About this file
This is a Hazardous Materials Assessment (HMA) report prepared by NORTECH, Inc. for Building 1340 at Eielson Air Force Base, Alaska, documenting the presence or absence of asbestos, lead-based paint, and polychlorinated biphenyls (PCBs) in materials that will be disturbed during hangar door replacement.
The assessment was conducted in two phases: July 2, 2025, and January 6, 2026, covering the interior and exterior of the hangar and associated mechanical spaces. NORTECH sampled a total of 10 suspect asbestos materials (representing 13 distinct layers), 31 painted surface locations for lead content, and 16 total samples (11 bulk paint chips and 5 wipe samples) for PCB analysis. All asbestos samples tested non-detect for asbestos content using Phase Light Microscopy analysis. Lead-based paint (defined as 1.0 mg/cm² or greater by EPA/HUD standards) was not identified; however, low levels of lead in paint were detected on metal components, with results ranging from 0.00 to 0.16 mg/cm². No PCBs were detected in any paint or material samples analyzed. The report includes photographic documentation of the hangar, laboratory reports from EMSL Analytical, Inc., and detailed analytical results. NORTECH concluded that no additional hazardous material precautions are necessary for the tested materials, though any untested materials encountered during project work should be assessed for asbestos content prior to disturbance.

RE: Hazardous Materials Assessment - Revision 1 Repair Hangar Doors B1340, Eielson Air Force Base, Alaska
Dear Jeff:
NORTECH is pleased to provide Design Alaska Inc. with the following Hazardous Materials Assessment (HMA) report for Building 1340, located on Eielson Air Force Base. This report documents methods, sample locations, material descriptions, sample results, and conclusions.
Background Building 1340 is located at 5575 Loop Access Road, Eielson Air Force Base, Alaska.
The building was originally constructed in 1985 and is used for maintenance. The building is 17,127 square feet (ft2) and consists of a large open bay with two tip-up doors on the south side. The building underwent renovation in 2019 by Watterson Construction to include a new roof and updated mechanical and fire protection systems. During the 2019 renovation, the tip-up doors functionality was impacted and use was locked out. Restoration efforts between 2019 and 2023 left the tip-up doors with restricted functionality. The current hangar doors are not fit for continued operations.
Historic Document Review A February 3, 2003 Report from SUNEX Inc. details lead-paint testing performed using a NITON 703A analyzer for work related to the HVAC system within the hangar. A total of 16 ceiling components were assessed for lead content with the highest result being 0.30 (±0.35) mg of lead per square centimeter (mg/cm²) from a beige painted metal truss web.
A February 4, 2002 Report from SUNEX Inc. details lead-paint testing performed using a NITON 703A analyzer of the hangar floor and Egress Office floor. A total of 20 flooring components were assessed for lead content with the highest result being 0.62 (±0.13) mg of lead per square centimeter (mg/cm²) from a black metal drain grate in the center of the eastern portion of the hangar.
A June 1, 2001 Report from SUNEX Inc. details lead-paint testing performed using a NITON 703A analyzer of the exterior of the hangar. A total of 49 exterior components were assessed for lead content with the highest result being 1.19 (±0.14) mg of lead per square centimeter (mg/cm²) from a red painted fire connection pipe at the northern corner of the hangar. The exterior fire connection components related to the hangar are not anticipated to be impacted by project efforts.

Objectives and Scope of Work Design Alaska retained NORTECH to provide independent third-party professional services to conduct a HMA of the hangar doors and associated components as part of a design investigation to replace existing hangar doors. This includes finishes, mechanical assemblies, structural components, and any other materials that would be anticipated to be disturbed during renovation efforts. The objective of this report is to identify potential hazards that may be encountered during the work.
Methodology The HMA involved a review of available records, site inspection, and sampling of existing conditions to identify, quantify, and determine the presence of hazardous materials. Project efforts were completed in accordance with NORTECH’s Hazardous Material Assessment Methodology (v19), which is available upon request. The field project staff were EPA-certified Asbestos Hazard Emergency Response Act (AHERA) building inspectors. An Environmental Professional Engineer (PE) oversaw the assessment work.
Asbestos Suspect asbestos samples were sent to EMSL Analytical, Inc. (EMSL) in Cinnaminson, New Jersey, and Indianapolis, Indiana, laboratories certified through the National Voluntary Laboratory Accreditation Program (NVLAP). The samples were analyzed by Phase Light Microscopy (PLM) using the EPA 600/R-93/116 Method. Building materials containing 1% or greater asbestos content are considered asbestos-containing materials (ACM).
Lead-Based Paint Lead concentrations in paint were quantified using a Thermo Fisher NITON XLp-303A X-Ray fluorescence (XRF) spectrum analyzer. This instrument provides EPA-accepted real-time, on-site sample results. Results are reported in milligrams per centimeters squared (mg/cm2). A Performance Characteristics Sheet (PCS) for the NITON XRF is available upon request. The PCS indicates that substrate corrections are not required for this instrument when operated in accordance with the manufacturer’s instructions and United States (U.S.) Department of Housing and Urban Development (HUD) guidelines.
Polychlorinated Biphenyls in Paint Paint samples were collected to investigate the presence of polychlorinated biphenyls (PCB).
NORTECH utilized EMSL in Cinnaminson, NJ, and Indianapolis, Indiana, to analyze PCB concentrations in paints. A minimum of 10 grams of bulk paint for was collected analysis. PCB wipe samples were collected from surfaces where destructive testing could not reasonably be performed. Wipe sample collection is performed using a 3” x 3” sterile gauze wipe and moistened with a ratio of 1:4 acetone/hexane mix. Wipe surface areas were 100 cm2. After sample collection, the wipe is placed in a glass 2 oz jar with Teflon lined lid. Laboratory analysis for bulk paint and wipe samples was performed using EPA Method SW 846-8082A with preparation by Method 3540C/3546.
Field Activities NORTECH personnel completed the LHMA of Building 1340 on July 2, 2025. The assessment focused on areas affected by the hangar door replacement. Building 1340 is a large, industrial-style hangar with two canopy tip-up hangar doors. The majority of the structural supports, wall assemblies, and hangar doors are painted white in the interior and tan on the exterior. A scissor lift was used to access structural supports and hangar door components at ceiling height.
Additional inspection was performed on January 6, 2026 for previously untested materials

