, aircraft, or electronic equipment) that offerors should account for in their technical approach and pricing?

Soap and water are allowed to enter the floor drains. All chemicals must be captured and disposed of properly. Please do not flush water down stormwater grates which are labeled “No Dumping Drains to Stream”. All wastewaters should go down sewer drains to be properly processed.

We noticed a discrepancy between source documents: the standalone Performance Work Statement references a base period beginning October 1, 2026, while the combined solicitation document (Instructions to Offerors, Item 2) states the anticipated period of performance begins November 1, 2026. Could the Government confirm the correct anticipated base period start date for pricing purposes

Period of Performace will begin 1 Nov 2026 with the first scheduled cleaning to be conducted NLT 1 December 2026.

The solicitation states the anticipated period of performance begins 1 November 2026, while the PWS states the Base Period begins 1 October 2026. Please advise which Base

Period start date applies.

Period of Performance will begin 1 Nov 2026 with the first scheduled cleaning to be conducted NLT 1 December 2026

7 ft

Please state the standard for an acceptable completed cleaning. Does removal of bird waste include staining or discoloration and disinfection of the surface, or is removal of the droppings and physical residue sufficient?

Disinfection or sanizing of the surface is not required. Removal of the droppings and physical residue is sufficient

Will usable water and electrical power be available at the eight buildings for contractor cleaning equipment at no additional cost? If so, are the water connections and electrical outlets accessible to the required cleaning areas?

Water and electrical power will be available at each facility, however the contractor is required to provide all necessary and adequate length Water Hoses and Electrical

Extension Cords.

If wet cleaning or pressure washing is used, may the cleaning water enter the existing floor drains, or must the contaminated wastewater be captured and removed from the installation?

Soap and water are allowed to enter the floor drains. All chemicals must be captured and disposed of properly. Wet cleaning is preferred since scraping or vacuuming could create a dust hazard.

The PWS states that the contractor is responsible for the proper handling and disposal of hazardous droppings and materials. Please advise the required disposal method and whether any specific manifests or disposal facilities are required.

Soap and water are allowed to enter the floor drains. Cleaning with soap and water has no additional requirements. All chemicals must be captured and disposed of properly. If using a chemical, wastewater will need to be taken off Base and disposed of.