Page 3 Https://Nortechinc.Sharepoint.Com/00-Jobs/2025/1044/Shared Documents/Design/95%/Nortech 95%/Draft Construction Documents - HMS.Docx identified in the 65% Design Documents that will be impacted for the inclusion of a heated Portland Cement Concrete hangar door threshold adjacent the existing apron.
A total of 10 suspect asbestos materials were sampled, representing 13 distinct layers, from the exterior, hangar door, and mechanical spaces. Sampled materials included; insulation paper, insulation, sealants/gaskets, and wall systems.
Painted surfaces from varying substrates and material compositions were analyzed for lead content. A total of 31 painted surface locations were analyzed from interior and exterior locations expected to be impacted by project efforts. Readings collected included; walls, structural components, hangar door and associated mechanical equipment, wall systems, interior and exterior floor surfaces, and piping.
To determine the potential presence of PCBs in paint, eleven bulk paint chip samples and five wipe samples were collected from the interior and exterior components of the hangar expected to be impacted by project efforts. Samples were collected from the hangar door components, structural components, floor systems, piping, and gaskets.
Results and Discussion The following is a discussion of sample results with analysis by hazardous material type.
Sample locations and results are detailed on project plan sheets (HZ101-HZ103).
Asbestos All sampled materials were reported as non-detect for asbestos. Based on these results, no additional precautions for asbestos are necessary to address the tested materials during the replacement of the hangar doors. Based on no asbestos identified within the hangar and building construction occurring in 1985 and multiple renovations occurring since, no asbestos is expected to be present within the building. Untested materials encountered during project efforts should be assessed to determine asbestos content for appropriate handing and disposal requirements. Asbestos laboratory reports are presented in Appendix B.
Lead-based Paint An XRF was used to analyze painted structural components and hangar door equipment surfaces for lead content. The EPA/Housing and Urban Development (HUD) consider paint containing 1.0 mg/cm2 or 0.5 percent (5,000 ppm) by weight to be lead-based paint (LBP).
These guidelines may not directly apply to this project but are a good reference for evaluating the investigation’s sample results. No LBP was identified on expected materials to be disturbed during project efforts with results ranging from 0.00 mg/cm2 to 0.16 mg/cm2. Paint containing higher concentrations of lead within the hangar (up to 0.63 mg/cm2) was identified in the SUNEX Inc. 2002-2004 reports. These materials are not expected to be impacted by project efforts.
Lead can still be present in paint, which is not classified as “lead-based” paint. This occurs when the paint has less lead than HUD standards (less than 1.0 mg/cm2). Painted surfaces and finishes that contain detectable lead concentrations below the HUD limit were identified within the building. If lead is present in the paint, lead dust can be released when the paint deteriorates or during maintenance, renovation, or demolition work that breaks the surface of the paint.
These concentrations represent a potential hazard for workers performing lead-trigger tasks that could result in airborne dust or vapors, such as burning, sanding, welding, cutting, or grinding.

PCBs Nine bulk paint chip samples, two material bulk samples, and five wipe samples were collected and submitted for PCB analysis. No PCBs were detected in any sample. Based on these results, the painted surfaces and bulk materials impacted by project efforts do not require PCB-specific work practices and have no additional PCB disposal requirements. PCB laboratory reports are presented in Appendix B. The portion of concrete planned for demolition for this project is not suspect for PCB contamination based on the absence of PCBs in installed paints and coatings, as well as the age of construction.
Conclusions NORTECH completed a Hazardous Material Assessment of Building 1340, focusing on materials likely to be disturbed during replacement of the hangar doors. Based on the observations and findings of this HMA, NORTECH has developed the following conclusions:
• Asbestos containing materials were not identified within the project area
• Lead-based paint was not identified o Low levels of lead in paint were identified on metal components
• PCBs were not identified in paint or door gaskets
NORTECH conducted the activities described in this report according to industry standards and performed within the standard of care and competence of the environmental engineering profession. Sample results presented provide information about the hangar doors and anticipated impacted associated materials, during the time period that sampling was conducted, as well as in the locations where sampling took place. Therefore, while these limitations are considered reasonable and adequate for the purposes of this report, actual site conditions may differ and change over time. This MHA report is intended for informational purposes only.
If you have any questions or require additional professional services or advice, please let us know. We thank you for the opportunity to work with you on this project and appreciate your confidence in our firm.
Sincerely, NORTECH
